The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), National Acquisition Center (NAC), HTME Contract Administration is requesting procurement information for a commercial laundry project. The National Contract Service is in search of SDVOSB/VOSB organizations that are capable of servicing the Department of Veterans Affairs Leavenworth, KS Medical Center’s need to procure the following commercial laundry equipment item(s):

Capability Statement Requirements:

· If you will NOT be performing the installation, you must provide a Letter of Intent from the business you intend to use (explaining their agreement with you to perform the installations according to the solicitation), along with references of their past laundry equipment installations.
*NOTE – Acquisitions will only be set aside for SDVOSBs/VOSBs if two or more responses are received with the required information listed above, by the due date specified below.

TECHNICAL/PERFORMANCE SPECIFICATIONS
ITEM #1 – Continuous Wash Extract Tunnel Systems:
A. Continuous Wash Extract System (CWES) – Furnish and install one (1) each, Steam Continuous Wash Extract System (CWES). The system offered shall have chamber/module sizes of maximum 150 LBS and shall be designed and installed within the existing textile care processing facility.
1. The system shall be designed for automatic sling loading directly into the CWES and shall be equipped with total waste water heat recovery capability.
2. In a seven-hour workday, be capable of processing a minimum of 15,000 (dry weight pounds) of dry soiled textiles, uniforms, patients clothing, pajamas per day equating to 2,143 pounds per hour.
3. Connection points for water, steam and compressed air shall be from the main headers in the mechanical room. The offeror shall also provide new branch valving and isolation valves at the equipment locations.
4. The work load is based on 60 % rough dry, 35 % flatwork and 5 % uniforms and patients clothing.
5. The wash system shall be capable of utilizing chlorine, peroxide, or peracetic acid, and the effective wash temperature required by each. Provide means of injecting steam into the chambers, and a venting system to remove vapor from the loading chute and last chamber. These formulas will take into consideration sequencing, which includes loading, washing, discharging, extraction and tumbler drying and transfer. Systems will be evaluated on hourly production.
6. If required in the contractors design, a staph barrier wall shall be built into the system to prevent cross-contamination. The CWES will include moisture barriers which preclude discharge of moisture and chemicals onto the production floor.
7. The CWES will be exhausted to the outside atmosphere to eliminate all steam, condensate or moisture from escaping to the upstairs mezzanine or production floor of the laundry facility.
B. CWES Ordering Data:
(a) Micro-processor/ color touch screen controls & information systems” that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics controls are required. The information system shall show all wash loads through each module or chamber, water temperatures and cycle/transfer time.
(b) The formulas, temperature controls for incoming tempered and hot water and customer identity of each batch as it progresses through the systems modules or chambers, and through the extraction process.
(c) A production record showing the number of batches run for each customer or department on each formula on a daily, weekly, monthly, quarterly, semi-annual and annual basis.
(d) Details of all wash formulas.
(e) Top or bottom transfer is acceptable.
(f) CWES must be completely enclosed, top and side panels that lock or bolt into position.
(g) A display which aids in trouble shooting and supply calibration.
(h) A screen that displays all the requirements and times for preventive maintenance.
(i) A remote 32-inch flat screen (wall Mounted) located in the laundry plant managers office that displays information from the systems console.
(j) Install a wireless color printer, copier, scanner, fax machine and desk located in the laundry textile manager’s office for hard copies of all functions and accounting data of the CWES.
(k) System shall be capable of programming 40 wash formulas.
(l) All electrical will be new from the existing electrical panel to the new equipment and have electrical identification installed as require in the electrical identification section of this document. Electrical requirements are – 480 volts, 3 phase, 60 cycles.
(m) All electrical components and wiring must be UL labeled.
(n) Regardless of supplier, a Class 1 - Liquid supply system will be interfaced for the dispensing of seven (7) types of chemicals, including peroxide, followed by a fresh water flush capability. The chemical manifolds shall be installed and supplied by the contractor.
(o) A camera is required at the loading chute of the CWES for visual observation of wash loads entering the CWES. Loading chute must also have photo-cell for verification of load received / loaded and if not received shall display load fault.
(p) Water reuse or recycling is not required.
(q) An illuminating (when activated) emergency stop button shall be installed on the CWES with yellow background and legends.
(r) Pipe and connections are to be furnished for utilizing a liquid supply system.
(s) Systems shall be installed level and shall have leveling devices.
(t) Specifically designed and programmed for automatic sequencing and sling loading directly into the CWES. The use of loading conveyors will NOT be considered.
(u) An audible and visual alarm for faults within the system is required. The system shall have a beacon rotary LED light (colored YELLOW) identifying faults for the hearing impaired.
(v) CONFINED SPACE standards apply and chamber/modules MUST have access hatch / doors at every other chamber/module for egress into the drum from the outside and allowing light and air into the inner drum and must be a minimum size of 15” x 15”.
