About this file
This document is a Statement of Work (SOW) for the U.S. Coast Guard's requirement to procure small Unmanned Aerial Systems (sUAS). The Coast Guard is seeking to purchase the Parrot ANAFI USA MIL PF728240 sUAS model to support its statutory missions. Due to DHS policies restricting the use of foreign-manufactured UAS and cybersecurity requirements, the Coast Guard is limited to procuring "Blue" UAS that have been vetted by the Department of Defense.
The SOW specifies that the vendor is to provide the Parrot ANAFI USA MIL PF728240 sUAS. Delivery is required within 180 days after contract award, with the items to be shipped to the U.S. Coast Guard Special Missions Training Center in Mobile, Alabama. This procurement is being conducted as a sole-source acquisition through FAR 8.405-6(b)(1) procedures, as Rally Point Tactical is the only authorized distributor of the required sUAS model under a GSA contract.

STATEMENT OF WORK
1. Background: The Coast Guard requires small Unmanned Aviation Systems
(UAS) to complete its statutory missions. DHS Policy Memorandum 119-08 restricted the use of foreign-manufactured UAS, and the promulgation of the DHS sUAS Cybersecurity Guidance requires an Authority to Operate and approval from CG Cyber in order to procure. This limits the Coast Guard to specific, “Blue” UAS that the DoD has vetted. The Coast Guard adopted the DoD efforts through reciprocity in order to bring cyber-safe, approved UAS to our fleet.
