PERFORMANCE WORK STATEMENT (PWS)
FERTILIZATION AND WEED CONTROL SERVICES
U. S. COAST GUARD ACADEMY, NEW LONDON, CT

1.0 GENERAL
1.1 Background
The United States Coast Guard (USCG) Academy is an educational institution, which educates, trains, and develops leaders of character who are ethically, intellectually, professionally, and physically prepared to serve their country and humanity. The Academy provides a four-year Bachelor of Science program to a corps size of approximately 1,000 cadets. The Contractor shall furnish all labor, material, equipment, transportation, and supervision to provide lawn care services at the USCG Academy as detailed below.
1.2 Scope
The Contractor shall perform lawn care/weed control treatments based on 22 acres of grassy areas and additional service to 11 acres of high priority areas as detailed in Technical Exhibit 01 and as follows:
a. Early April application with fertilizer, broad leaf weed control, and pre-emergent crabgrass control.
b. HIGH Priority areas: Early May application with fertilizer, broad leaf weed control, and fungicide.
c. Mid-June application with fertilizer, broad leaf weed control, post-emergent weed control and grub control.
d. HIGH Priority areas: Late July application with fertilizer, broad leaf weed control, and fungicide.
e. Early September application with fertilizer and broad leaf weed control, soil samples.
f. HIGH Priority areas: Mid-October application with fertilizer, broad leaf weed control.
g. November lime application
1.3 OBJECTIVE
The objective is to provide clean and professional appearance of the Academy’s grassy areas.

2.1.1 Fertilizer Applications. Fertilizer shall be applied in accordance with the manufacturer’s application directions. The Contractor may use a combination of liquid and granular fertilizer products. The Contractor shall maintain a pH adjustment and fertilizer application program that optimizes grass growing conditions.
2.1.2 Herbicide Applications. Contractor personnel handling and applying herbicides for broadleaf weed and sedge control and pre-emergent treatment for broadleaf weed and sedge shall possess State of Connecticut certification/license. The Contractor may use a combination of liquid and granular herbicide products. The Contractor shall perform treatment of weed control and pre-emergent crabgrass in accordance with all Federal and State regulations. All herbicide applications shall be performed in accordance with the manufacturer’s application directions. All broadleaf weed and sedge control applications shall be performed with a spray (wet) applicator, mixed with a non-ionic general-purpose surfactant. Herbicides shall be mixed at a minimum of the average application ratio.
2.1.3 Insecticide Applications. Contractor personnel handling and applying insecticides shall possess State of Connecticut certification/license. The Contractor may use a combination of liquid and granular insecticides products. The Contractor shall perform insecticide treatments in accordance with all Federal and State regulations. All insecticide applications shall be performed in accordance with the manufacturer’s application directions. The Contractor shall provide Pesticide Application Notice signs and shall be responsible for posting and maintaining signs according to the insecticide label(s) and governing regulations.
2.1.4 Soil Samples. The Contractor shall take annual soil samples during early September application detailed in paragraph 2.5. Five samples shall be taken from each of the following areas: Washington Parade Field, Baseball field, Lower Roland practice field, and behind Quarters
1. The collection and testing of the soil samples are the expense of the Contractor. The samples shall be submitted to a commercial soil laboratory or state certified cooperative extension office for analysis. Testing shall be for pH, soluble salts, nitrogen, phosphorous and potassium. The results of the soil analysis shall be provided to the government along with any recommendations for future treatment to optimize grass growing conditions.
2.1.5 Manufacturer’s Product Sheets and Safety Data Sheets (SDS). The Contractor shall provide a copy of the manufacturer’s product sheets (specification, and recommended application directions) and the Safety Data Sheets (SDS) for all fertilizers, herbicides, insecticides, and lime associated with this Performance Work Statement. These documents shall be provided with the Contractor’s response to the Government’s Request for Quotation and annually thereafter on 1 March. Before any new products are applied, the Contractor shall furnish copies of the manufacture’s application directions and the SDS at least 7 calendar days prior to application.
2.1.6 Repair of Damaged Areas & Cleanup. Areas damaged by Contractor personnel, equipment, or non-conformance shall be repaired by the Contractor as no cost to the