(w) Automatic cycle controls required.
(x) Systems must have built-in water reclamation system so that water consumption on light to medium soil must be no more than 0.5 gals per pound washed regardless of wash programs and classifications.
(y) The CWES will be exhausted to the outside of the building atmosphere using CPVC piping to eliminate all steam, condensate or moisture from escaping from the loading chute to the upstairs mezzanine or main press area on the production floor of the laundry facility. Large horsepower exhaust motors shall be used to exhaust the system.
(z) An hour gauge shall be installed to show actual run time of the equipment.
C. Single-Stage Tunnel Washer Extractor Presses:
Furnish and install one (1) each – Single stage CWES extractor press. The extraction CWES washer press must be capable of communication with the CWES and shall be capable of meeting the following requirements:
1. Extractor press shall accommodate offered batch size: 150 LBs maximum.
2. Extractor press shall have large capacity basket for oversized loads (up to 15%).
3. All electrical will be new from the existing electrical panel to the new equipment and have electrical identification installed as require in the electrical identification section of this document. Electrical requirements are – 480 volts, 3 phase, 60 cycles.
4. Extractor press shall have fully programmable extraction pressure with a minimum 40 bar.
5. The extractor press controller shall be capable of being programmed for extraction programs and be industrial off the shelf microprocessor/color touch screen.
6. The extractor press shall have color touch screen controls.
7. Automatic hydraulic water cooling system.
8. Full high-grade stainless steel construction.
9. An LED illuminated (when activated) emergency stop button (colored RED) with yellow background in legend. The extractor press shall also be equipped with a normal start colored green and stop button colored red.
10. Safety micro switches shall be installed on all doors of the extractor press so that when a door is opened, the equipment shuts down.
11. Large volume external water recovery tanks are required.
12. Positive belt transfer of cake.
13. Automatic program to monitor water capacity in the membrane and will have no manual assistance required.
14. Coated ram plate – corrosion resistant finish.
15. Flexible and simple to use controls.
16. The contractor will install a minimum six-foot high fenced in area with minimum two (2) doors around the press and textile lift area and electronic door controls so that if the doors are opened the textile lift shuts down. An Amber LED Rotary beacon light shall be installed at each entrance point. Warning signage shall also be installed on the fence at each entrance.
17. An hour gauge shall be installed on the press that will show actual hours of run time on the press.
18. System must provide data transfer from batch washer and then downstream to shuttle and dryer system, must display and transfer batch wash/item code, batch weight and customer code for each batch.
19. Above the extraction press, install an I-beam or similar device, with a minimum ½ Ton electric/pneumatic hoist for the removal and replacement of motors for the maintenance of the washer extractor.
D. Test Piece Testing (wash systems):
Upon completion of installation, test pieces for whiteness retention, tensile strength loss and chlorine retention shall be accomplished. Tests shall be conducted and run by the contractor at full production speed, using all categories of textiles. The test shall be witnessed, verified and monitored by the designated COTR and the Textile Care Manager.
1. In accordance with VA and Association of Linen Management (ALM) criteria, eight out of 10 test piece testing results from wash system shall be within the good and excellent range for whiteness retention and tensile strength loss.
2. Chlorine retention shall be in the slight to none category for eight out of ten test piece results.
3. The cost for test pieces and test piece service shall be borne by the contractor.
4. A certificate showing the results of the test shall be presented to the VA Equipment Management Inspector at the initial start of final inspection. Failure to provide this certificate will constitute rejection of the wash system.
E. Wash System Controls:
Furnish and install wash system controls on the CWES system as part of one central control. The wash system controls shall be floor mounted control stand with COLOR touch screen display. System shall also be capable of programming wash and chemical formulas and reviewing the systems operations from the textile care manager’s office and shall also have a 32 inch wall mounted monitor, wireless color printer, copier, scanner and fax printer for printing all activities and reports.
1 A remote central control system shall be located in the office of the textile manager’s office. All controls shall be solid state of the matrix variety.
2 The central control system shall be capable of monitoring and managing all aspects of wash system production and non-production machines. All washers shall be connected to the central wash system, i.e., chemical formulas and water consumption.
3 The system shall incorporate all options and programs offered with the manufacturer’s wash systems controls and shall allow for both visual and actual print-out of data. Install a wireless color printer, copier, scanner, fax machine and desk located in the laundry textile manager’s office for hard copies of all functions and accounting data of the CWES. The system shall be programmed by keyboard and monitor energy usage, utility availability and usage, average load and unload time and actual productivity, (production and non-production washers) i.e., pounds produced. The system shall also include the latest version of Microsoft Office professional that includes Microsoft Word, Excel and PowerPoint for writing reports and spread sheets.
