1. 2-6-20 2/25/2020 The spec notes experiences with high voltage, what is considered high voltage?

The voltages for this project will not exceed 480 VAC. Experience should reference projects at this voltage.

2. 2-6-20 2/25/2020 The spec notes requirement of Contractor to have means of temporary emergency power to supply the hospital power in case the outage is beyond the allowable time.

Please specify what capacity/size the generator must be.

Current load for the hospital is 1.1MW.

Temporary Emergency Generator should be sized to handle this load. It is recommended that a 1.5MW generator be utilized to provide a sufficient safety factor.

5. 2-3-20 2-20-2020 Per specification 26 23 00 2.1.A.1, Low Voltage Switchgear - will the VA accept DET-890 AKD-20 rear access UL1558 GE switchgear as an approved equal?

This opens up competition since more manufacturers are able to provide this product. This would require repositioning the switchgear in the electrical room.

Possible location is south of the existing substation transformers and switches. Overall width of the switchgear will be reduced. Reference attached document titled “DET-890 AKD-20 Rear Access UL1558 - GE Specifications” to assist with your determination.

Any switchgear proposed must meet the ratings, components, physical space, and clearance requirements indicated in the bid documents.

Alternate positioning of the switchgear as needed can be considered at the contractor’s risk. Any alternates would need to be submitted with coordination drawings to prove compliance. The area to the plan south of the medium voltage switchgear and transformers is not permitted to be used.

6. 2-6-20 2-20-2020 One Vendor for the SWGR, ABB, has a good suggestion to revise the design and relocate the SWGR so that it can be manufactured by more vendors to afford the customer better pricing. The suggestion is to move the SWGR to an open area and maintain code clearances and have rear and from access. This will eliminate the front access requirement on the current design as well as reduce the overall foot print required to be front access only.

Square D Power-Zone 4 by Schneider Electric also offers a LV Draw-out Switchgear rated UL1558 with front access only. Would it be possible to be added to the approved list for the “New Normal Switchgear D”? 9. 2-6-20 2-20-2020 Can we substitute Cummins 3.3 Engine control panels for the specified CAT ECMP4.3 on the Generators?

Reference attached document titled “Cummins 3.3 Engine Control Panels - Specifications” to assist with your determination.

Alternate generator controls are acceptable so long as they will properly function with the existing Onan generators to meet the performance requirements in the contract documents. Any additional modifications to the generators beyond those indicated in the contract documents to accommodate an alternate controller would need to be included.

10. 1-23-20 2-20-2020 We are having some difficulty with vendors trying to quote building the gear for this job. Is there going to be more specifications/drawings provided on the switch gear details and design? If so, will they be posted with this amendment?

Basis of Design is noted on drawings. No additional design of the switchgear is anticipated.

11. 2-6-20 2/24/2020 During the site walk we did not see the freight elevator.

Can you provide the dimensions of the elevator doorway (height x width), the inside dimensions (width x depth x height), the maximum capacity, and the floors it accesses?

There is no freight elevator, the elevators used during the site walk can be used, however those elevators used by patients. The dimension of the elevator cab is 7.5’x6.5’x8.5’ (LxWxH); the door way dimension is 7’x4’ (HxW). The weight capacity per the name plate is 5,000lb.

12. 1-28-20 2/24/2020 Could you tell me whether a third-party firm will be required for construction materials testing/special inspections, and if so, if these services will be hired by the VA or the GC?

GC to hire third party inspector as required in the specifications.

13. 1-30-20 2-20-2020 Installation of the support steel for the load bank beneath the 8th deck involves penetration through the elevator room fire rated GWB partition above the GBW ceiling currently in place. Do we have access to the architectural & MEP drawings of that area of the 7th floor showing what is involved with accessing the area above the suspended ceiling?

Steel wide flanges may be cut and spliced to fit between existing ceiling pipes and cutwork. After installation of column or beam, replace 2 hour fire rated gypsum board to tight fit around steel web and flange. Caulk edges with HILTI Fire Caulk rated at 2 hours.

No additional drawings are available.

