About this file
This is a Job Specification document for repair work on a Knuckle Boom Crane aboard the USS NEW ORLEANS (LPD-18), a naval vessel. The specification details the removal and installation of a new PLC (Programmable Logic Controller) controller (P/N: 259487) for the Load Moment Indicator (LMI) system of an Allied Systems Company Model K80-65 Knuckle Boom Crane with a 22,046 LBS capacity and 3,500 PSIG operating pressure. The work is being performed at Sasebo, with an anticipated award date of 09/12/2026 and production completion date of 12/14/2026. The Period of Performance runs from 10/22/2026 to 01/30/2027.
The contractor must provide an authorized original equipment manufacturer (OEM) trained and certified service provider from Allied Systems Company to perform disassembly, removal, inspection, repair, assembly, installation, adjustment, calibration, and testing using proprietary tools and drawings. Key requirements include cable installations per MIL-STD-2003B, bonding and grounding per MIL-STD-1310H(NAVY), and comprehensive operational testing including calibration testing with a 22,000-pound load, 110 percent dynamic testing with a 24,200-pound load, and safety verification of anti-two block functions. The government will furnish one PLC Controller (P/N: 259487, Stock No. 9B 9999 SA2601025). The specification designates Allied Systems Company as a known source but permits contractors to select alternative sources meeting all stated requirements. Certification from the OEM must be submitted a minimum of 15 days prior to work commencement.

1. Knuckle Boom Crane Repair Questions with Allied Systems
Background:
1. Reference (A) requested Code S241 to review and investigate information necessary to install the PLC and provide details for creating a SPEC. PLC (P/N: 259487) is not listed in the technical manual or drawings.
2. Code S241 contacted Allied Systems (OEM) to gather information regarding the replacement of PLC (PIN: 259487), see Enclosure (1 ).
3. Replacing the PLC will eliminate the need for the workarounds stated in Reference (8).
4. The OEM will perform the installation, calibration, and programming of the PLC. The installation documents are proprietary to Allied Systems and need to be authorized for release.
5. The following tests will be performed by the OEM:
a. Calibration testing: 22,000 lbs will be required.
b. 110% dynamic testing: 24,200 lbs will need to be available. The test slightly overloads the crane and verifies all functions of the boom, winch, slew, and jib functions.
c. Test safeties will verify that the anti-two block works and cuts out crane functions.
d. Emergency Function/Accumulator Test: 200 lbs will be required. This test uses the 15 hp back up motor to get the crane lowered into a safe position; the crane will be tested again by shutting off all power and lowering the load using the accumulator.

Designer's Comments:
1. The OEM will be on-site to perform the installation, programming, and calibration of the PLC. Industrial support will be required for tests with load.
2. Per discussion with OEM, the emergency function/accumulator test is not within scope of MK II LMI PLC replacement and is not required to be included in the work specification. S246 has reviewed and concurs that the other OEM-recommended tests are valid for LMI calibration, safeties, and overload setting verification.
3. This concludes Design action for ESR LPD18-0913.