4. The system shall assist management concerning water supply and potential chemical imbalance.
5. The system shall be capable of programming 40 formulas for wash systems offered.
5 Chemical measures shall be capable of converting to metric systems.
6 The wash system controls shall be Windows based easy to follow and interface software. Display all pertinent operational information in LIVE operation as it occurs for the following:
a. Formulas.
b. Weights and customer identity of each batch as it progresses through the systems modules or chambers and through the extraction process.
c. If the PC controls fail, the CWES washer must be capable of continuing operation from press or Compound control, with built-in back-up.
d. All electrical components and wiring must be UL labeled
e. Electrical requirement: 120v/60cy/3ph
F. Continuous Wash Extract System Gas Heated Drying and Conditioning Tumblers with External Lint Collection System:
1. Furnish and install continuous batch washer gas drying and conditioning tumblers capable of drying 2,143 pounds an hour or 15,000 pounds per day. A minimum of four (4) dryers is required.
1. The dryers shall be connected to an external to the machine dry type lint collection system. All new duct work shall be connected from the dryers to the lint collector system. The dryers shall automatically receive linen from the tunnel washer press to a dryer loading shuttle and automatically load the dryers and automatically discharge to a new dryer take away conveyor after completion of the drying cycle. The dryer shuttle shall have two (2) beacon rotary LED lights (colored YELLOW), one (1) on each side of the shuttle that are activated each time the shuttle moves/operates. The dryer shuttle shall also have an audible alarm to indicate when shuttle is moving.
All dryers shall discharge to a dryer take away conveyor. The dryer take away conveyor shall have a photo eye (or equal) installed at the end of the inline conveyor that will stop the linen from discharging on to the floor. A jog button shall also be installed to allow employees to discharge linen into a sling cart. The dryer take away incline conveyor shall have a rotary LED light (colored Amber), installed that will activate each time the conveyor moves/operates.
An illuminating (when activated) emergency stop button (colored RED) with yellow background in legend shall be installed on the dryer take away conveyor at the incline work area. The dryer take away conveyor shall also be equipped with a normal stop button colored red.
The press conveyor area and shuttle area must have a permanently mounted safety fencing installed with a lockable fence door. The safety door must have safety micro switches (or equal) installed so that when the door is opened, the operation of the dryer shuttle stops and will not operate until the door is closed. All safety fencing shall be installed on solid floor. No safety fencing shall be installed on any trench or floor covers.
The safety fencing shall have warning signage installed warning of the danger of entering the area. All signage shall be engraved on laminated plastic plates and attached to the fencing and door.
1. Dryers shall be a double door; pass through type dryer and microprocessor controlled. The cylinder size (rated capacity) shall be based upon a maximum 2.96 pounds per cubic foot of cylinder space. The dryers must be compatible and communicate with the continuous batch washer. Dryers shall be capable of being shuttle loaded from a new dryer shuttle system. The types of textiles processed are normal hospital linen, sheets, pillowcases, bath blankets, thermal blankets, towels, wash cloths, patients clothing, uniforms and surgical linens.
1. Dryers shall be microprocessor controlled and capable of programming each category of textiles from a master dryer control station.
1. Tumblers shall be provided with removable cylinder panels and provided with protective non-stick cylinder coating providing 3000-production hour guarantee.
1. Reversing and non-reversing required.
1. Tumbler shall be gas heated.
1. A light to designate that tumbler is in operation is required.
1. Dryer shall be equipped with heavy duty drive and support wheels.
9. Dryer shall be equipped with a low fire only operation control.
10 Dryer shall be equipped with automatic pilot ignition; main burner and pilot gas pressure regulator; high temperature safety switch; and modular burner duct system.
1. External to the machine lint collection is required. The tumbler shall be exhausted to the outside atmosphere. All ductwork shall be new to the outside of the building. The concrete pad area located outside the laundry where the existing dryer ductwork exhausts to must be cleaned of all lint.
12 A blow-down device(s) will be installed within the dryer location. A minimum (3 each) and shall be capable of reaching above and around all dryers. This device(s) shall include:
a. A gauged air pressure regulator, with quick disconnect, capable of regulating air pressure from 0 PSI to 30 PSI.
b. Minimum 50 foot length of heavy duty, reinforced non-kink air hose on an automatic retractable reel.
c. Trigger operated air nozzle with any necessary extensions for reaching hard to reach areas.
d. Locations of the blow down device(s) shall be depicted on drawings.
13 Tumbler's air intake and exhaust air shall be derived and directed to and from the outside of the laundry building atmosphere. Outside combustion air supply vents with damper motors inter-connected to dryers are required.
14 Drying and conditioning tumblers shall have a beacon rotary LED light (colored Amber) identifying end of drying cycle for the hearing impaired. Dryer shall also have an audible alarm to indicate when drying cycle has ended.
