About this file
This document is a Justification and Approval (J&A) for a Sole Source Acquisition for clinical chemistry analyzers at the VA Hershel "Woody" Williams Medical Center. The Department of Veterans Affairs is extending the current contract with Abbott Laboratories for a 6-month period to continue providing clinical chemistry services while simultaneously soliciting a new chemistry platform. The contract, valued at $420,000.00, was awarded on March 28, 2025, with the unique justification being the critical need to maintain patient care services without interruption.
The sole source justification highlights that the Abbott Architect chemistry system is deeply integrated into the laboratory information system and currently provides all chemistry analysis for the medical center. The contracting office determined that changing vendors would be impractical and could potentially discontinue clinical chemistry services. The contract covers equipment, reagents, technical support, training, standards, controls, repairs, and preventative maintenance. The procurement is being conducted under the statutory authority of "Only One Responsible Source" as no other supplies or services will satisfy the agency's requirements at this time.
