About this file
This is a Justification for Other Than Full and Open Competition memorandum for a sole-source acquisition submitted by the 372d Training Squadron to the 82d Contracting Squadron at Sheppard Air Force Base, Texas.
The Air Force seeks to procure two specialized equipment systems for training detachments 211 and 215 under the 982d Training Group: (1) Huntron ProTrack Module Test & Repair (MTR) AN/USM-674(V) with associated components including dual row sockets, power cords, USB cables, test clips, jumpers, and probe sets, priced at $179,636.00 from Huntron, Inc., 15720 Main Street, Suite 100, Mill Creek, WA 98012; and (2) Glenair Fiber Optic Test & Inspection Kit GCK0096/GCK0034, priced at $83,699.01 from Glenair Inc., 1211 Air Way, Glendale, CA 91201. The justification states that extensive market research was conducted to identify alternative suppliers and equipment options, but no other comparable products were found that meet the specific requirements of AETC courses J4AMP30000-P28A (PDS code 25T) and J4AMP30000 AS1A/AS3A (PDS codes W3T/NOP). The acquisition is justified based on the unique compatibility of these systems with existing training curriculum, industry certification requirements for Miniature/Microminiature Electronic Assembly and Repair, and operational benefits including enhanced course scheduling and MTR capabilities. The memorandum was approved by the Contracting Officer and Section Chief, Base/Specialized Acquisition Team, and indicates the Government will continue researching alternative sources for future acquisitions to reduce sole-source dependencies.

2. Efforts to Obtain Competition: We made every effort to obtain competition for our fiber optic termination and test training needs. As part of our market research, we explored all available options and sources of equipment and training solutions that could meet our requirements.
Despite our extensive efforts, the Huntron ProTrack AN/USM-674(V) and the Glenair Fiber Optic Test & Inspection Kit GCK0096/GCK0034 was the only tool kits comparable to what we were seeking in terms of both features and price. There were similar tool kits available, but none

met the requirements of AETC courses J4AMP30000-P28A, PDS code: 25T (Huntron, Inc.) and J4AMP30000 AS1A, PDS Code W3T/ J4AMP30000 AS3A, PDS Code: NOP (Glenair, Inc.).
We did not identify any other companies that provide the exact product or service we needed, and we did not issue a source sought synopsis to find additional sources due to the limited number of comparable options and AETC training course specifically identify the equipment.
While we would have preferred to obtain more competition, we believe that our market research was thorough and comprehensive, and we made every effort to identify and evaluate all potential sources to meet our requirements.
3. Market Research: Based on our market research, the Huntron ProTrack AN/USM-674(V) and the Glenair Fiber Optic Test & Inspection Kit tool kit is the best choice for our the market. We conducted an extensive analysis of available sources and equipment options, including on-developmental items that could be modified to meet our requirements, and determined the selected system was the most effective solution. As a result, we are confident that this purchase will preclude the necessity for future brand name acquisitions of the same supplies/services.
The market research was solely conducted by the Training Managers and Resource Advisor, w used majority of the information that was gathered.
Manufacturer/Cost: Huntron ProTrack AN/USM-674(V) / $ 179,636.00 Address: 15720 Main Street, Suite 100, Mill Creek WA 98012
Manufacturer/Cost: Glenair Fiber Optic Test & Inspection Kit GCK0096/GCK0034 / $ 83699.01 Address: 1211 Air Way, Glendale, CA 91201
4. Other Factors: In addition to the market research and efforts to obtain competition described above, there are other factors that support the use of the Huntron ProTrack AN/USM-674(V) and Glenair Fiber Optic Test & Inspection Kit for our training needs. Currently, training detachment 2M instructors are industry certified through USNAVSEA NAVAIR 01-1A-23 / NAVSEA SE004-AK-TRS-010/2M for Miniature/Microminiature (2M) Electronic Assembly and Repair.
Adding MTR capabilities will strengthen the 2M and AFREP programs Air Force wide, enabling individual circuit card repair prior to installation into Line Replaceable Units to meet mission requirements. Training detachments utilizing host Glenair Fiber Optic Test & Inspection kit are required to coordinate with host units subject to deployment and may not always have a kit available. Having a Glenair Fiber Optic Test & Inspection kit assigned to the detachment enhancing course scheduling and precludes rescheduling of courses when equipment is deployed.
5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. The USAF will continue to conduct research and review literature from industry-leading manufacturers and suppliers to source Huntron ProTrack units and Fiber Optic Test & Inspection Kits that are compatible with AETC courses J4AMP30000-P28A, PDS code:
25T (Huntron, Inc.) and J4AMP30000 AS1A, PDS Code W3T/ J4AMP30000 AS3A, PDS Code:
NOP (Glenair, Inc.). and provide the best values to the Government.
