Q and As: Blue Campaign Program Evaluation & Violence Prevention
Question # Offeror’s Question Answer
1 TTA #1: Does DHS have a logic model or other strategic document that defines the intended outcomes of the Blue Campaign?
NO, but I suggest looking at their website and their library of resources to better understand their objectives.
https://www.dhs.gov/blue-campaign
2 Does DHS anticipate seeking OMB approval for the evaluation, or is there an OMB mechanism in place for this project? If OMB approval is needed, how long should applicants plan for the process (to establish a study timeline)?
No OMB approval needed for the evaluation. We will be ensuring compliance to requirements from the Foundations for Evidence-Based Policymaking Act of 2018 (OMB M-20-12) and definitions
3 TTA #2: Is DHS seeking applicants to propose subject matter experts at the time of application, or is DHS seeking applicants to demonstrate that they have a system in place to recruit needed experts as needs arise?
More so on having a framework in place to bring this group together but if the applicant can identify a few SMEs to start that would also be considered https://www.dhs.gov/blue-campaign https://www.dhs.gov/blue-campaign https://www.whitehouse.gov/wp-content/uploads/2020/03/M-20-12.pdf https://www.whitehouse.gov/wp-content/uploads/2020/03/M-20-12.pdf https://www.whitehouse.gov/wp-content/uploads/2020/03/M-20-12.pdf https://www.whitehouse.gov/wp-content/uploads/2020/03/M-20-12.pdf
