About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB).
The Department of Veterans Affairs, Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) is procuring construction services for the Southeast Louisiana VAMC to support Forward Deployed Services (FDSS) infrastructure upgrades. The requirement involves constructing and configuring electrical power delivery systems to IT equipment cabinets in Building 2, Room 4G104, compliant with OEHRM Site Infrastructure and End User Requirements (SIEUDR) and OIT Infrastructure Standards for Telecommunication Spaces (ISTS). This is a new, firm-fixed price construction contract with a performance period of 164 days after Notice to Proceed. The contract will be awarded on a sole source basis to Coactint, LLC, a verified SDVOSB, under statutory authority 38 U.S.C. § 8127(c) and VAAR 819.7008. No certified cost and pricing data is required. The J&A will be posted within 14 days after award and remain publicly available for 30 days. No pre-solicitation or award synopsis notices are required due to the contract value falling below the $20,000 and $25,000 thresholds, respectively. For future acquisitions, the Southeast Louisiana VAMC and PCAC will solicit on the open market using FAR Part 36 procedures.
