Prefeasibility Study of Horticulture Markets - Statement of Work
I. Background
Traditionally markets or mandis in Pakistan have been governed through old British laws which restricted market ownership to the government and their management to government appointed market committees. The goal of these markets was to maximize revenue generation for the government, with no emphasis placed on competition, transparency or quality, as the entire focus was on the volume passing through each such market.
However, in 2010 Sindh government passed the Wholesale Markets Act which allows for new markets to be set up by private parties while at the same time calls for converting existing government markets into private companies. The conversion of the existing markets has been slow and there has not been any private interest to date in setting up new markets. The main reasons for this slow uptake is that private investment has remained wary of whether the legislation will actually be implemented due to resistance from entrenched players who benefit from the status quo. USAID is exploring the possibility of assisting the development of new markets or processing zones through private investments or public private partnerships. These new markets would allow the horticulture sector to upgrade quality of produce offered, establish standards and product, and create a more open competitive environment for all stakeholders. This may be accomplished by upgrading infrastructure such as properly designed markets, installing cold storage units and processing and packaging facilities and may be supported by soft technical assistance such as information systems that promote transparency, access to finance options and supply chain connectivity.
The aim of this effort is to explore the best viable options that allows for creating an environment which is competitive and structured, and offers stakeholders premiums for better products and promotes improvement in the horticulture value chain.
II. Statement of Work
The objective is to conduct a pre-feasibility for establishing new market/mandi or processing zone mechanisms for horticulture in Sindh. The study should provide recommendations for optimal and strategic interventions as well as the number of markets/zones that need to be set up in different locations to maximize impact in the province.
Below are the areas to be covered in the study:
There are at least three options that need to be considered in developing the optimal intervention for the horticulture markets. There might be other potential interventions that the contractor may suggest but the study must cover the following on a comparative basis:
1. Working with existing markets: Feasibility of upgrading existing markets such as Karachi Sabzi Mandi. What kinds of changes can be implemented and their expected impacts? What would be the constraints in terms of existing players and political interests in reforming existing markets?
2. Developing new markets: Is it viable to set up new markets or leverage existing efforts (government or private) to set up new markets? What would be the main constraints in terms of demand, existing players, interest by the private sector and GoS? Some of the areas to consider would be the Khajoor Mandi initiative by GoS near
Khairpur which is envisioned as a modern dates and horticulture market with proper infrastructure and mechanisms. Would a new market set up in Karachi (or its outskirts) be able to replace or work in conjunction with existing mandis and who would be the private partners interested in such a setup?
3. Set up processing zones: Instead of setting up a new market, would it more viable to set up agriculture processing zones, with support from the government, next to existing markets. This could support operations of the existing markets where processors can use the zone to supply premium quality product to the market as
Page 4 of 11 of RFQ NO.: 391-O-00-14-00008-00
- 4 -well as to other buyers including exporters. The model could be stand alone or a hub and spoke with smaller units present at field level.
Contractor needs to explore the above models and/or hybrids thereof. All suggested models should have specific interventions (cold trucks, storage, sms alerts, real time information sharing, grading/ sorting facilities etc.), modalities (how the intervention will be executed) and cost of intervention clearly laid out.
Other considerations that need to be covered are:
Provide information on international best practices or models for agriculture markets or processing zones, particularly in countries with comparable market dynamics (such as India).
Provide an operational overview of agriculture markets in other provinces.
Assessment of possible location(s) for establishing a new mandi/zone.
Commercial viability of suggested model in terms of which stakeholders and investors would be most interested and their appetite for investing in the proposed model.
Provide an estimated cost and Return on Investment (ROI) for establishing proposed model.
Impact on value chain – what is the enhancement in competitiveness, export potential, upgrade in standards?
What would be the role of access to finance and access to information for success of the model and how can this be addressed?
Benefit analysis of stakeholders with emphasis on implications for growers.
Infrastructure considerations such as access to electricity, sewage disposal, proximity to cities, ports, roads, availability of land etc.
At a minimum the following stakeholders should be engaged with and their inputs incorporated:
Government of Sindh – Agriculture Department, Public Private Partnership Unit and others.
Private sector – growers, processors, traders, exporters, commission agents, and related associations and groups.
III. Deliverables
Report: The main deliverable will be in the form of a report which will cover the following sections:
Executive Summary (up to 1 page) – A summary of findings and the technical approach utilized by the contractor in completing the assignment
Background & Context (up to 2 pages) – Overview of existing laws governing markets in relation to existing markets. Proposed projects envisioned by Sindh government and private sector. Brief analysis of stakeholders involved.
Methodology (up to 2 pages) – Clear explanation of the approach used to complete the study. The people met, markets/zones visited, laws and papers considered, models from other countries reviewed and any other desk work completed. Place lists and non-analysis details in the appendix if needed.

Intervention Analysis (up to 30 pages) – Overview of markets/zones in other provinces and other countries with comparable market dynamics and legal framework (tables might be useful for comparisons). For each of the proposed model the following should be covered:
1. Details of intervention: Specific activities of the intervention, role of different stakeholders including USAID, implementing partner, private sector and government. Details of support infrastructure (roads, electricity etc.), proximity to cities, issues of access and location for each model
2. Commercial analysis: include budget for potential intervention, ROI, sensitivity analysis and financial sustainability analysis
3. Stakeholder analysis: Analysis of private sector investment potential and mode of investment. Potential interest and engagement of GoS including departments and players involved. This should cover political implications viz a viz existing stakeholders in the markets.
4. Impact on value chains via each model: Produce and stakeholders most likely to benefit, potential enhancement in market size including exports (by product), new jobs created
5. Risks and assumptions of each model
6. Timeline for interventions and sequencing of activities
Recommendation (up to 3 pages) – Prioritization matrix which shows the feasibility of each model prioritized on the criteria of impact, cost of intervention, ease of execution and sustainability beyond life of project.
Annexes:
The report needs to be properly citied and footnoted for any references. All contacts met, field reports and background information should be included in the appendix. It is expected that the report will be completed within 40 working days from the time the award is granted to the contractor.

The Government may award a Purchase Order without discussions. “Best value” is defined as the offer that is determined the most advantageous to the Government, in consideration of technical, cost, and other factors. For overall evaluation purposes, technical factors are considered significantly more important than cost/price factors.
(b) The submitted technical information will be evaluated using the technical criteria shown below. The technical evaluation criteria below are presented by major category, with points indicating relative order of importance, so that Offerors will know which areas require emphasis in the preparation of proposals.
(c) The criteria below reflect the requirements of this particular Purchase Order. Offerors shall note that these criteria serve to: (1) identify the significant subjects which Offerors shall address in their proposal and (2) set the standard against which all technical proposals will be evaluated.

the Offeror must be able to undertake the assignment on a full time basis at the designated locations the Offeror must be able to meet the timelines for submission of deliverables and reports the Offeor must proposed the right mix of staff to complete the assignment at the designated locations.
1. TECHNICAL EVALUATION
Offerors’ Technical Proposals will be evaluated against the credibility of their approaches, strategies and interventions to achieve the desired objectives. Priority will be given to Technical Proposals that include credible strategies and approaches to achieve the desired objectives in an expeditious manner.

The importance of cost as an evaluation criterion will increase with the similarity of the technical scores. When the Offerors are considered essentially equal in terms of technical capability, or when cost is so significantly high as to diminish the value of the technical superiority of the proposal, cost may become a determining factor in the award decision.
