About this file
This document is a Limited Sources Justification for a 6-month task order issued by the Department of Veterans Affairs (VA), Network Contracting Office 17, for locum phlebotomy services at the Central Texas Veterans Health Care System (CTVHCS). The task order will be awarded to A-TEAM SOLUTIONS LLC under Federal Supply Schedule (FSS) Contract Number 36F79725D0200, with a performance period from October 1, 2025 to March 31, 2026. The services include providing phlebotomy staff for venipuncture, specimen processing, documentation, and specimen handling for VA beneficiaries, with coverage required Monday through Friday and on weekends and holidays.
The justification highlights that only one source is capable of providing these specialized services, and market research identified 1,692 Service-Disabled/Veteran-Owned Small Businesses (SD/VOSB) in the relevant industry classification. The current task order is set to end September 30, 2025, and a previous solicitation for these services was cancelled. The VA aims to use this 6-month period to implement a new method for ensuring continuity of essential phlebotomy services without interrupting care for VA beneficiaries. The vendor's GSA FSS rates have been determined fair and reasonable, and the contract allows for additional discounts on orders.
