Attachment 1 – Answers to Technical Questions

1. Is this a new contract or a re-compete of an existing contract?

A: This is a new contract.

1. May the contractor submit commercial prime contract and relevant subcontract performance as examples of past performance?

A: Yes.

1. Would the government please provide a high-level estimate for the number of FTEs required to complete the tasks in the PWS?

A: No.

1. Will the government require travel, or will all work be performed on contractor site?

A: Yes, there will likely be a kick-off meeting and other trips to the site as needed. An estimate of 4 - 6 trips should be planned. There are 6 different property studies due.

1. Will the government please confirm that 100% remote work is allowed.

A: No, some travel will be required. Contractors may work from wherever they are in the country and when they need to travel to the site for a meeting or due diligence, they will be required to travel.

1. If the government does anticipate travel, how many trips for contract year and for how many working days?

A: 4-6 travel events with probably 2 days on-site, but this also depends on how long it takes them to complete due diligence studies This all depends on the contractor and how many people they bring for the different tasks.

1. Task Four, RFQ Solicitation Support –

6. Does VA contemplate contractor support for review and edits to draft RFQ document(s)?

A: Yes, please see the PWS.

6. Does VA contemplate contractor support for an industry forum or related outreach efforts to potential developers?

A: The Government does not know yet. It will depend on how much interest we get; most likely it won’t be needed.

1. Task Five, Property Studies upon COR Request – With regard to NHPA Section 106 consultation, an archaeological study appears to be an optional task (“if required”); however, the pricing sheet allows for a single unit price for all Section 106 consultation combined. Should offerors include the cost of the archaeological study in the overall fixed price or not?

A: Yes. An Amended Pricing Schedule to include optional items listed in Task 5 has been included with this amendment in an effort to clarify.

1. We would like clarification on the PRICING SCHEDULE. Deliverables 2 and 4 contain estimated quantities, or maximum quantities. How do these numbers relate to the associated CLIN 0002 and CLIN 0004 reflecting a quantity of one (1). We are unclear on the meaning of UNIT - JB.

A: The intent of the Pricing Schedule is to simplify the quote pricing. The 1 under Quantity/Unit – JB reflects the entire Deliverable as described in the PWS. If the Deliverable description reads “60 monthly reports”, your quote should be for the maximum number of 60 reports. The unit of JOB (JB) is used to describe the entire Deliverable, not each individual report.

1. Please clarify the “Conflict of Interest” Clause included in the PWS that reads”:

CONFLICT OF INTEREST CLAUSE

(a) As a condition of award, the Contractor's eligibility for future prime contract or subcontract awards will be restricted as follows:

The Contractor (to include principles, agents, and employees) is prohibited from performing services in any capacity on future commercial development or redevelopment of VA real property, subject to a task issued under this contract. This restriction is for a period of five years and shall expire at the end of the 5th year following expiration or termination of this contract.

A: This applies only to the awardee of this contract on future award of commercial development or redevelopment of VA real property projects at this location or site.