15 Dryer shall be equipped with excess temperature sprinkler protection.
16 A flow alarm valve shall be installed in the fire suppression system and connected to a rotary beacon LED light (colored RED) and audible alarm, to be located on the dryer, to indicate if a fire exists in the dryer. The dryers shall also be connected to the building fire alarm system to alert authorities of a fire in the dryers. The dryer(s) shall be connected to a dedicated domestic water pipe with a tamper proof valve. A backflow preventer shall be installed within six (6) inches of the domestic water main that is connected to the dedicated domestic water pipe. A maintenance valve shall be installed on the branch domestic water line before entry in to the dryers and drain into a floor drain if available for maintenance of the fire suppression system.
17 Normal stop push buttons and emergency stop buttons shall be colored Red. An illuminating (when activated) emergency stop button shall be installed on the drying conditioning tumblers with yellow background and legends.
18 Drying conditioning tumblers shall be equipped with lockout/tag out for servicing and maintenance of equipment. Tags and locks shall be provided by the offeror.
19 All old existing dryer duct work shall be removed. All new air intake and exhaust ductwork roof penetrations shall be sealed and curbing/flashing must be used to seal penetration.
20 Air intake and exhaust ductwork shall have large easily accessible hinged access panels installed for easy clean-out and manual firefighting. Air intake shall be insulated and wrapped with white PVC plastic covering with identification and flow markings and exhaust air ductwork shall be insulated and wrapped with white aluminum covering with identification and flow markings.
21 All ductwork located outside shall be weather proofed, identified and have directional flow markings installed.
22 Dryers shall be designed/equipped for shuttle loading.
23 Dryers shall be designed/equipped to prevent placement of objects under the dryer.
24 The offeror shall be responsible to install any additional components necessary for the communications between the tunnel washer, tunnel press and dryer shuttle and dryer take-away conveyor. Dryers shall automatically discharge linens to a dryer take-away conveyor without manual attention.
25 Dryers shall be equipped with a manual override device to permit opening of the dryer door in case of a power failure.
26 Dryers shall be equipped with excess temperature cutout switches or relays and operating temperature controls.
27 Ductwork configuration shall meet the manufacturers recommended size and be cylindrical in design.
1. Tumblers shall have independent electronic ignition.
29 Include lock-out and tag-out requirements for equipment offered. Lock-out / tag-out devices shall be supplied by the contractor.
30 Provide and install a 4-Plex GFI receptacle for each dryer location for mechanics use.
31 An hour gauge shall be installed on the equipment that will show actual hours of run time of the dryer.
32. All dryers must have an isolation ball valve (lock-out capable) installed for the gas lines and water lines.
33. All lock-out / tag-out locations shall be marked and identified on the machine with instructions on lock-out procedures. Relief valves shall be installed for lock-out / tag-out procedures.
34. Above the dryers, install an I-beam or similar device, with a minimum ½ Ton electric/pneumatic hoist for the removal and replacement of motors for the maintenance of the dryers.
WASTE MANAGED AUTOMATED LINT COLLECTION SYSTEM:
Furnish and install within the CWES system automated external to the dryer lint collection system. The offeror shall install a new automated system that will accommodate the tunnel washer dryers.
1. New air intake and exhaust duct work is required.
2. Install new lint filter system controls (include fire control system, excess back pressure alarm, and pressure gauge), air filters, and air/fire protection electric control valves located on production floor; high temperature controls and water spray nozzles within lint filters.
3. Install new 110v interconnecting control wire conductors, reuse existing raceways as needed.
4. Install new lint filter controls.
5. All roof penetrations shall include flashing and counter flashings.
6. Seal lint collector and duct work weather tight and label accordingly.
7. Seal coat new galvanized dryer make-up air ducts and galvanized lint filter storm hoods. Label accordingly.
8. Lint collectors shall be equipped with lockout/tag out for servicing and maintenance of equipment. Tags and locks shall be provided by the offeror. All lock-out / tag-out locations shall be marked and identified on the machine with instructions on lock-out procedures for the equipment offered. Lock-out / Tag-out procedures include all electrical, air, natural gas, water, steam, hydraulic etc. Relief valves shall be installed for lock-out / tag-out procedures.
ITEM #2 – Soiled Side Overhead Semi-Automated Monorail and Storage System: Furnish and install one (1) semi-automated soiled monorail and storage system. The monorail and storage system shall be designed to store 40% of (15,000 LBS.) of the daily wash system production.
The contractor shall furnish and install new, one (1) system on the soiled side of the laundry.
SYSTEM MUST BE ENGINEERED AND SEALED BY A LICENSED ENGINEER IN THE STATE OF KANSAS TO COORDINATE STRUCTURAL DESIGN WITH STRUCTURAL LOAD PARAMETERS DEFINED ON BUILDING CONTRACT DOCUMENTS. THE OVERHEAD CONVEYOR AREAS ARE DESIGNATED ON THE BUILDING STRUCTURAL ROOF FRAMING DRAWINGS AND DEFINE A MAXIMUM 27 LBS/SF LIVE LOAD.
