The project must comply with OEHRM Site Infrastructure and End User Requirements (SIEUDR) and OIT Infrastructure Standards for Telecommunication Spaces (ISTS). The estimated contract value is between $100,000 and $250,000 with a 90-calendar-day period of performance from notice to proceed. NAICS code 236220 applies (size standard $45 million). The response deadline for capability statements is October 13, 2026, at 2:00 PM Eastern Time. Interested contractors must submit a single PDF document (no more than 4 pages, ≤4MB) addressing company information, business size/type, statement of interest, and examples of similar work performed within the past seven years. Capability statements should be submitted electronically to amy.graham@va.gov and scott.elias@va.gov. The Government reserves the right to reject the sole-source determination based on capability statement responses.

PROJECT BACKGROUND & DESCRIPTION:

The VA requires upgrades to support Joint Security Architecture (JSA) IT equipment and the Forward Deployed Services (FDS). JSA and FDS equipment provided by Oracle Cerner and located within the VA main computer rooms at both the VA Little Rock and VA North Little Rock campuses will ensure compliance with OEHRM and OIT standards and maintain system integrity. Each IT equipment set will require a specific configuration of electrical power to be delivered to its IT cabinets, compliant with OEHRM Site Infrastructure and End User Requirements (SIEUDR) and with OIT Infrastructure Standards for Telecommunication Spaces (ISTS). The VA’s current Little Rock Server room/MCR is in LR Building 1, Rm 1E-158, and the cores are in LR Building 1, Room GC-159. The A-side UPS is in LR Building 1, Rm 1E-158. Electrical power is available in adjacent Building 1, Rm 1E-161 to pull electrical power for the B side UPS that will be installed in LR Building 1, Room 1E-158. The VA’s current North Little Rock server room/MCR is located in NLR Building 102, Room 220, and the cores are located in NLR Building 58, Room 33 approximately 300 feet to the west of NLR Building 102.
