1. Is this RFQ a SDVOSB set-aside?
Yes. Only VIP verified SDVOSB quotes will be considered.
2. Are you interested in alternative solutions?
This solicitation is for the requirement as stated in the PWS. It is up to vendors to decide how to meet the requirements.
3. Is there an incumbent contractor currently performing these services and if so, what company(ies)?
The incumbent is Zolon Tech, Inc.
4. What is the current contract number(s), award date and award amount associated with the work?
Contract Number: GS-35F-0224R/36S79719F0005, Aggregate value: $256,000.00, Award date: 2/21/2019.
5. What is the current number of FTEs supporting the existing requirement and their skill sets?
Two, an application programmer and data administrator.
6. What if any requirements have changed between the current contract(s) and the new one?
No technical requirements have changed.
7. Section 12.0 (Hours of Operation) states that “All work will be performed during normal hours of coverage unless requested or approved by COR or his designee.” How many hours outside of normal business hours (8:00 am to 4:30 pm Monday through Friday) were required in the last year?
None.
8. Are there page length restrictions for the Technical, pricing and/or past performance submission?
There are no page limits.
9. Are you currently utilizing CMMI Development or CMMI Services based processes and if so, at what level?
Yes, as appropriate to the size of the project.
10. Since CMMI and ISO are not called out in the requirements, how will these be evaluated?
Anything not stated in the requirement will not be evaluated.
11. Since resumes are not called out, if we included key personnel resumes can they be in an appendix and outside of page count?
Resumes should be provided in section B of the technical quote.
12. Are you currently utilize ISO 9001 or ISO 20000 based processes?
Yes, both.
13. Will the VA be providing all software required to perform the activities within the PWS?
Yes.
14. Can the government provide an architecture diagram(s) and/or document(s) associated with the system support required under section 1.3 (PWS) so that we can better assess the support requirements and complexity of the applications with the NAC CM system?
No.
14. Will the VA pay for the background investigations or is this the contractor's responsibility? If the contractor is responsible, what is the cost?
VA will pay.
15. What is target technology stack for application support and existing applications/databases maintenance?
Microsoft Client Server.
16. Does vendor have to convert WinForms and ASP.NET based pages to Angular or other JavaScript based frameworks? Or are we just maintaining existing codebase for new features?
Currently we are maintaining existing code.
17. Does vendor have to develop Web APIs (RESTful Web Services)? Or do we have to just maintain the current functionality of communication from front-end to database?
Currently, we are just maintaining current functionality.
18. Is there any preference for data access (e.g. Entity Framework or Repositories, or Hibernate/JPA, etc.)?
Native SQL Server.
19. What are the target databases?
Microsoft SQL Server.
20. Is remote work allowed from offices in USA?
No.
21. 1.3 Scope of Work Pages 8-10 states
“Contractor shall provide maintenance for the NAC CM application which is currently in use by the NAC contracting staff. Application maintenance consists of two areas including maintenance of several databases and maintenance of the suite of front end application user interfaces”.
a. Question: What is the number of NAC contracting staff that use these databases and suite of applications?
Approximately 190
b. Question: Are there other users (e.g., clinical staff, administrative staff etc) that use these databases and suite of applications?
Yes, approximately 160. None are clinical staff.
c. Question: Total number of users of these databases and suite of applications?
Approximately 350
22. Page 10 & 11 State the challenges of the current databases and applications which were developed over 10 years ago:
“Each database has its own challenges. The main database was built many years ago with limited practical knowledge of relational database concepts and limited planning. Existing table structures that are part of the legacy portion of the database are not consistently constructed using a normal relational model. This has resulted in a complex structure that has evolved over the course many years rather than one created by design. This constraint sometimes requires unique approaches to obtaining the desired result. For example, there is increased complexity for performing otherwise common tasks, such as relating new tables with legacy tables, due to the specialized practical knowledge required to implement such tasks. All recently created objects, however, follow a strict relational model.
The pharmaceutical item management database, in addition to maintaining current catalog items, also has item and pricing history, and presents the information is required by Public Law 102-585. In addition, the pricing history must be gathered and summarized for use by the GUI level as well as for various reports used to investigate the pricing history of a particular drug item. Practical knowledge of the business requirements for the sequencing, splitting, replacing or updating of the history records is a critical component to the ongoing maintenance of the history database.
The security manager database is designed for performance to provide authorization support for the main NAC CM GUI as well as the second-tier applications which support it. The security manager makes heavy use of stored procedures that address the implementation of the three-dimensional security model by maintaining encoded lists of function points within individual fields. The lists are packed and unpacked using a set of custom encoding and decoding functions implemented in SQL”.
a Question: What is the government’s plan to migrate these databases and application suite to other technologies? Is there an architecture and business plan that drives this need?
There are no plans at this time to migrate to other technologies. Future changes are based on business needs and available resources.
23. 1.4 Background (Page 11) states
“The NAC CM database and application was developed over 10 years ago. Historically, it has been continuously supported by contracted personnel through a non-personal service contract. Historically this has included a database administrator, and an application programmer. It is envisioned that contractor support will continue for the foreseeable future. It is also envisioned that the NAC CM will continuously evolve through programming and database changes throughout the course of its existence”.
a. Question: Please provide the number of problem tickets, application enhancements and database changes that were done over the past 12 months?
Approximately 250 tickets and about 12 application enhancements and database changes.
b. Question: Does the government still think that 2 contractors are sufficient to support the scope of work, deliverables and service levels including the special projects support for relocation of servers and upgrade from MS Windows 8 to MS Windows 14 described in the PWS?
That determination is up to the offeror
c. Question: What is the government’s IT staff role (s) in support of these databases and suite of applications?
IT staff only support the hardware used.
24. Is the incumbent eligible to bid/compete for this solicitation?
No.
25. Would the Government consider removing the minimum of 3 past performance and change it to a minimum of 1 past performance?
No.
26. Would the Government except a neutral past performance rating?
No.
