1. 9/3/2019 Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Submit a proposal that includes all applicable taxes in accordance with FAR 52.229-3. If the state offers a tax exemption on building materials for contractors making purchases on a tax-exempt entity’s behalf, the exempt taxes should not be included in the proposal. The Government will sign a state of Rhode Island -Division of Taxation sales and use contractor exempt purchase certificate, Purchasing Agent Appointment and Delegation of Authority for Sales Tax and Use Tax upon request from the prime contractor providing an exemption on building materials

2. 9/3/2019 Will the Government provide comprehensive written badging requirements for the project if badging is required?

Yes

3. 9/3/2019 Where will the designated parking area be for workers accessing the construction site?

Parking is available at Davis Park and the lower lot off Valley Street (Lot 11). Contractor parking on campus is not allowed and strictly enforced.

4. 9/3/2019 Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

The software is compatible with the VA’s networks and is currently in use at many VA locations.

5. 9/3/2019 During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc

Refer to Division 01 Section 01 00 00.

6. 9/3/2019 Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

For fire alarm servicer refer to Division 28 Section 23 31 00.

All security and fire alarm and suppression systems work and/or disruptions are to be coordinated with the VA Construction Manager.

7. 9/3/2019 Has the work area been checked for asbestos? Yes – Refer to Division 02 specifications Section 02 83 99 and Drawing Number AD.102

8. 9/3/2019 What is the Governments’ policy if asbestos products are encountered during construction?

Refer to Division 02 specifications Section 02 82 13.13; 02 82 13.19; 02 82 13.21; and 02 82 13.31

9. 9/3/2019 Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

No

10. 9/3/2019 Who is responsible for the utility locations? Contractor

11. 9/3/2019 Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials?

Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

13. 9/3/2019 Is a dedicated SSHO required for this project or can this position be dual hatted?

Refer to Division 01 Section 01 35 26. This position cannot be “dual hatted”.

14. 9/3/2019 Is a dedicated QCM required for this project or can this position be dual hatted?

No – can be “dual hatted”. Per the FAR, The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government.

15. 9/3/2019 Can the sign in sheet from the site visit be published prior to the bid response date?

Yes, the sign in sheet will be posted as an amendment.

16. 9/3/2019 What are the working hours for this project? Normal working hours. However, per Division 01 Section 01 35 13 “In order to minimize disruption of daily hospital activities, work of this project may be required to be performed between the hours of 5 PM and 5 AM Monday through Friday and at any time on Saturdays and Sundays, holidays and inpatient wards excepted, unless other times are arranged in advance and approved in writing by the Project Manager.”

17. 9/3/2019 Is this project phased? Yes – Phasing is limited – Refer to division 01 Section 01 00 00 “It is the Contractor's responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.”

18. 9/3/2019 Per drawing ES.600, there is an overall site plan showing the site electric service. It has no scale and one is need to quantify materials, please provide a scaled drawing.

Refer to Drawing Number GI.102 for a scaled site plan.
