About this file

This is a Memo to File documenting the absence of competition for a lease extension within the Simplified Lease Acquisition Threshold (SLAT).

Lease number LAR00097 is scheduled to expire on December 31, 2026, and the government requires a 60-month extension as noted in the Acquisition Plan. The estimated net annual rent is within SLAT thresholds. The decision to extend is supported by GSAR 570.405 and is based on the government's consolidation of various agencies with a need to establish common expiration dates for multiple leases. The extension is justified on cost-based rationale, as lease extensions represent necessary short-term contracting actions that protect the government's occupancy rights when vacating by the lease expiration is not feasible. Extensions avoid costs associated with holdover tenancies and are more economical than conducting full and open competition for a separate short-term lease to cover the extension period. The document indicates that relocation costs cannot reasonably be recovered through competitive procurement of interim space. The leasing specialist prepared the memo on October 2, 2026, and the Lease Contracting Officer approved it the same day.
