A.2 Questions and Responses Q: Would you be able to tell us the estimated average quantity shipped per order, and/or average # of orders in a year, in order for us to determine shipping costs?

A: The Government anticipates ordering within a range of 100-200 Non-Bluetooth Finger Pulse Oximeters per month, a rough order of magnitude would be twelve (12) orders a year or approximately 2400 Non-Bluetooth Finger Pulse Oximeters.

For the Bluetooth Pulse Oximeters the Government anticipates ordering within of a range of 50-150 Bluetooth Finger Pulse Oximeters per month, a rough order of magnitude would be twelve 12 orders per year or approximately 1800 Bluetooth Finger Pulse Oximeters.

These numbers are not guaranteed but estimates to help with the determination for shipping costs. These orders could be more or less determined by the need of the Veterans and the ordering Clinics within the Department of Veterans Affairs.

Q: Are refurbished or overseas oxidator units acceptable?

A: No, refurbished units are not acceptable and the request is for Finger pulse oximeters.

Q: Is there consideration given to companies that are small disadvantaged?

A: No, this procurement is being conducted under unrestricted, full and open competition procedures.

Q: Is BAA compliance looked upon more favorably?

A: Yes, foreign end products will only be considered in the event an exception listed in FAR FAR 25.103 applies.

Q: Can you please confirm the due date for responses? We have seen 2/1/2018, 2/9/2018, & 2/12/2018.

A: The proposals are due 2/12/2018 at 2359 or 1159 pm Q: Most previous VA pulse oximeter acquisitions have avoided the added cost of carrying cases.Not only do these tiny cases add cost of perhaps $10+ for each of thousands of units, but they are also most unlikely to benefit or be used by patients. Request you remove this unnecessary and more costly carrying case from your list of minimally acceptable criteria.

A: In this modification, we have removed the carrying case requirement from the minimum technical requirements for the CLIN. Carry case can be provide if it is bundled with the proposed end item. A separate CLIN for a carrying case will not be added.

Q: The Display/Dimensions listed are the same for both Non-Bluetooth and Bluetooth models. These specific dimensions produce a volume of 4.64 cubic inches. Advances in technology and different designs can produce different dimensions than these minimally acceptable length/width/depth dimensions. To allow for advances in technology, recommend the minimally acceptable criteria be restated to note: “Similar dimensions that produce an equal or smaller unit volume will be acceptable”.

A: In this modification, we have revised the Minimum Technical Requirements to Add “Similar dimensions that produce an equal or smaller unit volume will be acceptable”.

Q: The minimally acceptable criteria for Blue-tooth ready unit is one AAA. Most designs used by the DALC today use two AAA batteries which provide multiple pulse oximeter performance advantages. Request this criteria be changed to allow either one or two AAA batteries.

A: In this modification, we have revised the Minimum Technical Requirements to allow for one or two AAA batteries.

Q: The minimum acceptable criteria for battery life is stated as “approximately 2,400 spot checks”. Since this is stated as a “minimum acceptable criteria”, we request it be re-stated as “at least 2,000 spot checks”. New designs and variations in battery performance produce different results.

A: In this modification, we have revised the battery life requirements.

Q: Request you identify which telehealth systems by brand that these Bluetooth pulse oximeters will be used with so we can propose the best match to those systems.

A: These pulse oximeters may be used as standalones or possibly paired with a variety of different Home Telehealth platforms, therefore we are unable to provide exact brands.

Q: Page 40 of 72 states that the Government shall evaluate past performance, but there is no past performance information required to be submitted by any offeror, nor any evaluation criteria against which to determine whether an offeror’s past performance indicates the offeror can be determined responsible for this $10M contract. We suggest that the Technical Proposal include a requirement for a maximum 10-page Corporate Capability plan that allows the DALC to assess whether an offeror has:

a. Previously demonstrated ability to provide sufficient inventory and warehousing for contracts of this magnitude

b. Previously demonstrated the ability to meet all order delivery requirements

c. Avoided grey market products

d. The required letter of supply

e. The required letter of authorized government distributor

e. Previously and successfully provided timely customer service including warranty support.

A: As stated in the solicitation, the Government intends to use CPARs to determine offeror responsibility.

Q: Page 44 of 72 calls for a letter of commitment from the manufacturer that assures a source of supply. Such letters are not adequate for preventing Grey Market products from being substituted in deliveries to the Government that do not carry the manufacturer’s warranty. To avoid out-of-channel grey market products that increase VA quality and safety concerns, we suggest you instead require the following letter of supply and letter of Authorized Government Distributor as required by a recent SAC RFP 36C10G18R0093. These VA provided samples are a best practice for avoiding grey market products which do not have OEM warranties.

A: We are requiring a letter of commitment from the OEM manufacture of the proposed product. We feel this is sufficient to prevent grey market products that do not have OEM warranties.

Q: Will you be accepting open market bids? If so, will it matter if they are TAA compliant?

A: This is an unrestricted, full and open completion procurement being conducted in accordance with FAR part 12. In respect to TAA compliance, please see question answered above.

Q: Page 10, Section B.2 – Subcontracting Plan. Are Vendors required to submit our subcontracting plan with our proposal response?

A: It depends on the socioeconomic status of the offeror. Any large business will be required to submit a small business subcontracting plan with their proposal.

Q: On page 2 section c of Shipping requirements, will you please clarify the term “Mark for” as it applies to the shipping requirements?

A: This simply means any package sent for products furnished under this contract shall be marked with the “Attention: Armando Encinias” on the shipment label.

Q: Can you please advise if you are looking for a consumer product or a CII Medical Device?

A: The government is requesting consumer pulse oximeters.