government. Repairs shall be performed to meet the standards of the surrounding areas.
Contractor shall ensure any fertilizer is cleanup from roadways, sidewalks and parking lots.
2.1.7 Storage of Contractor Equipment & Materials. The Contractor shall not store any equipment, herbicide, pesticide, fertilizers, and other materials onboard the Coast Guard Academy.
2.1.8 Lawn Care Maintenance Record. No later than one week after completion of each or any application, the Contractor shall submit to the COR clear, legible, and accurate documentation of the actual quantities of each product applied, including water-to-product ratio if product dilutions were made. Application documents shall include:
a. Date of treatment.
b. Name and license number of Contractor technician(s) performing application.
c. Product name and EPA registration number of chemical herbicides applied.
d. Quantity of herbicide product applied, in fluid ounces or gallons.
e. Percent active ingredient of product as applied in mixed form.
f. Dilution ratio of herbicide to water for applied mixture
g. Area treated per each pesticide (square or linear feet).
2.2 TASK ONE – Application # 1
In early April, the Contractor shall apply each of the following:
a. 28-3-10 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Broad leaf weed control applied in accordance with manufacturer’s direction.
c. Pre-emergent weed control applied in accordance with manufacturer’s directions.
2.3 TASK TWO – Application # 2
In early May the Contractor shall apply each of the following in HIGH priority areas:
a. 28-3-10 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Fungicide control applied in accordance with manufacturer’s directions.
c. Broad leaf weed control applied in accordance with manufacturer’s directions.
2.4 TASK THREE – Application # 3
In mid-June, the Contractor shall apply each of the following:
a. 28-3-10 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Broad leaf weed control applied in accordance with manufacturer’s directions.
c. Grub control applied in accordance with manufacturer’s directions.
d. Sledgehammer + to HIGH priority areas.
2.5 TASK FOUR – Application # 4

In late July, the Contractor shall apply each of following in HIGH priority areas:
a. 28-3-10 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Fungicide control applied in accordance with manufacturer’s directions.
c. Broad leaf weed control applied in accordance with manufacturer’s directions.
d. Sledgehammer +
2.6 TASK FIVE – Application # 5
In early September, the Contractor shall apply each of the following and perform soil tests:
a. 18-24-12 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Broad leaf weed control applied in accordance with manufacturer’s directions.
2.7 TASK SIX – Application # 6
In mid-October, the Contractor shall apply each of following in HIGH priority areas:
a. 18-24-12 (or close) fertilizer @ 1 pound of nitrogen per 1000 sq ft
b. Broad leaf weed control applied in accordance with manufacturer’s directions.
2.8 TASK SEVEN – Lime Application
To be applied in November and consist of granular lime. Rate to be based on soil sample results.
Not to exceed 100 lbs. per 1000 sq ft.
3.0 CONTRACTOR PERSONNEL
3.1 Qualified Personnel
The Contractor shall provide qualified personnel to perform all requirements specified in this
PWS.
3.2 Project Manager.
The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this PWS. The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative. The Project Manager shall be available to the COR via telephone during normal work hours and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates shall be able to read, write, speak and understand

English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer.
3.2 Employee Conduct
Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, designated smoking areas and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees always present a professional appearance and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security. Upon request, the COR will provide the Contractor’s on-site supervisor with the four designated smoking areas onboard the Coast Guard Academy.
3.3 Removing Employees for Misconduct or Security Reasons
The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.
Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 Period of Performance
The period of performance for this contract is a one-year base period with four one-year option periods as follows:
Base Period January 1, 2025 through December 31, 2025
Option Period One January 1, 2026 through December 31, 2026
Option Period Two January 1, 2027 through December 31, 2027
Option Period Three January 1, 2028 through December 31, 2028
Option Period Four January 1, 2029 through December 31, 2029
4.2 PLACE OF PERFORMANCE
The primary place of performance will be the United States Coast Guard Academy, 15 Mohegan Avenue Parkway, New London, Connecticut 06320.
4.3 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 7:30 a.m. and 4:00 p.m. EST, Monday through Friday (except Federal holidays).
4.4 Travel
Contractor travel shall not be required for this requirement.
4.5 PROGRESS MEETINGS
The Project Manager shall be available to meet with the COR upon request to present deliverables, discuss progress, exchange information, and resolve emergent technical problems and issues.
4.6 GENERAL REPORT REQUIREMENTS
The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard workstations (Windows and Microsoft Office Applications).
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment, and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in
PWS 2.0.
7.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the Contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
7.2 The COR will have 10 business days to review deliverables and make comments. The Contractor shall have 10 business days to make corrections and redeliver.

9.0 CONTINUITY OF SUPPORT
The Contractor must ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor must ensure that all contract support personnel are present for scheduled for service (Referenced in section 1.2 “Scope”). If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor must provide e-mail notification to the Contracting Officer’s Representative (COR), Contract Liaison or Contracting Officer prior to a scheduled task. Otherwise, the Contractor must provide a fully qualified replacement.

10.1 EMPLOYEE IDENTIFICATION
Drivers accessing the USCG Academy must withhold a valid driver’s license upon entry. Failure to do that will result no access on the Campus and will impede the scheduled transport. If such instance were to occur, the contractor will not be complying with the requirements of this PWS and cannot bill for that scheduled transport. The Contractor is reliable for drivers adhering to this policy.
10.2 Visiting Contractor employees must comply with all Government escort rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
10.3 Contractor employees working on-site at Government facilities must wear a Government issued identification badge. All Contractor employees must identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times. Valid Driver’s License is required for all employees to access the campus.
11.0 PROTECTION OF INFORMATION
Contractor access to information protected under the Privacy Act is required under this PWS.
Contractor employees must safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.