14. 1-30-20 2-20-2020 The site visit revealed multiple levels of piping and conduit in the 7th floor ceiling below the 8th floor deck to receive new steel framing which will require installation of scaffold to access the new steel installation location. We will need to revisit the area to determine how to install the scaffold. Can we schedule a second site visit to that area?

See comment above No. 13. Spliced steel should be lengths and weights to be compatible with elevator size and capacity.

The VA is not conducting additional site visits.

15. 1-30-20 2-20-2020 Please provide a plan of the 7th floor (including the exterior roof area) to allow us to evaluate fall protection options for the 8th floor exterior work.

No fall protection provided. If added at doorway, coordinate with window washing equipment. See E105 (which is mislabeled as it is actually the 8th floor).

16. 1-30-20 2-20-2020 Please identify the existing spray applied fireproofing material utilized on the 8th floor deck steel framing so we may patch it where removed for the new steel connections.

It will be the Contractor’s responsibility for on-site assessment of the existing fire-proofing applied to the existing steel framing to ensure proper repair and remediation should any of the fire-proofing be removed from the face of steel.

Repair qualifications shall meet current AISC code requirements. Replace and repair in kind fire proofing.

17. 1-30-20 2-20-2020 Please confirm that Note 1 on drawing S101 is identifying the two beams running north and south as part of the rooftop switchgear enclosure framing.

Confirmed. The two new beams are intended to frame directly below the two long-direction curbs of the switchgear. Beams may be spliced to accommodate delivery of beams to the roof via freight elevator.

18. 1-30-20 2-20-2020 Detail 1/A202 Switchgear Enclosure Canopy is depicting 1.5B22 Deck to be installed vertically and fastened to the canopy structural framing. What is this deck to span between as the only canopy framing is a tube steel column located in front of the personnel door?

Span is 3’-11-1/2” per Detail 2-A100.

Use Centria SRS2 decking in 18” widths.

See A101 Detail 6, 7 & 8. There is a lower beam support (4 sides) that is supported by steel columns and raked rafter beams. Decking sits on the later. Assume intermediate perlins as part of raked system as Z channels spanning about 4’.

Support against the existing 8th floor outside wall facing the Switchgear Enclosure is a double channel fastened through the outer wall.

Reference “Exhibit B” attachment posted with this amendment.

19. 1-30-20 2-20-2020 Please confirm the dimensions of P1 electrical room.

Drawings A101 and E102 dimensions are different.

The current design of the room will need to be increased to 12’-6” x 15’8” clear interior dimension. Reference “Exhibit B” attachment posted with this amendment.

20. 2-3-20 2-20-2020 We are unable to find a drawing that identifies floor slab elevations to determine the 8th floor slab height from grade or the 7th floor slab to 8th floor dimension. The engineer had indicated that he thought the information had been included in the drawing set? Could those dimensions be identified for us? (Need sidewalk, 7th floor & 8th floor elevations)

8Th floor to roof is 16’-10 1/2” 7th floor to 8th floor is 28’ – 1 1/2” Reference “Exhibit C” attachment posted with this amendment for all floors.

21. 2-3-20 2-20-2020 Contract Drawing E403, Note 7, referencing the two meters on the Main Breakers in the “New Normal Switchgear D”. The note indicates that the Meters shall be network capable to connect to existing VA metering network. Can you share information regarding the existing VA metering network? Is there a Power Monitoring System? Who is the manufacturer?

Also, specification 26 23 00, 2.5, A, references 25 10 10 Advanced Utility Metering specification. Can you please provide a copy of this specification?

Meters shall have network connectivity capabilities using Modbus/IP for future integration into VA Utility Monitoring and Control System. No other features are required at this time.

The current system is owned and maintained by VEnergy. The manufacturer is Schneider.

To bring a new meter online, the contractor would need to hook up the CTs and install the meter in the switchgear. They would then need to cable over to the nearest existing Schneider Remote Terminal Unit (RTU). The RTUs communicate with Master Comm system which is located on the 7th floor. Data is then transmitted back to the Schneider server in St. Louis. After the meter is connected to the RTU, the contractor would just need to contact Venergy, who would complete the final integration piece. POC: Josh Cross 925-914- 9212.

