About this file

This is a Technical Questions and Responses Tracking Sheet for Solicitation 36C77626Q0210, the EHRM Installation of DDPO2 project at Hines, IL. The document compiles 100 contractor questions received between May 22 and June 2 with corresponding VA responses, addressing ambiguities and clarifications on project scope and execution.

The project involves installing 19 new emergency power outlets and 10 new normal 120VAC power outlets, plus telecommunications cabling (CAT6a) to multiple locations throughout the facility. Key clarifications include: panelboard capacity assessments and breaker installations will be coordinated post-award with the VA Electric Shop; individual homerun circuits are required for all new emergency and normal power outlets; flex conduit is acceptable in patient and sterile rooms to minimize wall disruption; data and power outlet mounting must match existing adjacent outlets (recessed or surface-mounted); ceiling tiles cannot remain open overnight; and power and data cables must run as continuous single cables from start to end points, eliminating the need for 2'x2' lockable access panels. The VA will provide Oracle Connectivity Engines, tracking boards, and related equipment; the contractor provides only power and data infrastructure. The contractor bears primary responsibility for infection control measures, restoration work, and hazardous materials abatement if encountered, though asbestos and lead paint abatement constitute differing site conditions compensable when unavoidable. Access to telecom rooms requires 14 days' advance notice; Mental Health areas require two-person crews for above-ceiling work and coordination with Hines Shops due to lockdown ceiling systems. The project operates in an occupied medical facility requiring ICRA compliance, terminal cleaning by VA staff, corner-to-corner wall painting, and coordination with COR for scheduling, material delivery, parking, and laydown areas.

12 5/22 Do each of the new 120vAC NORMAL power outlets require individual homerun circuits run back to a panelboard?

13 5/22 Many of the locations identified in the SOW are in patient rooms and sterile areas. Where the SOW calls for new outlets to be installed and conduit is to be concealed behind walls, can the Contractor utilize flex conduit to reduce opening of walls which causes airborne dust, debris and destroys existing wall textures (Yes or No)?

Yes, flex conduit is acceptable in-patient rooms and sterile rooms.

14 5/22 Where data drop outlets (telecom CAT6a) are required to be mounted in concrete walls, can outlets be surface mounted (Yes or No)?

Generally, all data outlets and conduit should be recessed. Where adjacent data outlets are surface mounted, the new data outlets may be surface mounted when a recessed outlet is not practical. Where the adjacent data outlets are recessed, the new data outlets shall be recessed. Coordinate with the COR on any specific questions prior to any work starting.

15 5/22 Where 120vAC power (Normal and Emergency) outlets are required to be mounted in concrete walls, can outlets be surface mounted (Yes or No)?

Generally, all power outlets and conduit should be recessed. Where adjacent power outlets are surface mounted, the new power outlets may be surface mounted when a recessed outlet is not practical.

Where the adjacent power outlets are recessed, the new power outlets shall be recessed. Coordinate with the COR on any specific questions prior to any work starting.

16 5/22 Will the VA be providing escorts to the contractors for access into TR rooms so that access is provided when needed to not impact the project schedule?

Hines OI&T will provide access to these TR closets however the contractor should show when access is needed on their construction schedule to limit confusion and allow for bundling of these actions. Access to the closets should be planned 14 days in advance of when actual access is needed.

17 5/22 Where hard ceilings exist on the routes for the new power and data drop cabling, is the contractor responsible for providing 2’x2’ lockable access panels, where needed?

Power and data cables should be one, continuous cable from start point to end point. As long as the power and data cables are continuous (not connecting 2 cables), a 2’x2’ lockable access panel is not needed.

18 5/22 How many (quantity) Oracle Connectivity Engines (OCE) are to be installed by the Contractor on this project?

None. The contractor’s scope is for power and data.

The VA will install mounting brackets, provide connection cables, and install the devices separately.

