CONTINUATION RFI#2
General Questions/Statement of Work:
What are the working hours of the facility?
Answer-7:00am-3:30pm
With regards to installation requirements for the new piping, where does the mechanical room end? Does the process piping need to be run as new through the entire crawl space up to the floor penetrations beneath the washers?
Answer-Due to the age of the existing, the process piping will require replacement to provide proper flows/pressures. It is recommended that the contractor verify the sizes and lengths of said systems through site visit.
Item #1 - Water System Questions:
D.1 The specification referenced normal building grain hardness as specified but does not specify the hardness. Can a hardness value be provided so that the softener can be properly designed?
Answer-The hardness in PPM is 130, the grains are 7.59
E.2 The specification call for a 50-gallon cast iron condensate receiver tank and duplex pump. Can the VA verify that this is for the water system only and is not intended to be a replacement for the main condensate return pump in the mechanical room?
Answer-The 50-gallon cast iron condensate receiver tank and duplex pump are being procured to replace existing tank.
F.1 Should the remote status panel be located in the same place as the existing panel near the barrier wall on the clean side of the laundry?
Answer-Design layout is part of the contractor’s proposal; the placing of the remote status panel must be in the laundry plant.
Item #2 – Energy Monitoring System Questions:
Will the energy monitoring system need to require the sewer for the entire building or just the washers? Answer-Washers
Is a schematic acceptable for the energy monitoring system controls wiring as part of the 45 day submittal drawings or is a full drawing required?
Answer- (B.4 List of Deliverables) The drawings shall be ¼ inch scale drawings of layout of the textile care processing equipment offered. Drawings shall include adjacent equipment to show that equipment offered will fit into the location or space available.
Item #3 – Ironer Questions:
Are new roof penetrations for ductwork acceptable at this location?
Answer- New roof penetrations are allowed with proper flashing and caps on systems at and above the roof line.
Is ethernet required for the ironer?
Answer- Ethernet is required for the ironer.
How many spill response cabinets will be required for the thermal ironer?
Answer- Provide and install 2 each heavy duty wall mounted cabinet with spill response kit consisting of a minimum spill socks, pads, three pair gloves three pairs safety goggles disposable bags and ties per kit.
Feeder 1. Would a production rate of 900 pieces/hour be acceptable to the VA? This represents an 11% reduction to the specified rate of 1,020 pieces/hour.
Answer-The production rate of 900 will be acceptable.
Feeder 20. Are Green and Red belts acceptable rather than Green and Blue?
Answer- Provide and install 2 each heavy-duty wall mounted cabinet with spill response kit consisting of a minimum spill socks, pads, three pair gloves three pairs safety goggles disposable bags and ties per kit.
Ironer 2.iv. The specification calls for all pipe connections to be accessible from the side of the ironer. Due to the design of the deep-chest ironer, there are a few connections which are not accessible from the side. Will this be acceptable? If not, what will the testing protocol consist of during inspection to verify the successful bidder meets this requirement?
Answer- Yes
Ironer 2.vii. The specification calls for 2 pre-set contact pressures activated by program. Braun’s ironer uses a deep chest and torsion bar system to ensure equal down pressure across the roll and this functionality makes the need for programmable pressure moot. The down pressure is manually adjustable on the ironer as the pads wear out. Is this system acceptable to the VA?
Answer-Yes
Ironer 2.ix. The specification calls for bearing on both ends of the roll shafts. Is a roll with bearings on one end and a gearbox on the other end acceptable to the VA?
Answer- Yes
Ironer 2.xvi. The specification calls for 4” of insulation around the chest and 2” on the side frame. Would a deep-chest ironer with fully-insulated side shields (on the edges of the roll as opposed to the outside of the ironer) and an insulated canopy with an R-Value of R-5.7 be considered acceptable even though it does not meet the exact thickness? Flex chest ironers typically require larger amounts of insulation that are not required on a deep-chest ironer. If this is not acceptable, what is the required insulating R-Value of the 2” and 4” insulation? Additionally, what will the testing protocol consist of during inspection to verify the successful bidder meets this requirement?
Answer- Insulation in accordance with offered Manufactures equipment’s and recommendations.
Ironer 11-16. Would an ironer which incorporates the temperature readouts into the color, touch-screen PLC control as opposed to separate ½” LED displays be considered?
Answer- Yes
Ironer 12-13. These items are only applicable to steam ironers and are not applicable to thermal fluid heated ironers.
Answer- If not applicable to thermal fluid ironers then they will not apply.
Does the VA want to maintain their own database and software for this project?
Answer-The vendor will maintain the software through the warranty period, after that period as elapsed VA staff at the medical center will maintain the software.
The minimum functional specifications of this project state that the system is to have a local appliance that graphically displays the data via ArcNet of Web Server but it does not describe who if responsible for maintaining it. Typically, customers prefer that the OEM manage the database and software through a maintenance contract as it reduces upfront software licensing costs and overall maintenance responsibilities (data correction, report configuration, system upgrades, etc….).
Answer-The manufacturer will be required to provide this service through the warranty period at time of acceptance. After that period elapses, the Medical center will determine if we would like a service agreement with the vendor.
Can the VA verify if they would like to pursue the maintenance contract option?
Answer-The VA does not want to pursue a maintenance contract option for 36H79718R002 at present. After the warranty period the contractor can discuss a maintenance contract with hospital staff.
What are the units of measure for each metering point?
Answer- (For gas - ccf, water-gpm, compressed air-psi, and sewer we assume the most likely measurement being total volumetric flow but electricity-kWh has many different metrics.)
Can the VA verify what metrics/units of measure they require for each utility?
Answer- See above
Correction to RFI #1 Q2 – What are the working hours the successful bidder will be allowed to perform installation activity?
Answer-Laundry plant working hours are M-F 7:00am to 3:30pm. Work can be done at any time by the contractor, but we cannot interrupt plant services. We will still need to process laundry and the plant will need to be fully operational during working hours (M-F 7:00am to 3:30pm), except for us being able to process linen through the ironer. We will also need to be able to use our washers during work hours (M-F 7:00am to 3:30pm) so we will need full access to water during work hours.