1. System shall be capable of receiving soiled sling bags from weight carts and storing classified linen equal to 40 percent of the daily wash loads. Sling bags will be hoisted to the overhead storage area by employees by lift station.
2. System shall be capable of calling off stored classified linen to the Continuous Wash Extract System (CWES) for automatic loading of the CWES. The soiled monorail system shall also be capable of sling loading the non-production open pocket washer extractors automatically without assistance by employees.
3. All lift stations shall have rigid/sturdy safety guard rails installed around the lift station area to prevent employees from walking into lowered lifting rails. Safety rails shall be painted SAFETY YELLOW.
4. The CWES and open pocket washers loading chute(s) or loading area shall include safety fencing or guards to protect employees from injury.
5. Monorail lift stations shall be equipped with a safety lock device to prevent the lifting rail from falling in case of power or air loss or chain/cable break.
6. All work shall be transported automatically without any assistance by employees to storage areas and wash system chutes from lift stations. Rail selection shall be accomplished automatically from lift stations.
7. The contractor shall furnish 75 sling bags and trolleys for the soiled storage and loading of the CWES and non-production washer extractors.
8. All slings furnished shall be colored Blue in the soiled area of the textile care processing facility and shall be numbered consecutively and display VA logo .
9. SYSTEM SHALL BE ENGINEERED AND INSTALLATION DESIGN DRAWINGS SHALL BE SEALED BY A PROFESSIONAL LICENCEED ENGINEER.
ITEM #3 – Soiled Storage/Sorting Conveyor System (manual): Furnish and install 1 (system). The complete soil sorting conveyor system shall be of such material and construction, and so designed, to withstand daily wipe-down and disinfecting of all soiled textile contact surfaces without damaging the system or its components.
A. The soil sorting conveyor system shall consist of the following:
1. Cart Dump System: Furnish and install one (1) each end or side loading type cart dump system designed to pick-up loaded textile carts (utilized by the medical center) and dump textiles onto a soil storage conveyor. Cart dumper shall be provided with safety chains, guard rails meeting OSHA requirements and an illuminated (when activated) emergency stop button (colored RED) with yellow back ground and legends. An hour meter shall also be installed on the cart dumper.
2. Incline Soil Storage Conveyor: Furnish and install one (1) each Incline Soiled Storage Conveyor. The size of this conveyor will be based on 30 percent of the daily wash system production which is approximately 15,000 LBS per day. Calculations representing 500 pounds per productive employee hour will be utilized as the evaluation factor examining the design and operation of these systems. The storage conveyor shall be designed to prevent any spillage. Storage conveyor shall be equipped with an illuminated (when activated) emergency stop button (colored RED) with yellow back ground and legends located within 25 feet of work stations.
The conveyor will operate automatically and advance in increments without manual attention. The storage conveyor shall also have a manual jog button installed. Calculations for flat-belts for textile storage will be based on 7.0 pounds per cubic foot. The incline soiled storage conveyor shall be designed to receive fully loaded soiled textile bags from the cart dumper and automatically advance linen in increments. The system shall be designed to allow employees to manually jog textiles onto the incline storage conveyor which will automatically convey textiles to the transfer conveyor(s).
The incline storage conveyor shall connect the transfer conveyor and have appropriate side guards to prevent any spillage and allow for proper transfer of textiles to the transfer conveyor. Any angle necessary for the incline storage conveyor shall be such to ensure positive transfer of pieces without tumbling. The incline storage conveyor shall be designed to prevent pieces of textiles, i.e., wash cloths, towels, sheets, blankets, uniforms, mops, etc., from jamming between the incline conveyor and the transfer to the transfer conveyor.
3. Transfer Conveyor: Furnish and install one (1) each transfer conveyor. The conveyor shall connect the incline and soil sorting conveyor and have appropriate side guards to prevent spillage and allow for proper transfer of textiles to the sorting conveyor. Any angle necessary for the transfer conveyor shall be such to ensure positive transfer of pieces without work flow disruption.
A soiled bag break-up station shall be incorporated in the design of the soiled sorting system that will allow employees to empty linen bags onto the sorting conveyor. The break-up conveyor shall include a work platform, safety rail and include a steel plate and covered with a 1/4 inch slip resistant, non-corroding, rubberized with urethane coating, anti-fatigue surface with color coded safety lanes.
The transfer conveyor shall be designed to prevent pieces of textiles, i.e., wash cloths, towels, sheets, blankets, uniforms, mops, etc., from jamming between the transferring to the incline conveyor(s) and the transfer to the soil sorting conveyor. Transfer conveyor(s) shall not be utilized to calculate storage.
