Presolicitation Notice
The Department of Veterans Affairs (VA) National Acquisition Center (NAC) intends to issue a Request for Quote (RFQ) 36L79722Q0023 on behalf of the Sheridan VA Medical Center located at:
Sheridan VA Medical Center 1898 Fort Road Building 31, Room 104 Sheridan, Wyoming 82801-3473
Pursuant to 38 U.S. Code 8128, RFQ 36L79722Q0023 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Quotes are being solicited only from Veteran Small Business Certification (VetCert) listed SDVOSBs @ https://veterans.certify.sba.gov. Quotes received from entities that are not VetCert listed SDVOSBs at the time of the offer due date will not be considered. Also, at the time of submission quoters must represent to the Contracting Officer that they are a small business concern under the North American Industry Classification System (NAICS) code assigned to the RFQ. The NAICS code assigned is 333310.
The VA will award one contract to the responsible SDVOSB quoter who is able to meet the requirements as outlined in the scope of work within the Statement of Work and the Technical Specifications for the soft-mount washer extractor with steam injection.
The SDVOSB quoter shall furnish and install one (1), 100-110 Pound Soft-Mount Washer Extractor with Steam Injection. The soft mount washer extractor shall be delivered within 45 days after the effective date. Installation of the equipment shall take place no more than 12 days after the delivery date. The five (5) days onsite shakedown and two (2) days onsite training are included in the installation timeframe. The total contract duration is 57 days after the effective date of the contract.
Technical Specifications:
The washer extractor shall be designed for hand loading and unloading with a minimum amount of effort from employees. The washer extractor will not be considered production but will need to be interfaced with an existing liquid supply injection system.
1. The washer extractor shall have 208-volt power disconnect boxes. Install a red warning indicator and a lock-on device on the handle of the branch circuit breaker for the power supply circuit for the washer extractor to within six (6) feet of the floor.
Electrical characteristics - 208 volts, 3 phase, 60 cycles.
2. Unit shall have thermostatically controlled automatic steam injection.
3. Utility connections shall be derived from the water header within 25-feet of the machine. Install all new drain piping between the washer extractor and extend to the washer extractor trench.
4. Regardless of supplier, a Class 1 - Liquid supply system will be interfaced for the dispensing of eight (8) types of laundry chemicals followed by a freshwater flush capability.
5. A door shall be provided with a window of heat-treated glass capable of resisting high mechanical and thermal shock.
6. Automatic thermal overflow cool down required.
7. Pipe and connections are to be furnished for utilizing a liquid supply system.
8. Audible and visual alarm at end of cycle for loading and unloading.
9. Automatic cycle control is required to be color touch screen/ microprocessor type. The control shall utilize a solid-state timing system.
10. Manual dry supply tanks with automatic freshwater flush.
11. Washer extractor shall be equipped with an illuminating when activated emergency stop button. Normal stop and emergency stop buttons shall be colored red. A yellow background with legend shall also be installed with each emergency stop button.
12. Steam injection is required.
13. Provide 4-Plex (120v) Ground-Fault Interrupter (GFI) receptacles at each equipment location for mechanic’s use.
14. Washer extractor shall have a color touch screen control and information system that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics and automatic cycle control type. Balancing of load prior to extraction is required. Washer extractor shall be capable of being programmed for wash loads.
15. Washer extractor shall be vented to the outside.
16. An hour meter shall be installed on each washer extractor that will show actual hours of run time of the washer extractor.
17. Washer extractor shall have a beacon LED rotary light (colored Amber) identifying end of wash cycle for the hearing impaired. Washer extractor shall also have an audible alarm to indicate when drying cycle has ended.
18. A blow-down device will be installed within the washer extractor location. A minimum (1 each) and shall be capable of reaching around the washer extractor.
This device(s) shall include:
a. A gauged air pressure regulator, with quick disconnect, capable of regulating air pressure from 0 PSI to 30 PSI.
b. Minimum 50-foot length of heavy duty, reinforced non-kink air hose on an automatic retractable reel.
c. Trigger operated air nozzle with any necessary extensions for reaching hard to reach areas.
d. Locations of the blow down device(s) shall be depicted on drawings.
19. Each wash program shall be listed on a printed card or paper showing the items wash program.
Example – Program 1 – Micro Mops – 130 degrees – Wash Time 35 min – Extract Time 8 minutes on a laminated card or paper and attached to the washer extractor for the employees use.
20. The washer extractor will have operating instructions which shall be on laminated plastic name plants. All labeling shall be on laminated plastic nameplates.
Nameplates shall be laminated phenolic with a colored surface and white core with magnetic backing.
The RFQ 36L79722Q0023 will be electronically issued under the authority of Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and formatted pursuant to FAR Part 12.3 contract format. The solicitation will be issued on or about March 15, 2023, with a tentative closing date of April 17, 2023.

No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted.