22. 2-3-20 2-20-2020 Contract Drawing E405 shows 1500kVA existing transformers feeding the Mains in the “New Normal Switchgear D”. The Mains are rated 3200AF/2500AT according to the drawing however, the 1500KVA Transformers are only rated 1804 amps. Are the Mains sized for a future transformer replacement that have a larger KVA rating? If not, then why include such large Main-Tie-Main Breakers and bus? The Mains and bus could be sized much smaller and save cost to the project.

Please advise.

Provide the sizing indicated in the construction documents.

23. 2-3-20 2-20-2020 There are lots of references to intercepting existing ABB (GE) Armorclad busway. Square D by Schneider Electric makes adaptors to connect to the existing GE Armorclad busway and allow for the cable tapboxes referenced on the drawings. Would it be acceptable if we provide a solution?

If an acceptable listed fitting is available from other manufacturer’s for transitioning from Armorclad busway which meets the specifications, it would be considered.

24. 2-3-20 2-20-2020 Will it be the responsibility of the General Contractor/Electrical Contractor to phase the project and provide temporary power to the hospital?

General Contractor should follow the installation phasing as noted in the design drawings. Detailed Phasing coordination will be the responsibility of the General Contractor.

25. 2-6-20 2-20-2020 May we use GPR (Ground Penetrating Radar) instead of x-ray for slab inspections?

Use of either non-destructive mechanism is acceptable as long as in-slab utilities can be identified.

26. 2-6-20 2-20-2020 What size conductors are we to use for the Lightning protection on 8th floor structure?

Per specification 26 41 00 2.1 – The structure requires a Class II system. Wiring should be sized accordingly for a Class II system.

27. 2-6-20 2-20-2020 Is there space allotted for the temporary Generator to be used to provide temporary power.

Please refer to E001, Detail 4.

28. 2-6-20 2/24/2020 Due to the complexity of this project for my subcontractors and suppliers, can the bid due date to be extended 2 weeks at the minimum to allow sufficient time for proper pricing?

29. 2-6-20 2-20-2020 Is the structure for the Emergency Paralleling Gear on the 8th Floor required to be pre-fabricated or can it be built on site?

The paralleling gear housing shall be prefabricated with the switchgear and tested prior to arrival on site.

30. 2-6-20 2-20-2020 Automatic Transfer Switches are in various Load Shed

Levels requiring load shed to be at the ATS Level. Are existing transfer switches equipped with communications and control capability so they can be controlled via the paralleling controls? If not then the load shed levels can’t be accomplished as indicated.

Hardwired ATS controls are provided to each existing ATS switch and are currently controlled by the existing paralleling gear and provide engine start signals to the paralleling gear.

Integration of these controls to the new paralleling switchgear will be required.

31. 2-6-20 2-20-2020 Drawings E406 through E409 show the one lines and transfer switches. Emergency Switchboard B shows two feeders (BE2 & BE3, each feeding an ATS #6. From the Sequence of Operations (E003) Load Shed Mode description, it appears that BE2 is ATS#6 and that BE3 is actually ATS#20. Please confirm.

Correct. ATS#6 connected to BE3 is ATS#20.

32. 2-6-20 2-20-2020 Drawing E107, Keynote 10, calls for extension of existing SLC Loop, etc. As it applies to the enclosure itself, it is our interpretation that what this requires is that the switchgear enclosure be provided with mounting provisions (junction box) for the Emergency Strobe currently in the paralleling switchgear room, on the north wall of the room, above and to the right of the entry door.

All wiring and conduit to be provided by others. Please confirm or clarify if otherwise.

The note is indicating where and how the extension of the SLC and NAC circuits should be routed to the new outdoor enclosure. All fire alarm equipment, wiring, conduit, devices, programming, power supplies, and testing is the responsibility of the contractor to provide fully functional fire alarm initiating and notification devices as indicated.

33. 2-6-20 2/24/2020 What is the height restriction for a vehicle carrying switchgear from the Building Entry/Exit to the P1 Level Area D electrical room?

Lowest point is 6’2”

34. 2-6-20 2-20-2020 What are the finished floor elevations, or the distances between floors, for levels P1, B, 1, 2, 3, 4, 5, 6, 7 & 8?