4. Sorting Conveyor: Furnish and install one (1) each soiled sorting conveyor. The sorting conveyor shall be designed to receive bulk quantities of soiled textiles from the transfer conveyor. The working height of the conveyor shall be adjustable and designed to prevent spillage. The sorting conveyor shall be equipped with illuminated (when activated) emergency stop buttons (colored RED) with yellow back ground and legends located within 25 feet of work stations.
The sorting conveyor shall include adjustable speed controls, positioned to allow for operator control without leaving the work station. The sorting conveyor shall be equipped with an automatic stopping device (photo-cell) to prevent textiles from dropping to the floor at the end of the conveyor.
A trash receptacle shall be incorporated at the end of the sorting conveyor to collect falling trash automatically from the sorting belt. At all work stations of the sorting conveyor, large (minimum 5 Quart) receptacles for sharps and trash receptacles are to be installed.
The platform for soiled sorting system shall be easily accessible by stairs and include rigid/sturdy safety handrail(s) painted yellow. The steps and platform shall be steel plate and covered with a 1/4 inch slip resistant, non-corroding, rubberized with urethane coating, anti-fatigue surface with color coded safety lanes.
A metal angle iron stop/guard shall be installed in front of the soil sorting conveyor to prevent sorting carts from hitting the sorting conveyor.
An illuminated (when activated) emergency stop button (colored RED) with yellow back ground and legends shall be provided..
5. Soiled Sorting Sling Carts with standalone cart weighing floor scale: Furnish a minimum of 26 sling carts shall be provided. The offeror shall also furnish and install one (1) each a standalone recessed scale for weighing sling carts. Scale platform shall be sized to accommodate the soiled sling carts that will be provided. Carts will be weighed on a standalone scale located near lifting station. A LED weight indicator shall be provided.
ITEM #4 – Clean Side Overhead Semi-Automated Monorail and Storage System: Furnish and install one (1) semi-automated clean side monorail and storage system. The monorail and storage system shall be designed to store 30% of (15,000 LBS.) of the daily wash system production.
The contractor shall furnish and install new, one (1) semi-automated monorail system on the clean side of the laundry.
SYSTEM SHALL BE ENGINEERED AND INSTALLATION DESIGN DRAWINGS SHALL BE SEALED BY A PROFESSIONAL LICENCEED ENGINEER.
1. System shall be capable of receiving clean sling bags from sling carts and storing classified linen equal to 30 percent of the daily wash loads. Sling bags will be hoisted to the overhead storage area by employees by lift station.
2. System shall be capable of calling off stored classified linen to the selected finishing areas.
3. All lift stations shall have rigid/sturdy safety guard rails installed around the lift station area to prevent employees from walking into lowered lifting rails. Safety rails shall be painted SAFETY YELLOW. Monorail lift stations shall be equipped with a safety lock device to prevent the lifting rail from falling in case of power or air loss or chain/cable break.
4. All work shall be transported automatically without any assistance by employees to storage areas from lift stations. Rail selection shall be accomplished automatically from lift stations.
5. The contractor shall furnish 75 sling bags for the clean side storage.
6. Loading carts for slings shall be furnished. The loading carts shall be four-wheeled carts, with two stationary casters and two freewheeling casters. Carts shall be made of rust resistant material with four sides enclosed.
7 All slings furnished shall be colored Blue in the clean side area of the textile care processing facility and have VA logo printed on each bag.
ITEM #5 – SEMI AUTOMATIC CART WASHER/DRYER: Furnish and install one (1) each, semi-automatic linen cart washer/dryer system with the following:
Furnish and install one (1) each, semi-automatic linen cart washer/dryer system with the following:
A.
1. The cart washer/dryer shall be engineered to provide a clean sanitary wash and automatic drying for modern fiberglass, plastic and metal laundry/linen/trash carts that could be open top shelf and/or solid top type. The cart washer will be manually fed on the loading side and automatically ejected to the corridor hallway on the clean side upon completion of washing cycle.
2. The cart washing system shall be color touch screen controls & information systems” that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics, with a minimum capacity of washing and blow-drying 20 carts per hour with minimal water remaining inside the carts.
3. The unit shall be properly sealed to ensure a negative air pressure on the soil side and a positive air pressure on the clean side of the staph barrier wall.
4. The wastewater from the unit shall discharge into the sewer through the soil side of the textile care processing facility.
5. Cart washer/dryer cabinet shall be constructed of double wall, reinforced high impact material. For allowing visual observation of the mechanical/electrical/pumping systems, install 3/8” thick scratch and shatter-proof, clear (for the equipment life expectancy), Lucite side panels / doors on both cart washer control cabinet and side lift off door on the right side of the cart washer lieu of solid panels. Panels shall be mounted flush with the sides of the system.
