About this file

This is a Questions and Answers document for Sources Sought Notice #36C79125Q0001 regarding battery supplies for the Department of Veterans Affairs. The document addresses inquiries about brand requirements, packaging specifications, and potential brand changes during contract performance.

The solicitation covers 25 different battery types (CLINs X001-X025) including alkaline, lithium, nickel metal hydride, silver oxide, and zinc-air batteries in various sizes and configurations. Specific packaging requirements are detailed for each CLIN, with most requiring standard commercial packaging, intermediate packaging, and master shipping packaging quantities. Key requirements include: batteries must meet ANSI/NEDA standards; brands must remain consistent throughout the contract period unless changes are approved by the contracting officer; certain button cell batteries must comply with federal packaging guidelines per Reese's Law P.L. 117-171; and responses are due by December 17, 2024, at 12:00 PM EST. The VA notes that packaging quantities are based on typical 6-month supply needs for veterans, and brand consistency is important to minimize confusion and call center inquiries.

Sources Sought Notice: 36C79125Q0001 Questions and Answers #1

1. Does brand matter? Do you prefer to have the standard size batteries all be the same brand? Like for AA, AAA, C, D & 9V alkaline they are all Rayovac.

0. Batteries must meet technical requirements and current ANSI/NEDA standards for the battery type required. The brand offered is not important, but they must remain consistent through the period of any contract unless changes are coordinated and approved by the contracting officer.

1. Does package increment matter? I see that the AA & AAA alkaline are 8-pks and C, D & 9V alkaline are 6-pks. Are these the increments you prefer?

1. The package quantity we currently use is based off ordering and reordering quantity; changes to the quantity of packaging could result in more cost to the government as Veteran’s lose or misplace a larger quantity requiring clinicians to reorder prematurely. As 8 batteries is usually a 6-month supply and so on. Below is the list of CLINS and their packaging requirements:

1. If we quote a certain brand, can we change it in the option years (if needed)? For example, we sell NSN 6135-00-985-7845, AA alkaline 24-pk, which is currently Rayovac, but when we re-bid in March/April for effective date of 7/1, the lowest mfr. could be awarded meeting ANSI/NEDA specs. This could be Energizer or Duracell.

2. Any changes made after contract is finalized would require a modification with approval through the contracting officer. Changes do affect the DLS, specifically the call center; Veterans get used to a certain type and name any changes causes them to question the delivery of the item and inflates call to our call center.