36. 2-6-20 2-20-2020 Drawing E407 shows Em Switchboard B with (3) internal ATSs. Two of them are labeled ATS 6, please provide corrected IDs.

37. 2-6-20 2-20-2020 Is Generator & ATS Control wiring allowed to be spliced? If splicing is not permitted, the location of each ATS needs to be provided to calculate lengths.

The existing to remain ATS wiring shall be permitted to be terminated in a junction box with terminal blocks as required for the number of conductors. Label box as ATS controls.

38. 2-6-20 2-20-2020 Drawing E407 Note 4 calls for replacement Unit Pricing (Material & Labor) for each individual ATS in the event it does not operate properly. Not enough electrical information is provided in the documents to provide accurate pricing. Please provide additional information or advise.

All ATS switches are shown on the single line for poles, voltage, and amp rating. Switches shall be suitable for 42kA withstand at 480V minimum.

Unit pricing shall include extending existing wiring, conduit, terminations, and additional labor needed to replace an existing transfer switch one for one. Switches shown on the one line within switchboards shall include the ATS components without a housing. No bypass would be required as none are installed on the existing switches.

Switches will need to include remote control capability by the generator paralleling controls, and interface to the new remote annunciators. All other options shall match the new ATS specifications.

39. 2-6-20 2-20-2020 If the Alternate for the load bank is accepted, can the permanent load bank be utilized for the final Generator load bank testing?

Yes it may be used to supplement part of the loading.

40. 2-6-20 2-20-2020 Is there a pathway or access (besides stairway) between the 7th and 8th floors to move large pieces of equipment?

or will Crain lifts be required?

The common freight elevator may be used depending on the size and weight. These elevators are also used by patients.

43. 2-6-20 2/24/2020 After going through the 319 page “Total” tab and all the other tabs in the Asbestos Data Table, I am unclear if there is actually any Asbestos Containing Materials that will be encountered on this project. Is there anywhere where it is known that we will encounter and have to remove Asbestos Containing Materials?

The contractor must be familiar with, and certain, that any material they will encounter and/or disturb is non asbestos containing. Should the contractor encounter a building material that is not represented by sampling data provided on the 319 page tab, then contractor shall stop work, notify the VA for further sampling to determine the presence of asbestos. The VA recommends that the contractor inventory the materials to be disturbed, in the course of their work, and compare with existing data table to determine if further sampling will be necessary

44. 2-6-20 2/24/2020 An asbestos table was posted on the beta.sam site. There is no mention of any asbestos to be removed on drawings or within specifications. Can you clarify if we will need to remove any asbestos and if so please provide a specification and quantities?

Roofing and fire doors in the Baltimore VAMC have been assumed to contain asbestos, since destructive testing would ruin the protective integrity of the materials. It is the duty of the contractor to determine if they will disturb any fire doors or roofing materials. If disturbance of material is anticipated, then further testing would be necessary to determine the presence of asbestos. If asbestos is found. then abatement must occur prior to their work. Per VHA Directive: Sampling must be provided by a third party hired through the VA. The contractor is responsible for abatement.

45. 2-6-20 2/24/2020 Many of my subcontractors and I are concerned that there is not have enough time to bid this project due to some of the complexities and need more time to ask questions as well. Please allow us an additional 2 weeks for submitting our proposal and for additional RFI’s.

46. 2-6-20 2/24/2020 Which elevator will be available to get large equipment in between the 7th and 8th floors? What are the dimensions and weight limit of this elevator?

There are two elevators which can be used, however these elevators are also used by patients and used to transport patients. The dimension of the elevator is 7.5’x6.5’x8.5’ (LxWxH); door dimensions are 7’x4’ (HxW). The weight capacity is 5,000lb per the name plate.

47. 2-6-20 2/24/2020 What is the head room for a truck delivering equipment from the Parking Garage entrance to the electrical room?

Lowest point is 6’2”

48. 2-6-20 2-20-2020 There are 10 existing GE busways that get a cable tap box installed on them. Does the contractor have to test the existing busways before installing the cable tap boxes?

Yes, the busway shall be tested in accordance with NETA ATS.

49. 2-6-20 2-20-2020 Drawing E407, phasing 2 note 4, states that unit pricing to replace existing transfer switches should be provided.