6. All component parts shall be made of corrosion-resistant material.
7. Interior and exterior surfaces of the cart washer/dryer cabinet and power storage unit shall be resistant to steam, acids, bleaches, starches, sours, alkalis, and germicides.
8. The cabinet of the cart washer/dryer shall contain all high pressure water.
9. Service light(s) shall illuminate the interior during the wash/dry cycles.
10. The base of the cabinet shall be a single piece with an interior molded sump constructed of high impact, reinforced material, fitted with a removable sump grate. A drain from the self-contained sump shall be included.
11. Unit shall be equipped with two pass-through doors, approximately 81 inches high x 42 inches wide, which automatically open and close alternately to maintain a physical separation concept.
12. The doors shall be constructed of double wall, reinforced high impact material and equipped with water tight high impact rectangular windows.
13. Unit shall be designed with safety lock disconnect to prevent activation of doors with personnel inside.
14. The unit shall consist of all electrical controls, pumps, motors, valves and automatic discharge.
15. The unit shall house germicidal detergent, rinse agent and water supply tanks.
16. Sight glasses or see through chemical tanks shall be installed to show the amount of germicidal detergent and rinse agent in the housing units.
17. All component parts shall be easily accessible through access covers that completely enclose the unit.
18. A wash start, stop, emergency stop (illuminating type when activated) with yellow background and legend and recycle buttons or touch screen icons shall be provided on the control panel on the soil side. An illuminating (when activated) emergency stop button will also be installed on the clean side of the unit. All stop and emergency stop buttons shall be colored red. All other buttons shall be of the manufactures standard color and be in accordance with NFPA 79.
19. Two (2) indicator lights or touch screen icons shall also be installed on the control panel. One (1) light designated to show when germicidal detergent is being pumped into the cart washer/dryer and one (1) designated to show when the rinse agent is being pumped.
20. Unit shall be equipped with a time programmable control system which will permit operation of the system in a standard mode for washing bin-type carts inside and outside.
21. The washer shall have the ability to remove heavy soil from the interior of carts with solid panels and use a minimum amount of water per cart.
22. The system shall include a remote truck washing system equipped with a sixty (60) ft length of high temperature hose designed to withstand a minimum of 600 PSI high-pressure. The hose shall be connected to a spray gun, trigger operated, with insulated grip handles on a retractable hose reel. The truck washing station hose reel shall be connected to the cart washer with a remote switch for switching from cart wash mode to truck washing mode.
23. The electrical requirements for the cart washer are 480 Volts – 3 phase – 60 htz..
24. A cycle count shall be equipped to record actual run cycles of the cart washer for preventive maintenance and scheduled maintenance.
25. Cart Washer shall have a LED beacon rotary light (colored AMBER) installed on the clean side identifying end of drying cycle for the hearing impaired. The rotary beacon light shall automatically shut off when exit door closes. Cart washer shall also have an audible alarm to indicate when drying cycle has ended.
26. Cart washer shall have a low water alarm installed within the system.
27. A 4-plex outlet shall be installed at the equipment location for use by the mechanics.
28. An hour meter shall be installed on the cart washer or touch screen icons shall be provided on the control panel on the soil side to show the actual hours of run time of the cart washer.
29. A airline with quick disconnect shall be installed at the equipment location for use by the mechanics.
30. Carts will be loaded manually and discharged automatically from the washer to floor on the clean side of the laundry and have a minimum capacity of washing and discharging 20 carts per hour.
31. Cart Washer shall be exhausted to the outside atmosphere. Exhaust duct work shall be insulated, wrapped with PVC plastic, identified and have directional flow markings installed.
32. Outside air make up is required. Air intake duct work shall be insulated inside the building, wrapped with PVC plastic, identified and have directional flow markings installed.
33. The outside supply air for the cart wash is to be tempered during cold periods with an automatically-controlled medium pressure steam heating assembly, including a motorized damper assembly interconnected to the cart wash control to prevent freezing conditions within the cart wash unit.
B. Automatic Cycle Sequence of the Cart Washer/Dryer:
1. Automatic programmed opening and closing of enter and exit doors.
2. Time selectable high pressure wash - clean hot water (150 degrees F minimum and 180 degrees F maximum) and germicidal detergent against the cart, inside and outside.
3. Time selectable high pressure rinse - clean hot water (150 degrees F minimum and 180 degrees F maximum) with a rinse agent and germicidal detergent.
4. Time selectable drain - drain to allow excess water to drain from cart and unit.
5. Time selectable dry - drying cycle for water removal by forced air blower system. Air is to be exhausted to the outside atmosphere, through the roof, by means of exhaust duct work.
C. Safety Features (Wash Design):
1. Wash/dry cycle cannot be started with doors open.
2. The cart washer/dryer shall be designed with a safety lock disconnect to prevent activation of doors with personnel inside.
