About this file
This is an Award Notice for a firm-fixed General Services Administration (GSA) contract issued by the White River Junction VA Medical Center. The Department of Veterans Affairs Veterans Health Administration awarded contract 36F79723D0108 36C24126F0055 to Itamar Medical, Inc., a large business Original Equipment Manufacturer, in the amount of $109,500.00 on March 6, 2026. The contractor's address is 3290 Cumberland Club Drive, Atlanta, Georgia 30339, and the UEI is RFUSHQL6BM78. The contracting office is located in West Haven, Connecticut (ZIP 06516), with Point of Contact Contract Specialist Divianna Mathurin available at divianna.mathurin@va.gov or 914-325-3258.
The contract covers the WatchPAT One Direct Program for sleep apnea diagnostics, procured under product service code 6515 and NAICS code 334510. The VA determined that only one source could meet its minimum needs under FAR 8.405-6(a)(1)(B), as the requirement specifically mandates a FedRAMP-authorized Somnoware workflow supporting direct-to-patient shipping, secure data ingestion, and integration with VA's CPRS/Cerner systems. At the time of award, only WatchPAT ONE Direct Services satisfied these operational requirements in the VA's production environment. The VA noted that implementing alternative solutions would require months of additional Somnoware integration, FedRAMP authorization, and VA security assessments, creating unacceptable delays and costs that could jeopardize continuity of care for Veterans. The VA committed to considering competitive acquisitions in the future from vendors achieving FedRAMP-authorized Somnoware integration and demonstrating operational readiness for direct-to-patient workflows.

DESCRIPTION
White River Junction VA Medical Center has awarded a firm-fixed GSA contract to Original Equipment Manufacturer large business Itamar Medical for the purchase of the WatchPAT One Direct Program through GSA contract 36F79723D0108.
This determination is made under FAR 8.405-6(a)(1)(B), which permits limiting sources when only one solution can meet the Government’s minimum needs for unique or highly specialized services. The VA’s minimum need is not a specific device brand but a FedRAMP-authorized Somnoware workflow that supports direct-to-patient shipping, secure ingestion, and integration with VA’s CPRS/Cerner systems. At present, only WatchPAT ONE Direct Services meets these requirements in VA’s production environment.
Implementing alternatives would require new Somnoware integration, FedRAMP authorization for associated cloud workflows, and VA security assessments—processes that typically take months and introduce unacceptable delays and costs, jeopardizing continuity of care for Veterans.
The VA remains committed to competitive acquisitions in the future and will consider vendors who achieve FedRAMP-authorized Somnoware integration and demonstrate operational readiness for direct-to-patient workflows.
