PRE-SOLICITATION NOTICE: The VA National Acquisition Center intends to issue Request for Proposal (RFP) 36E79722R0003 for an unrestrictive procurement for Pharmaceutical Repackaging and Distribution Services, for the Department of Veterans Affairs (VA) and Consolidated Mail Outpatient Pharmacy (CMOP). There are seven CMOPs and approximately 140 other facilities that may order pharmaceuticals under this program for delivery to their locations, through the repackager. The VA will award one contract to the responsible offeror that will serve as a unit-of-use repackager and distributor for generic pharmaceuticals needed by VA healthcare facilities. Offerors must state the exact name (name that appears on label) by which the drug will be supplied and have an NDC number that is unique to the offeror. Solicitation # 36E79722R0003 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about January 05, 2022, with a tentative closing date of January 26, 2022. The NAICS code for this procurement is 493110. Any future amendments and other miscellaneous documents will be available electronically for download at the following URL: https://beta.sam.gov/. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check this URL for any changes to this solicitation. All responsible sources may submit an offer that if timely received, will be considered. The estimated annual requirements are as follows:
A. Contractor is responsible for repackaging approximately 300,000 bottles of various pharmaceuticals each month.
B. Contractor is responsible for warehousing approximately 300,000 bottles of various pharmaceuticals at all times.
C. Contractor is responsible for distributing approximately 300,000 bottles of various pharmaceuticals nationwide, also including Puerto Rico, American Samoa, the Virgin Islands, Guam, and the Philippines.
D. The numbers above are not cumulative but are meant to illustrate how this Pharmaceutical Repackaging Program works. In any given month the contractor can be expected to distribute 300,000 bottles, warehouse 300,000 bottles, and repackage 300,000. There will be a constant inflow and outflow of product through the repackager’s facility(s) as product is received, orders are placed, and with VA maintaining a constant (approximate) 30–45-day supply of product on hand for all products at the repackager’s facility(s).
