STATEMENT OF WORK (SOW)

FOR

PROCUREMENT OF NEW ENGINE STAND FOR AE 2100D JET ENGINE

USCG AVATION TECHNICAL TRAING CENTER (ATTC)

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard Aviation Technical Training Center (ATTC), located at 1664 Weeksville Road, building 4, provides aviation technical and operational training to Coast Guard personnel. To support student demonstrations, the training center requires a modern jet engine currently operating on Coast Guard aircraft. While ATTC is acquiring the jet engine directly from the fleet, it requires the procurement of a dedicated stand to display and maintain the engine.

This acquisition supports ongoing modernization efforts and aligns with USCG policy to maintain state-of-the-art training resources.

1.2 SCOPE

This Statement of Work (SOW) establishes the requirements for the acquisition and delivery of one (1) Engine Maintenance Stand, one (1) Yoke Diffuser Case, and one (1) Yoke Forward Engine Handling Mount. These items will be used to safely secure an AE 2100D Jet Engine for maintenance training and student demonstrations. This SOW is strictly limited to the procurement and delivery of the stand and associated mounting hardware. It does not include the procurement, installation, or servicing of the AE 2100D Jet Engine itself.

1.3 OBJECTIVE

The objective of this solicitation is to procure and deliver an Engine Maintenance Stand and its associated mounting hardware to the USCG Aviation Technical Training Center (ATTC). This equipment will be used to safely mount a fleet-provided AE 2100D Jet Engine, providing a stable platform for instructors to conduct hands-on maintenance training and operational demonstrations for Coast Guard personnel.

2.0 SPECIFIC REQUIREMENTS/TASKS

The Contractor must provide the following NEW Equipment Only NO Engine Installation in accordance with the specifications listed below. Prices must include the cost of the item and shipping to Aviation Technical Training Center (ATTC).

2.1 TASK ONE. ENGINE STAND MATERIALS

Contractor must provide all labor, materials, equipment, and a one-year warranty for the following three (3) items (see SOW section 7.0 Equipment Illustration):

2.2 TASK TWO. DOCUMENTATION AND COMPLIANCE

The Contractor must provide all manufacturer documentation, including operation manuals, safety instructions, and warranty information.

2.3 TASK THREE. ACCEPTANCE CRITERIA

All items will be inspected by ATTC upon delivery to ensure compliance with the specifications outlined in this SOW. The items will be accepted if they meet all required physical, functional, and performance characteristics and pass the acceptance inspection.

3.0 OTHER APPLICABLE CONDITIONS

3.1 SECURITY

Contractor access to classified information is not currently required under this SOW.

3.2 PERIOD OF PERFORMANCE

The period of performance for this contract must not exceed 210 calendar days from the date of award.

4.0 GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.

5.0 CONTRACTOR FURNISHED PROPERTY

The Contractor must furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract

6.0 GOVERNMENT ACCEPTANCE PERIOD

The Government Technical Representative will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the Government Technical Representative will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

6.1 The Government Technical Representative will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the Government Technical Representative of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.

6.2 The Government Technical Representative will have 10 business days to review deliverables and make comments. The Contractor must have 20 business days to make corrections and redeliver.

6.3 All other review times and schedules for deliverables must be agreed upon by the parties

based on the final approved Project Plan. The Contractor must be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review.

The Contractor must work with personnel reviewing the deliverables to assure that the established schedule is maintained.