We see no unit pricing requirements on the bid form.

The ATS switches should be part of the base bid pricing.

50. 2-6-20 2-20-2020 Drawing E407, phasing note 5, states the contractor shall have a spare 800A transfer switch with by-pass available should an existing transfer switch fail. If the transfer switch gets turned over to the VA will it remain onsite or will we be required to deliver it to somewhere else?

The ATS shall remain on site for the government.

Store within former paralleling switchgear room.

51. 2-6-20 2-20-2020 Drawing E107 keynote 14 and drawing E409 indicates the outdoor load-bank is optional. Spec 26 32 13 2.7 has the same requirement. We see no optional pricing requirements on the bid form.

52. 2-6-20 2/24/2020 Spec 01 35 36 requires all employees shall have a pre-placement tuberculin screening within 90 days of being onsite. Is it acceptable if the screening was performed within 12 months of being onsite?

The ICRA states the following:

Is there a risk to the Construction Worker to have contact with or have shared airspace with a patient with TB disease or a clinical specimen that might contain Mycobacterium tuberculosis? ☐ Yes ☐ No

If YES, what PPE is required:

If YES, has the contractor provided written certification that all contract employees assigned to the worksite have had a TB screening test within 90 days prior to assignment to the worksite and if the TB screening test was positive do not have respiratory symptoms suggestive of active pulmonary TB? ☐ Yes ☐ No

The only time it requires the 90 day certification is if the worker will potentially be exposed, to a TB patient while working here. We would want baseline information on the worker in that instance.

53. 2-6-20 2-20-2020 Drawing E501 the existing 800A feeder busway has a keynote 3 at the top. This doesn’t seem correct shouldn’t it be keynote 8?

The referenced keynote should be revised to keynote 8.

54. 2-6-20 2-20-2020 Spec 26 32 13 3.2 C. and F. requires the engine generator to be tested with a load-bank using 100% resistive load.

The existing generators are rated 600KW can the new load-bank be used for these tests?

The new load bank may be used for supplementing load for the required testing.

55. 2-6-20 2-20-2020 If the new 600KW load-bank can be used for the testing, as required in spec 26 31 13, and is optional, and the option is not taken. The contractor will have to rent a portable load-bank for the testing so how can the contractor determine if it should be included in their bid?

The load bank has been included as part of the base bid.

56. 2-6-20 2-20-2020 Spec 26 32 13 3.2 I. requires multiple load-banks including reactive power recordings. Paragraph 2. b.

states “Increase the load in steps until each engine generator is loaded to its service load”. This will take a 4MW resistive-reactive load bank to do this test. The cost of placing and removing this load-bank on the roof to perform the test is very expensive. Did you consider installing a 4MW permanent load-bank on the roof in lieu of the 600KW load-bank? Have you considered the weight (approx. 36,000 lbs.) of the portable load-bank on the roof for the test?

The generator plant must be tested as indicated.

The locations, methods and equipment used for the test can be provided in a variety of ways at the contractor’s discretion. We would not recommend a single 4.5 MVA load bank due to structural constraints. Suggest multiple smaller load banks spaced above beams on the roof at the gear or on the penthouse roof. Testing plans shall be submitted for review and approval.

57. 2-6-20 2-20-2020 Can delivery of the outdoor walk-in enclosure and paralleling switchgear on the penthouse roof take place during the week during normal business hours?

At this time the VA has no issue with normal business hours; coordination and permits with Baltimore are required.

61. 2-6-20 2-20-2020 The new 1000A busway for DE2-1 riser is to be installed thru the stacked electrical rooms. The drawings indicate that the busway is installed straight vertically from the P1 level thru to the 6th floor without any elbows or offsets. Confirm this is correct?

The contractor will need to field coordinate the busway selected based on the routing. Although most interferences with the busway stack risers have been addressed, some adjustments may be required.

62. 2-6-20 2/24/2020 Can the work to modify the existing fire alarm system be done during the day during normal hours?

Off hours is preferred.

There are 15 feeders that feed 28 associated transfer switches. Approximately how many feeders will the VA allow to be done during a given outage?

Worst cast planning should be applied anticipating a maximum of 1 feeder per outing.

