About this file

This is a Job Specification document for the replacement of an AN/SPQ-9B Antenna system aboard USS NEW ORLEANS (LPD-18), with ICN 38KF345601-A01. The work is scheduled to begin on 10/22/2026 with an anticipated award date of 09/13/2026 and production completion by 12/14/2026, performed at SASEBO. The work involves disconnecting and removing the existing radar antenna (AS-4499B/SPQ, ANT No. 5-7, approximately 1,500 lbs) located on the forward mast at 46.025 meters above base line, then installing a new antenna with retained hardware.

Work requirements include: electrical and mechanical disconnection and removal of the existing antenna with identification and retention of hardware; foundation inspection for cracks, distortion, and deterioration exceeding 25 percent; waveguide blanking and pressurization during unattended periods; installation of the new antenna per specifications; cable installation per MIL-STD-2003B; bonding and grounding per MIL-STD-1310H(NAVY); weatherproofing and sealing of exposed connectors; surface preparation per standard items FY27; and witnessing an operational test observed by the ISEA (In-Service Engineering Agent) representative. Technical support for antenna replacement and operational testing will be provided by ISEA (NSWC Crane). The government furnishes the new radar antenna, mounting hardware, and 26 line items of materials including fasteners, connectors, sealing compounds, insulators, and tape. Work must comply with referenced Navy Installation and Maintenance Book (NIMB) standards and three enclosed Maintenance Requirement Cards addressing operational tests, waveguide pressure checks, and manual fault isolation testing.

NOTE3:

Ships dry a ir configurations may vary due to Ship Installati on Drawings (S ID) des ign based on IC D rev ision levels. Optimal SID/ICD config ura tion shows 6 waveguide runs of low-pressure a ir (Transmit A & B. Receive A & B. Aux. antenna Ca l). However. some ships and sites have fewer waveguide runs due to the fact that the antenn a Cal and Aux signa ls do not a lways use wavegu ide runs. Typical , low-pressure a ir feeding the SPQ-9B waveguide should neve r exceed 8 psig whether it is suppli ed from the Transmitter's a ir pressure regulator or from an externa l low-pressure a ir control panel. Typically. the ex terna l low-pressure a ir contro l pane l is only used fo r purging and not used during normal operations.

Because the external air control pane l is norma lly only used fo r purging the air control panel 5-8 psig output va lve, if the pane l is installed, shou ld be CLOSE D during norm al operati on and OPEN during purge operati on. The transmitter feed va lve, if it ex ists. should be OPEN during norm al operation and C LOSED during purge operation. The purge valves. if they ex ist, are CLOSE D during normal operat ion and OPEN during purge operation.

Ensure installed gauges are mainta ined in Calibration.

At rece ive waveguide A & B pressure gauges ( if insta lled). verify pressure readings are between 2.0 to 8.0 psig.

At Aux and an tenna Ca l waveguide pressure gauges (if insta lled). verify pressure read ings are between 2.0 to 8.0 ps ig.

NOTE II:

The steps and substeps of Step I .k and Step I .m. instruct the user to monitor various test points and in some cases. swap or replace the crystal detector. The crystal detector should only be replaced or swapped if both conditions fail (i.e.CUR VAL readings are below XX and SPREAD readings are no greater than YY). If at least one condition passes. the crystal detector can be deemed operational and there is no need to swap it or replace it.

If the values in Step I .k are all zeros. it may be necessary to perform a manual DRIVE CAL for that channel by pressing DRIVE CAL A or Bin the TRANSMITTER CALIBRATION menu to see if the values populate.

In TRANSMITTER CALIBRATION menu. ensure DEL TA PORT XMT A and XMT B readings vary and are in 5-

100 range.

( 1) If DEL TA PORT XMT A column readings are all low (below 5) and do not vary by more than 5.

replace crystal detector I 02A I CR I per procedure in I ETM.

(2) If DEL TA PORT XMT B column readings are all low (below 5) and do not vary by more than 5.

replace crystal detector I 02A2CR I per procedures in I ETM.

Access ON-LINE BIT TEST menu by se lecting MANUAL CONFIG. OPERATE MENU. and ON-LINE BIT buttons.

The intent of Step I .m. is lo assess reflected power and the health of the Transmit Receive Limiters (TRL). In most cases. low readings for these test points are an indication of good health. However. it could also indicate the crystal detector monitoring the respective test points has failed and thus. providing a low reading because of this.

In ON-LINE BIT TEST menu. se lect the following:

( 1 l ONE SHOT: then se lect "366" and ENTER to view CH A waveguide reflected power CUR VAL readings. Select STOP TEST button to clear all field s. Observe readings for up to 10 minutes. If

CUR VAL readings are below 45 and SPREAD reading is no greater than 5. replace crystal detector I 02A I 0CR2.

(2) ONE SHOT: then select "367" and ENTER to view CH B waveguide reflected power CUR VAL readings. Select STOP TEST button to clear all fields. Observe readings for up to 10 minutes.

(a) If CUR VAL readings are below 45 and SPREAD reading is no greater than 5.

then se lect OPERATE MENU. then select MANUAL CON FIG menu. then select

MANUAL MODE. then select SWAP ARRAYS to make CH A surface and Cl-I B air. then select NORMAL MODE. then return to ONLINE BIT TEST menu to recheck test point 367. Observe readings for up to IO minutes.

(b) If CUR VAL readings are still below 45. and SPREAD reading is no greater than

5. replace crystal detector 102A I ICR2. Go back to MANUAL CON FIG menu.

se lect MANUAL MODE. then se lect SWAP ARRAYS. then select NORMAL

MODE and ensure CH A is set to air and Cl-I B is set to surface before proceeding to next step.

In the event a crystal detector is suspected as failed. the substeps of Step I .m.(3) and Step I .m.( 4) will direct the user to perform additional testing to prove this. Some instances may require the user to go aloft and swap crystal detectors. If the detector is swapped. and both crystal detectors are determined to be good and the reading is low due to good health, then there is no need to go aloft for the next subsequent MRC 2W- 3R (FVPR) attempts unless it has been more than 6 months from the initial swap.

(3) ONE SHOT: then se lect" 128" and ENTER to view antenna Channel A Reflected Power SPREAD readings. Select STOP TEST button to clear all fields. Observe readings for up to IO minutes.

(a) (a) If SPREAD value does not exceed 2 over the IO minute monitor period. this cou ld either mean the crystal detector is bad. or the values are low because the slip ring is in very good condition. To check thi s. at the lirst available aloft
