Building TBD – Room TBD Vancouver, Washington 98661
One (1) System VA Portland Healthcare System Medical Center 3710 SW US Veterans Hospital Road Building – Parking Structure P2 – Room 2
The contractor shall furnish secure dispensing systems for uniforms on hangers only. Uniform systems will utilize assigned slots for users for personally assigned garments. Credit control for each user tracked and enforced by automated RFID tag scanning. Both systems will interface with dedicated secure enclosed drop off bins, as detailed below. Systems will have a loading station for each unit, and the operator shall be able to scan/enter and call up each position as needed and that slot will be brought to the loading point without requiring the operator to move.
Contractor will install new garment systems, provide all design and build services including installation of wall, hook up of electric and air lines to equipment, PC units as required, all freight rigging and delivery. Contractor shall install all low voltage wiring to create a stand-alone communication network between all machines and software in each individual equipment location (communication between laundry and issue rooms provided by VA). The contractor shall provide all RFID tags, pouches, readers, antennae and all peripheral equipment.
1) GENERAL REQUIREMENTS:
A. The systems shall provide automated dispensing and return of uniforms.
B. There will be a secure locking door to prevent unauthorized access to the system. The door will only open upon an authorized user entering their 6 digit pin number at the touch screen.
C. Uniforms can only be removed from the system at the designated access point.
D. The conveyor(s) are to be floor mounted.
E. A comprehensive and integrated UHF RFID software system will be provided by the contractor.
F. Both the tracking software and operating software must be capable of being repaired and updates provided by remote access.
G. All locations must be programmed by garment tracking software using a stand-alone network provided by the contractor. No data is to be transferred over the facility network. All transactions are recorded in a centrally located database.
H. Contractor must contact VA’s Contracting Officers Representative (COR) or Laundry Plant Manager to request DSL requirement that VA must provide for multi facility integration and central database in laundry.
I. The conveyor will be loaded in a single operation by loading items to empty slots in sequential order.
J. The system must offer the option of “credit control”, meaning that users can be denied access to clean items at management discretion.
K. A complete package to include all peripherals (heat seal machine, labels, UHF RFID tags and pouches, PC units, all scanning hardware to include antennae, readers, etc.) must be provided by contractor
2) OPERATING SEQUENCE:
A. To collect garments, the user enters their 6 digit PIN at the touch screen, which interfaces to the garment tracking software through the contractor provided stand-alone network thus initiating distribution of uniforms.
B. The users retrieve their uniforms by opening the door after it has unlocked, and their uniform position is open. The user must have access only to their uniforms, and all other positions must be locked down by pneumatic plungers.
C. The uniform issue (on all systems) is automatically recorded and sent to the software tracking system.
D. A debit is recorded in the software for each transaction performed by a user.
3) CONTROL SOFTWARE / ACCESS TECHNOLOGY:
A. The contractor shall furnish and install heavy duty touch screen keypads integrated with equipment offered. These must be dedicated, ultra-heavy duty touch screen models, membrane or manual touch pad keyboards are not acceptable. A separate touch screen must be provided for each of the garment exchange systems.
B. The uniform management software shall be installed on a PC in the laundry (Vancouver Location) and will communicate with all of the automation components subject to DSL provision.
C. The system shall include uniform management software to provide integrated garment tracking together with monitoring and control of a user database.
D. The systems shall be connected to a contractor provided server / computer and operate through the stand alone network (in each individual issue location, Portland and Vancouver).
E. The multi facility network allows communication thru the provided DSL lines to monitor activity, add or remove users and to access information as required.
F. All uniforms will be entered in the tracking software. Uniforms will be equipped with UHF RFID tags and pouches, as well as a man readable label for identification purposes.
G. The software will be completely integrated with all machines so that a single suite of reports can provide data on user transactions, machine activity and garment movements. The entire uniform inventory will be managed by this software.
The software will also have the following integrated features H. Interface to conveyor systems for all garments for automated distribution of assigned uniforms to employees.
I. Uniforms must be automatically unissued from employees when returned and bulk scanned prior to cleaning.
J. Track uniforms to and from laundry, with ability to generate reports on laundry activity and appropriate cleaning charges.
K. Create Uniform Repair Order and monitor uniform repair activity.
L. Integrated electronic signature capture terminal for use when assigning or loaning uniforms to employees.
M. Integrated purchasing system
The following reports will be available from the software
N. Inventory Reports
O. Employee Reports
P. Purchasing Reports
Q. Sales Reports
R. Repair Reports
S. Production Reports
T. Report Generator – Ability to create reports
U. Report Scheduler – Ability to schedule reports to be automatically emailed
4) LOCKING ENCLOSED RETURN BINS:
A. All return bins located in public areas (non-restricted access) are to be equipped with a locking mechanism which will only unlock when a user enters their PIN number.
B. Those bins located directly next to an issue unit may share a touch screen keypad with the issue function.
C. Bins in public areas not adjacent to issue units must have their own integral touch screen.
D. Touch screen PLC must send deposit information (user, time and date) back to the integrated software for inclusion in user record.
5) UHF RFID AUTOMATED TRACKING OF GARMENTS:
A. All garments shall have contractor provided UHF RFID tags in pouches affixed to each garment (attached by facility personnel).
B. Antennae mounted over each issue door record all garments actually issued to the user and record the data in the tracking software.
C. Additional antennae over the conveyor record all new items loaded to the conveyor and update the software in real time with “clean and loaded” detail.
D. Soiled scanning and deposit verification are performed by pushing a loaded cart past the bulk scanning station, which records all items in the cart in a single operation. (Alternate method – hand held bulk scanner is used to scan the cart in a single operation).
E. All tags recorded from the scan are immediately updated on the user record for credit.
F. The UHF RFID option would be used with the standard locking return bin to eliminate need for the video camera bin option.
6. SITE SPECIFIC REQUIREMENTS
