About this file

This document contains an amendment to a solicitation for laundry equipment replacement at the VA Medical Center in Tuscaloosa, Alabama. The amendment provides responses to questions about replacing two pieces of laundry equipment: a 400/500 pound gas heated drying and conditioning tumbler with external lint collection and secondary lint collection system, and a semi-automatic cart washer/dryer. Key details include clarification that existing utilities can be reused, the dryer's internal lint collection may be sufficient so an external system is not required if performance standards are met, and modifications to concrete floors or electrical systems may not be needed if existing infrastructure is adequate. The response deadline was extended to September 3, 2020.

REQUEST FOR INFORMATION – TUSCALOOSA, ALABAMA 36H79720R0006

B3 Statement of Work, page 10, General Installation Requirements Item 1 - Existing utilities shall be utilized to meet the performance requirements of this specification. Connection points for air, gas, water, steam, condensate and electrical shall be new. Electrical service shall be new from the existing electrical panel to the new equipment.

Q1. Can the gas piping servicing the current dryer be replaced up to the existing isolation valve or will a new isolation valve and header piping be required? If new header piping is required how far will the existing piping need to be replaced?

Answer: In Section B3 Statement of Work, page 10, General Installation Requirements, item 1 is changed to: Existing utilities shall be utilized to meet the performance requirements of this specification. Connection points for air, gas, water, steam, condensate and electrical shall be new. Electrical service shall be new from the existing electrical panel to the new equipment. The isolation valve is to be new. Existing header does not need to be replaced, piping from new equipment to existing header is to be new.

Technical Performance Specifications – Item #1 – Waste Managed, External Automated lint Collection System, page 4 #1 - Furnish and install one (1) each secondary external automatic dry type lint collector. The lint collector shall recover all residual lint after the primary lint collector. The lint collector shall be constructed of rust resistant, weatherproof, heavy gauge stainless steel or fire-retardant compound. The outside of the lint collector shall be equipped for suspension outdoors. The lint collection area shall be accessible for service and internally accessible for service and replacement of parts through an inspection door.

Q2. If the provided dryer is equipped with an internal automatic lint collection system (with 85% lint recovery capability) can that be substituted for the primary external lint collection system and the first external automatic lint collector (as detailed in the technical specifications) become the secondary lint collection system? This is how the site is currently configured.

Answer: #1 is changed to ADD: If the dryer has an internal lint collection system, it may be acceptable. The system is still required to be hooked up to an external secondary lint collection system outside the facility where the old one is currently located.

Technical Performance Specifications – Item #1 – Waste Managed, External Automated lint Collection System, page 4, #8 #8 - The existing Clean Cycle lint collector located outside of the laundry building shall be utilized as a secondary lint collector.

Q3. If an internal lint collector is not acceptable (per RFI #1) then is the vendor to furnish and install one (1) each secondary external automatic dry type lint collector or reuse the existing Clean Cycle lint collector?

Answer: #8 is changed to ADD: If an internal lint collector is not acceptable, then a new secondary external automatic dry type lint collector is to be installed.

Technical Performance Specifications – Item #1 – 400/500 Pound Gas Heated Drying and Conditioning Tumbler with External Lint Collection and Secondary Lint Collector, page 2, #12 #12 - A blow-down device will be installed within the dryer location. (A minimum 1 each) and shall be capable of reaching around the dryer.

Q4. A blow down device already exists in this location. Will this solicitation require the existing blow down device to be removed and replaced with a new blow down device that meets the technical specifications of Item #12?

Answer: #12 is changed to ADD: If a blow-down device already exists in this location, no new blow down device is required.

Technical Performance Specifications – Item #1 – 400/500 Pound Gas Heated Drying and Conditioning Tumbler with External Lint Collection and Secondary Lint Collector, page 3, #28 #28 - Provide 4-Plex GFI receptacle at the dryer location for mechanics use.

Q5. There is an existing 4-Plex GFI receptable already installed at the existing dryer location. Does the solicitation require that this 4-Plex GFI outlet be replaced with a new outlet, wiring, conduit and breaker? If the existing outlet is not to be replaced can the new 4-Plex GFI outlet be installed in the same location as the existing 4-Plex GFI outlet?

Answer: #28 is changed to ADD: If there is an existing 4-Plex GFI receptacle already installed at the existing dryer location, no new GFI is required.

Technical Performance Specifications – Item #1 – 400/500 Pound Gas Heated Drying and Conditioning Tumbler with External Lint Collection and Secondary Lint Collector, page 30, #30.

#30 - An I-beam or other acceptable means with a ½ ton electric hoist or other device shall be supplied and installed to remove dryer motors for maintenance.

Q6. If there are no motors installed on top of the new dryer, is it still a requirement to provide the I-Beam or lifting device to remove the dryer motors?

Answer: #30 is changed to ADD: If the motor for the dryer is located at floor level, then there does not need to be an I-beam and hoist.

Technical Performance Specifications – Item #2 – Semi Automatic Cart Washer/Dryer, page 7, #27 #27 - New unit shall be flush mounted with existing floor and any modification to the pit will be the successful contractor’s responsibility.

Q7. Is it acceptable, if the new cart washer is installed on grade with the finished concrete floor with a ramp on the loading and unloading side of the cart washer?

Answer: #27 is changed to ADD: The new Cart Washer can be on grade and ramps for loading and unloading.

Technical Performance Specifications – Item #2 – Semi Automatic Cart Washer/Dryer – Section C. Safety Features (Wash Design), page, 8, #9 #9 - A four (4) foot wide by twelve (12) foot long, 1 ½ inch deep concrete section shall be cut out of the floor and a 1 ½ inch deep fiberglass grate shall be installed on the unloading side of the cart washer to capture residual water from the washed carts when exiting the cart washer.

Q8. Please validate the overall concrete floor thickness in the area where the fiberglass grating is to be installed. Are there any in slab conduits or utilities in this area that will need to be relocated or accounted for during the installation of this fiberglass grating? Has the VA conducted an engineering study to determine saw cutting will not adversely impact the building’s structural integrity? If so, please provide a copy. If engineering has not yet been done, it will cost in excess of $20,000, should bidders include this cost in their proposals or will the VA commission this work?

Answer: #9 is changed to ADD: The slab thickness in the laundry is 5”. Cutting a trough into the slab should not affect the structural integrity of the slab. Incoming utilities are not directly underneath the cut area. The station engineering has not conducted an engineering study to determine the buildings structural from the saw cutting. That will be the responsibility of the successful contractor.