3. Opening of doors shall immediately stop unit.
4. Two (2) illuminating emergency stop buttons are required. One on the soil side of the unit and one on the clean side.
5. Unit must be recycled to restart.
6. Stainless Steel Ramps for enter and exit end of machine.
7. Low Water Shut-Off Sensor
8. Ultra Violet (UV) lighting in wash chamber to eliminate bacteria during cycle.
9. Windows on doors shall have Ultra Violet (UV) coating to protect workers from light exposure.
10. On the exit side of the cart washer, a four (4) foot wide by eight (8) foot long, 1 ½ inch deep concrete section shall be cut out of the floor and a 1 ½ inch deep fiberglass grate shall be installed on the unloading side of the cart washer to capture residual water from the washed carts when exiting the cart washer. A drain shall also be installed to allow residual water to drain from the section.
ITEM #6 – 200/300 Pound Open Pocket Washer Extractor:
Furnish and install new, two (2) each, 200/300 LB. open pocket washer extractor with total waste water heat recovery capability. The washer-extractor shall be of the shell and cylinder type. The size (capacity) shall be based on 5.7 pounds of soiled textiles per cubic foot of cylinder volume (GROSS). The Non-production washer shall be designed on the clean side production floor of the textile care processing facility. Washer shall be loaded by sling through a loading chute through an existing barrier floor above the washer extractor.
Ordering Data (washer-extractors):
1. The washer-extractor covered by this document shall be of the shell open pocket type. The sizes (capacities) shall be based on 5.7 pounds of soiled textiles per cubic foot of cylinder volume (GROSS).
2. The wash system is to be designed for semi-automatic sling loading and manual unloading to a linen cart.
3. Wash system shall be capable of being sling loaded without any spillage. The existing washer loading chutes shall be rebuilt and used with the new open pocket washer. The contractor will provide new washer loading chutes that will accommodate the offered equipment.
4. Open pocket, automatic open single door model.
5. contractor shall interface existing Class I - Liquid Supply System with installed equipment for the dispensing of seven (7) types of chemicals followed by a fresh water flush capability. Pipe and connections shall be furnished for utilizing the liquid supply system. A chemical manifold shall be installed for the dispensing all chemicals.
6. Water level sight glass is required.
7. Anti-vibration protection is required.
8. The washer extractor shall have a beacon rotary LED light (colored Amber) identifying end of wash cycle for the hearing impaired. Washers shall also have an audible alarm to indicate when wash cycle has ended.
9. Washer shall have a color touch screen controls & information systems” that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics and automatic cycle control type. Balancing of load prior to extraction is required.
10 Machine shall be equipped with an illuminated emergency stop button (when activated). Normal stop and emergency stop buttons shall be colored RED. A yellow background with legends shall also be installed.
11 An easily accessible titration valve shall be installed on the washer for testing/sampling of wash water.
12 Washer-extractor shall be vented through roof to the outside atmosphere.
13 Unit shall have thermostatically controlled automatic steam injection.
14 All electrical will be new from the existing electrical panel to the new equipment and have electrical identification installed as require in the electrical identification section of this document. Electrical requirements are – 480 volts, 3 phase, 60 cycles.
15 Connection points for water and compressed air shall be from the main headers in the mechanical room. The offeror shall also provide new branch valving and isolation valves at the equipment location.
16 Provide 4-Plex GFI receptacle and an air line with quick disconnect at equipment location for mechanics use.
17 An hour gauge shall be installed on the equipment that will show actual hours of run time on the washer extractor.
18 Water reuse and recycling are NOT required.
19 Non-production washer shall be connected to the central washer control system with all the options offered. The central control system shall be capable of monitoring and managing all aspects of all wash systems (production and non-production washers) productivity, i.e., chemical formulas and water consumption. A wireless color printer, copier, scanner and fax printer shall also be provided in order to print data needed from the wash systems control. Wash system control shall be installed with a minimum 26 inch wall mounted flat screen within the textile managers office with all available options. The system shall also include the latest version of Microsoft Office professional that includes Microsoft Word, Excel and PowerPoint for writing reports and spread sheets.
20. All existing trenches/drains will be cleaned and shall have new trench screens installed to catch lint and debris if applicable.
21. Furnish and install all new aluminum diamond plate trench covers on both sides of the washer. All trench covers are to be replaced for the new washers.
22. A water hose bib shall be installed between the washer extractors and connected to a retractable hose that will reach around the washers for cleaning the trenches and areas around the washers.
23. Above the washer extractors, install an I-beam or similar device, with a minimum ½ Ton electric/pneumatic hoist for the removal and replacement of motors for the maintenance of the washer extractor.
ITEM #7 – 100/110 Pound Soft Mount Washer Extractors with Steam Injection: Furnish and install new, two (2) each, front-loading soft-mount washer-extractors.
