STATEMENT OF WORK
2022 NWS WCM-SCH National Meeting
Meeting, Hotel, and Event Logistics Support June 27-July 1, 2022
Purchase Request #NW-WM1000-22-00021
This Statement of Work is for a facility and logistics support to accommodate the 3 day 2022 National Warning Coordination Meteorologist (WCM) Service Coordination Hydrologist (SCH) Meeting that will begin on the morning of Tuesday, June 28 and end the evening of Thursday, June 30. Accommodations for a smaller number of guests as part of a preparation team will need to be available prior to the meeting, starting on June 30th, and after the meeting, through July 1. For the meeting itself, the task will require an airport shuttle, lodging locations, meeting space, Internet Wi-Fi, audio/visual equipment and support services, and light refreshment service for 250 people. The facility must be located in downtown Madison, WI. If 250 sleeping rooms are not available at the lodging facility providing meeting space, the task will require transportation to and from the meeting facility and another lodging facility if the distance is greater than 0.25 miles.
Sales taxes should not be charged for the meeting facility, light refreshments, a/v, and other logistics support, nor should lodging taxes be charged to our guests in accordance with Wisconsin law.
Background and Purpose The Weather Research and Forecasting Innovation Act of 2017 (Public Law 115-25) mandates that NWS increase our Impact-based Decision Support Services (IDSS) to support core partners such as emergency managers and government officials. NWS WCMs and SCHs are our leaders for programmatic IDSS implementation and stakeholder external engagement. They champion NOAA’s climate service and service equity priorities. WCMs and SCHs directly support NWS Core Partners and are a vital component of the NWS’ mission to “Provide weather, water and climate data, forecasts, warnings, and impact-based decision support services for the protection of life and property and enhancement of the national economy.” Building a Weather-Ready Nation (WRN) is about building community preparedness in the face of increasing vulnerability to extreme events so the country will be prepared to protect, mitigate, respond to, and recover from hazardous weather events. NWS WCMs and SCHs build strong local partnerships with core partners and customers, relationships that cannot be fostered by NWS Headquarters and Regional Offices alone. Therefore, it is critical that NWS ensure agency leadership is aligned at all levels to plan for and deliver fully coordinated, consistent, effective, and relevant IDSS. The 2022 National WCM-SCH Meeting will meet the following objectives:
● Provide strategic direction and receive feedback on Community-based External Engagement strategies, including efforts to advance service equity.
● Provide consistent training and policy clarification to the WCMs and SCHs to enable them to lead local IDSS program implementation.
● Inform our WCMs and SCHs on how to help Core Partners understand and evaluate options for mitigating and adapting to climate-related impacts.
