About this file

This document summarizes a federal government pre-solicitation notice and request for Standard Form 330 submissions from architecture and engineering firms. The Department of Veterans Affairs seeks design services for a new 18,000 square foot police building at the West Los Angeles VA Medical Center. Required services include site evaluation, programming, schematic design, design development, construction documents, bidding support, and construction period services. The performance period is 365 calendar days from notice to proceed. The project value is set at $14.55 million. Responses are due by June 29, 2020. A 100% service-disabled veteran-owned small business set-aside applies. The selection process will include an evaluation of SF330 submissions and interviews of shortlisted firms. Evaluation criteria encompass professional qualifications, specialized experience, capacity, past performance, locality knowledge, and experience with construction period services.

1. 06/02/2020 06/09/2020 Would you be able to share when you will release the bid for the construction contract?

We are estimating early 2022 for issuance of construction solicitation. Of course, this is subject to change.

2. 06/09/2020 06/09/2020 We are trying to understand for sure what the term

"100% Set-Aside" means in context of this project. Does it mean that all team members must be SDVOSB or does it mean that a majority of the work is to be completed by the SDVOSB?

Within the context of this project this means that the Prime offeror needs to be a Certified

SDVOSB, and the Prime and any SDVOSB subs needs to perform at least 51% of the work.

3. 06/10/2020 06/22/2020 Page 4, under Professional Qualifications, which states that "Provide documentation to verify period of employment of personnel employed by the firms." What exact documentation would this be? Wouldn't the information in the SF330 Section E, Block 14.b. and

Block 15 suffice for this requirement?

The idea is for the government to be provided with a verifiable record for the statement in the

SF330 that the firm is required to list regarding the number of years an employee has been with their company. The company should have a verifiable record of the “full time” employment of their employees. This verification can be in the form of a yearly income tax statement, payroll or equivalent document that can demonstrate the employment of the listed employee. This documentation will not be counted against the page limitation.

4. 06/15/2020 06/16/2020 I am reaching out to you to request the dropbox link for the New Police Building Construction Project.

To clarify, we are soliciting for SF330’s for the design portion of this project only at this time.

5. 06/17/2020 06/23/2020 Are the PPQ’s included in the overall page count? Yes. See section 7 of the solicitation -

“SUBMISSION CRITERIA”.

6. 06/23/2020 06/25/2020 Under 7. SUBMISSION CRITERIA/REQUIREMENTS

(page 7 of the Presolicitation Notice document), it reads:

“The page limitation of the SF-330 shall not exceed a total of FORTY-FIVE (45) pages. This includes title page, table of contents, CPARS and PPQs, and other relevant information.”

CPARS and PPQs typically have 3-5 pages each, and we would like to have six (6) projects to highlight our

Team’s specialized experience adequately. This means we end up with 18-30 additional pages to the overall count.

With that said, are CPARS/PPQs still being considered as part of the overall page count?

The VA has determined that the page limit is acceptable as is. However, to address the concern expressed by potential offerors, note that the cover page and table of contents are now exempt from this page count limitation and will not be considered as part of the overall page count. All other Submission Criteria remains unchanged.
