About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Naval Sea Systems Command at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.

The contracting activity seeks to award a sole source contract to FIVES Machining Systems Inc (2200 Litton Lane, Hebron, Kentucky 41048-8435) for preventive maintenance services on two G & L Horizontal Boring mills: one PT1800 and one RT1250 in support of Shop 31. The scope of work includes on-site preventive maintenance, preventive maintenance reports, software upgrades, inspection and repairs, removal and disposal of replacement parts and materials. The total estimated dollar value is $478,184.90 for the base period plus four option years and a six-month option extension, with performance running from April 20, 2026 through April 19, 2031. The J&A justifies the sole source award under 10 U.S.C. 3204(a)(1) on the grounds that FIVES is the Original Equipment Manufacturer possessing proprietary specifications, historical documentation, engineering drawings, trained technicians, OEM-certified replacement parts, and software that are not available from other vendors. A Sources Sought was posted on October 29, 2025 with a due date of November 6, 2025, and two potential vendors responded but were deemed unacceptable due to lack of manufacturer certification and required maintenance procedures. The Contracting Officer determined costs to be fair and reasonable using historical contract N32253-23-P-0007 as reference. The document includes technical and requirements certifications, legal sufficiency review, and Contracting Officer approval dated March 26, 2026.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 3204 (a)(1) - Only One Responsible Source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

FIVES Machining Systems Inc is the Original Equipment Manufacturer (OEM) for the machines referenced in the PWS and possesses historical documentation, engineering drawings, and proprietary specifications for the horizontal boring machines installed at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF).

FIVES Machining Systems Inc has trained technicians that have software, calibration procedures, and OEM-certified replacement parts that are not available to third-party providers. All of these items are required to do the preventative maintenance.

There are other vendors that sell the same equipment but do not have the certified replacement parts, therefore are unable to provide the maintenance for the specified equipment as required in the PWS and ensure that the equipment performs as the original design intent. Therefore, FIVES Machining Systems Inc is the only source of all parts, updates and trained technicians required to perform preventative maintenance service.

On 12 January 2026 the CS contacted Fives Machining Systems Inc to inquire whether there is a list of certified vendors authorized to perform preventative maintenance. On 14 January 2026, FIVES Machining Systems advised there are not any authorized certified vendors and provided a Proprietary Service Requirements letter.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Online market research found no other authorized vendors to provide the required services and parts identified in paragraph 3.a, for the reasons stated in paragraph 5. A search of mandatory sources and Interagency Contract Directory yielded no relevant results.

As noted in paragraph 5, FIVES Machining Systems Inc is the only identified source that is capable of fulfilling the requirements.
