About this file
This document is a justification for a sole source federal contract award. The U.S. Coast Guard requires a Sabik VRB-25-8P-4T-LED rotating beacon to replace an outdated beacon at a lighthouse off the coast of Nantucket, Massachusetts. Only this model meets the Coast Guard's minimum requirements of a 23 nautical mile nominal range for a rotating white light signal operating at 1 revolution per minute. Market research found no other Coast Guard approved beacon that can meet these performance standards. While another manufacturer offers a similar product, it has not been approved by Coast Guard headquarters and undergoing the required approval process would delay this purchase. The solicitation is being issued directly to Sabik under contract number 70Z02423Q0000085 for an estimated $44,472.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The Sabik, parent company of Sealite USA, Inc., VRB-25-8P-4T-LED is a cutting-edge modern high-output LED-based rotating lighthouse beacon. The previous lantern that met the requirements of 23NM+ is no longer manufactured and there are no replacement parts to repair the old lantern. Emails from HQ approving this beacon for use will be provided upon request.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
Market research has shown that only this LED-based rotating beacon from only this LED marine lantern manufacturer meets the USCG’s requirements for a minimum 23NM mile nominal range rotating white light signal at 1RPM and measured at 0.74T transmissivity.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE). There is no other USCG tested and approved rotating beacon offering a rotating low power consumption led light source that offers greater than 23nm range (which is the current requirement for this lighthouse). The nominal range of >23NM is required to reach beyond the shoal waters off the east coast of Nantucket. CG R&D center tested and then CG headquarters approved this light. CG headquarters has approved this rotating beacon but hasn’t approved the other source (that has a similar beacon) and the approval process would take too much time and would delay this purchase for quite some time. The rotating beacon that is currently approved is manufactured by Sabik. parent company of Sealite USA, Inc.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
There is no other USCG tested and approved company offering a rotating low power consumption led light source that offers greater than 23nm range. CG headquarters has approved this rotating beacon but hasn’t approved the other source (that has a similar beacon) and the approval process would take too much time and would delay this purchase for quite some time.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
There is no other USCG tested and approved company offering a rotating low power consumption led light source that offers greater than 23nm range. USCG headquarters has approved this beacon for use. There is only one other source that the unit found (similar item) but their product isn’t approved by headquarters so their product would have to go thru the approval process.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. There is not a big demand by the Coast Guard currently and USCG maintains most of the lighthouses in the US. There are not many private owned lighthouses that would require a lantern of this capability. There are only 50 VRB- 25’s (incandescent version) being used throughout the USCG, 22 in the First District.
