DESCRIPTION
The Department of Veterans Affairs intends to award a sole source contract under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1(2)(ii)(A) to Netsmart Technologies, Inc., 3500 Sunrise Hwy. Great River, NY 11739 - 1001.
The contract is for the continued participation in an international Standardized Functional Outcome Metric (SFOM) Tool by the Department of Veteran Affairs Physical Medicine and Rehabilitation Services (PM&RS). Functional assessment data of each patient admitted to and discharged from rehabilitation bed-services is collected and submitted to Netsmart Technologies, Inc. Enrollment entitles VA to historical comparison data that represents private sector rehabilitation facilities. All facilities within the VA continuum of care also can enter their functional assessment data for patients treated within PM&RS at any bed location. From this data, Netsmart Technologies Inc., compiles quarterly outcome reports that are made available to each member facility while VACO is provided agency wide roll-up reports for all rehabilitation and continuum facilities on a quarterly basis. Program evaluation methodologies, total quality management practices, and managed care are made possible through careful use of this data. The contract will allow the use of the Netsmart’s copywritten Functional outcome metric assessment tool, which allows the VA facilities to be "credentialed" in the data collection process.
This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement which shall be considered by the agency on future procurements. The government shall not reimburse interested parties for submissions of capability statements in response to this notice.
