About this file

This is a Request for Information (RFI) government questions document issued by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Acquisition Center (NAC) to gather market research and industry capabilities for the FY26 Recompete of Transcutaneous Electrical Nerve Stimulation (TENS) units and the expanded Electro-Therapeutic Modalities for Pain Management (ETMPM) requirement. The RFI seeks responses from manufacturers and resellers/distributors regarding their product offerings, technical specifications, Healthcare Common Procedure Coding System (HCPCS) codes, Centers for Medicare & Medicaid Services (CMS) assignments, and anticipated delivery leadtimes for devices intended for Contract Line Items (CLINs) X001, X006, X007, and X008. The procurement consolidates the legacy contract 36C79122D0005, expiring January 19, 2027, and expands the product scope to include Interferential Current (IFC) units, Short Wave Diathermy units, Neuromodulation devices, electrodes, applicators, batteries, chargers, cables, and clinical-use accessories to support nationwide non-opioid pain management across all Veterans Integrated Services Networks (VISNs), 168 Veterans Affairs Medical Centers (VAMCs), and over 1,000 outpatient clinics.

Respondents must provide company registration information (UEI, CAGE code, business size classification under NAICS 339112, socioeconomic status), detailed product offerings with performance specifications and part numbers, and answers to specific government questions regarding HCPCS utilization and CMS code assignments. The anticipated contract vehicle is a Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) structure. All RFI responses must be submitted as signed PDF documents by June 26, 2026 at 3:00 PM CST to Contract Specialist John Overstake at john.overstake@va.gov. The government will use the RFI responses to refine requirements, inform acquisition strategy, mitigate risks, and subsequently issue a formal solicitation (RFP or RFQ) reflecting refined requirements. This RFI is not a binding contract vehicle, and responses will be retained in the official contract file for documentation purposes at respondent's own expense.

Participation by Industry in the Government's market research effort is entirely voluntary, Respondents are not permitted to invoice the Government for the expenses incurred in preparing responses to the Government's Questions, all responses submitted to the Government shall be prepared at the Respondent's own expense. A central tenet of acquisition reform is to significantly improve the quality of market research by conducting a market and industry survey. Upon the closing date for the receipt of all RFI responses from industry, the Government will undertake a comprehensive review and analysis of all submissions received. This analysis will be used to:

a. Refine Requirements – Incorporate relevant industry feedback to clarify technical specifications, performance objectives, and anticipated deliverables.

b. Inform Acquisition Strategy – Evaluate potential procurement approaches, contract types, and timelines to ensure alignment with mission objectives and market conditions.

c. Mitigate Risk – Identify potential challenges, constraints, or dependencies that may impact project execution.
