DESCRIPTION

The Department of Veterans Affairs (VA) National Acquisition Center (NAC) intends to issue a Request for Quote (RFQ) 36L79723Q0005 on behalf of the Vancouver VA Medical Center located at:

Vancouver VA Medical Center 1601 East 4th Plain Blvd.

Pursuant to 38 U.S. Code 8128, RFQ 36L79723Q0005 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Quotes are being solicited only from Veteran Small Business Certification (VetCert) listed SDVOSBs @ https://veterans.certify.sba.gov. Quotes received from entities that are not VetCert listed SDVOSBs at the time of the offer due date will not be considered. Also, at the time of Submission SDVOSB quoters must represent to the Contracting Officer that they are a small business concern under the North American Industry Classification System (NAICS) code assigned to the RFQ. The NAICS code assigned is 333310.

The VA will award one contract to the responsible SDVOSB quoter who is able to meet the requirements as outlined in the scope of work within the Statement of Work and the Technical Specifications for the 60-65 washer extractor.

The SDVOSB quoter shall furnish and install one (1), 60-65 washer extractor. Delivery timeframe is 151 days commencing from date of award. This timeframe includes 120 days for delivery and 31 days for installation, which includes two (2) days of onsite shakedown and training

TECHNICAL SPECIFICATIONS

Item 0001 60-65 Pound Soft Mount Washer Extractor with Steam Injection:

Furnish and install one (1) new, front-loading soft-mount washer extractor with steam injection. The washer extractor shall be of the shell and cylinder type.

A. The washer extractor shall be designed for hand loading and unloading with a minimum amount of effort from employees. The washer extractor will not be used to meet production requirements. However, it will be interfaced with an existing liquid supply injection system.

1. Furnish and install new 480-volt power disconnect boxes for the new washer extractor. Install a red warning indicator and a lock-on device on the handle of the branch circuit breaker for the power supply circuit for the washer extractor to within six (6) feet of the floor. Electrical characteristics - 480 volts, 3 phase, 60 cycles.

2. Washer extractor shall have thermostatically controlled automatic steam injection.

3. Utility connections shall be derived from the water header on the clean side of the laundry. Install all new drain piping between the washer and extend to the washer trench.

4. Regardless of manufacturer, a Class 1 - Liquid supply system will be interfaced for the dispensing of eight (8) types of chemicals followed by a fresh water flush capability.

5. A door shall be provided with a window of heat-treated glass capable of resisting high mechanical and thermal shock.

6. Automatic thermal overflow cool down required.

7. Pipe and connections are to be furnished for utilizing a liquid supply system.

8. Automatic cycle control is required to be of the color touch screen/ microprocessor type. The control shall utilize a solid-state timing system.

9. Manual dry supply tanks with automatic fresh water flush.

10. Washer extractor shall be equipped with an illuminating when activated emergency stop button. Normal stop and emergency stop buttons shall be colored red. A yellow background with legend shall also be installed with each emergency stop button.

11. Steam injection is required.

12. Provide and install 4-Plex (120v) Ground Fault Interrupter (GFI) receptacles at each equipment location for mechanics use.

13. Washer extractor shall have a color touch screen controls & information systems that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics and automatic cycle control type. Balancing of load prior to extraction is required. Washer extractor shall be capable of being programmed for wash loads.

14. Washer extractor shall be vented to the outside atmosphere

15. An hour meter shall be installed on the washer extractor that will show actual hours of run time. of the washer extractor.

16. Washer extractor shall have a beacon LED rotary light (colored Amber) identifying end of wash cycle for the hearing impaired. Washer shall also have an audible alarm to indicate when washing cycle has ended.

17. A blow-down device will be installed within the washer location. A minimum (1 each) and shall be capable of reaching around all washers. This device(s) shall include:

a.A gauged air pressure regulator, with quick disconnect, capable of regulating air pressure from 0 PSI to 30 PSI.
b.Minimum 50 foot length of heavy duty, reinforced non-kink air hose on an automatic retractable reel.
c.Trigger operated air nozzle with any necessary extensions for reaching hard to reach areas.
d.Locations of the blow down device(s) shall be depicted on drawings.

18. Each wash program shall be listed on a printed card or paper showing the items wash program. Example – Program 1 – Micro Mops – 130 degrees – Wash Time 35 min – Extract Time 8 minutes on a laminated card or paper and attached to the washer for the employees use.

B. Wash System Controls:

Wash System Controls: Furnish and install wash system controls on the new washer extractor as part of one central control or connect to existing wash system control being utilized if not then the system will consist of the below:

System shall have one (1) remote system that shall be capable of programming wash and chemical formulas and reviewing the systems operations from the textile care manager’s office and shall also have a color laser printer for printing all activities and reports, a wireless mouse and wireless keyboard. The monitor minimum of 32” for the system shall be wall mounted.

1. The central control systems shall be located in the office of the Textile Care Manager office. All controls shall be solid state of the matrix variety.

2. The central control system shall be capable of monitoring and managing all aspects of wash system production and non-production machines. The washer extractors shall be connected to the central wash system, i.e., chemical formulas and water consumption

3. The system shall incorporate all options and programs offered with the manufacturer’s wash systems controls and shall allow for both visual and actual print-out of data. A color LaserJet printer shall also be provided to print reports and data. The system shall be programmed by wireless keyboard and average load and unload time and actual productivity, (production and non-production washers) i.e., pounds produced. The wash system controls computer shall also incorporate Microsoft Office professional with Microsoft Word, Excel and PowerPoint for writing reports and spread sheets.

4. Furnish and install an Uninterrupted Power Supply (UPS) with a minimum 2-hour backup capacity.

5. The system shall be capable of programming 40 formulas for wash systems offered.

6. Ethernet/internet connections shall be installed on all the washers that will allow for trouble shooting mechanical/operational problems from factory technicians.

7. The wash system controls shall be Windows based easy to follow and interface software. Display all pertinent operational information in LIVE operation as it occurs for the following:

a. Formulas.

b. All electrical components and wiring must be UL labeled.

c. Electrical requirement: 120v/60cy/3ph.

The RFQ 36L79723Q0005 will be electronically issued under the authority of Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and formatted pursuant to FAR Part 12.3 contract format. The solicitation will be issued on or about March 20, 2023.