If at any time during the scheduled work, if the fire alarm or fire sprinkler system is going to be affected within the area of work for more than 4 hours in a 24 hour period, the contractor will have to provide fire watch. Depending on the area(s) of impairments will determine how many personnel will be required to conduct fire watch.

It is acceptable to locate control cabinet in the existing 8th floor switchgear room, pending approval of the equipment and adequate access to the controls is provided in the space.

Contractor will need to verify. Control wiring exists between the existing switchgear and each ATS. The project schedule specification calls out for cost loading of activities also for the purpose of invoicing. Would it be allowable to eliminate the cost loading of the schedule and utilize one of the two forms called out for the Schedule of Values and invoicing?

All interior beams and columns should be fire proofed with CAFCO spray-on cementitious coating – 2 hour protection. Intumenscent paint is an option but cementitious is less expensive.

Nothing penetrates the 8th floor in the paralleling room. All conduit is overhead on the 8th floor.

All conduit is within an interior space.

84. 2-6-20 2-20-2020 The painting specifications 09-91-00 states all existing material (walls; piping; conduit; equipment, ceiling) to be painted? This is in conflict with plan notes and finish schedule on A101 which defines areas of painted materials. Question is the specifications correct (it is an open undefined specification) or is the plan notes and finish schedule correct? And if so, what are the boundaries for painting is the interpretation all equipment and materials of the 7th floor; 8th floor; and basement floor. Where does the painting start and where does the painting end?

Plan notes and finish schedule shall prevail.

The new switchgear enclosure is identified on E- 106, which is the 8th floor. Column line G is where the 8th floor penthouse ends and the 8th floor roof begins. Connections from the 7th floor are shown at E105 near Stair #8. General note 2 gives guidance on the 7th floor to deck height.

106. 2-6-20 2-20-2020 Normally Nelson Studs are welded to the top of a floor beam through a structurally designed composite steel deck system to achieve a designed composite floor design; this is not the case here. There is no roof framing plan, no clear details or sections, no detail of the 8”x 8” plate and its relationship to the roof framing system.

Please advise.

Detail 5-A101 does not show Switchgear Enclosure (SE) but canopy that is between existing wall and SE. Height of bottom of canopy shall be 8” above personnel door of the SE.

Existing conditions for the ribbed aluminum sheet is not specified by the structural EOR on this project. 119. 3-6-20 3-11-2020 Per addendum #4 RFI’s, Q/A #38 & #49 – The answer provided states the replacement ATS switches should be part of the base bid pricing… How are we suppose to provide unit pricing for replacement of these ATS’s, given the base bid is a lump sum price? Can the VA provide an additional bid forum so contractors can provide the necessary unit prices;

separate of the base bid?

Are we supposed to include replacing all 28 ATS’s in the base bid, or just 1 of each size/rating/mounting provision?

When replacing these ATS’s, will temporary power be necessary, due to critical downstream loads? These unit prices are better suited to be applied after award of the contract.

Drawing E407 - PHASE 2 NOTES (Item 4) States: Unit pricing for materials and labor will be provided for replacement transfer switches of matching size and ratings for each switch, in the event the existing transfer switch does not operate properly.

120. 3-9-20 3-11-2020 Reviewing the answers to questions, in amendment 4-1, the answer to questions 38 and 49 creates an ambiguity.

On drawing E407 phasing notes 4 and 5 state that the contractor shall provide unit pricing for replacing transfer switches in case they do not operate properly and one spare 800 amp transfer switch. VMAC has 28 transfer switches ranging in sizes from 100 amp to 800 amp. Specifically the sizes are 100, 200, 260, 400, 600 and 800 amps. There would be a cost difference to replace each size transfer switch, one price would not correlate with each size switch. The answer to question 49 directs us to include the cost of the transfer switches in the base bid. How does the contractor know how many switches to include, all 28?

We believe the best approach would be to have unit pricing on each size switch on the bid form separate from the base bid? At this time we don’t know what to include in the base bid; just the cost of the wiring to replace each of the 28 transfer switches (as in note 4 on drawing E407) or the cost of the wiring and a new transfer switch(the answer to question 49)?