19 5/22 Who is responsible for providing the OCEs (VA or Contractor)?

The VA.

20 5/22 Who is responsible for providing the OCE power cords (VA or Contractor)?

27 5/22 Where data drop outlets exist or are to be installed near tracking boards, who is responsible for providing the ethernet cabling that runs from the Tracking Boards to the data drop outlet (VA or Contractor)?

The VA.

28 5/22 Do any of the areas above ceilings, or behind walls where conduit is to be run have asbestos containing materials (ACMs)?

Refer to the SOW.

29 5/22 Is the Contractor required to employ an Illinois Department of Public Health (DPH)-licensed asbestos inspector to survey (NESHAP Inspection) the work areas for the presence of asbestos-containing materials before any demolition work (i.e., opening of walls for conduit installation on new receptacles)?

While the SOW states asbestos is present, the likelihood of encountering asbestos for this project is very low. Since we cannot say with absolute certainty there is no asbestos, the SOW states as such. We anticipate asbestos that may be encountered will be in the form of pipe insulation. Disturbing the insulation can be avoided by preventing any cables or conduit contacting the potential ACM insulation. Given this information, there is not a need for licensed asbestos inspector unless the contractor so desires to include these services with their bid submission.

30 5/22 Do any of the walls located in the areas of work have lead paint?

Refer to the SOW.

31 5/22 Who is responsible for abatement of ACMs or lead paint if, and where, encountered when demolishing/opening walls (VA or Contractor)?

The mere presence of ACM and lead paint is not a Differing Site Condition. If ACM is encountered and unavoidable, the contractor will be required to perform abatement as a Differing Site Condition. If lead paint is encountered and exceeds 1.0 mg/cm2, the contractor will be required to perform abatement as a Differing Site Condition.

If lead paint warrants abatement, the hospital would prefer the wet chemical removal method. It is far less destructive, more controlled, and can be done in shorter time.

32 5/22 It appears that much of the work is being performed in patient areas. When we complete the work in an area/room, is the VA responsible for performing terminal cleaning (Yes or No)?

Yes. The contractor should include on their schedule allowing one-day after their work is complete for the VA’s EMS staff to perform terminal cleaning.

33 5/22 When patching and painting walls that have been opened for conduit and box installation, does the VA expect each wall to be painted corner-to-corner (Yes or No)?

Yes.

34 5/22 Where above-ceiling space is limited for additional conduits, can the contractor utilize j-hooks to support the data drop CAT6a horizontal cabling?

35 5/22 Is the Contractor required to INCLUDE all anticipated ACM and Lead Paint abatement costs in their bid proposal price (Yes or No)?

No. Any claims of ACM or lead paint must be supported by positive testing. It is contractor’s responsibility to test any potential hazard. The testing should be done in coordination with the COR. Also refer to responses on previous questions.

36 5/22 How many (quantity) tracking board “PCs” are to be installed by the Contractor for this project?

None. The contractor’s scope is for power and data.

The VA will install mounting brackets, provide connection cables, and install the devices separately

37 5/22 Who is responsible for providing the tracking board “PC” mounting brackets, if needed (VA or Contractor)?

The VA.

38 5/22 Who is responsible for starting up the tracking boards AND the tracking board PCs (VA or Contractor)?

The VA.

39 5/22 Hines VA projects are typically tax exempt. Will the VA be providing a Tax Exemption Certificate for this project upon award (Yes or No)?

Please see Amendment 04, which provides special notes on the taxes, as well as a tax certificate as an attachment.

40 5/22 Where walls covered in wallpaper need to be opened to install conduit EMT, and the wallpaper cannot be matched, how does the VA want the wall finish repaired?

We are not aware of any walls covered with wallpaper that will be impacted by this work.

41 5/22 What type of ceilings are in Mental Health (i.e., splined, hard ceiling, or drop ceiling tiles)?

Mental Health on the 2nd Floor of Building 228 has a lockdown ceiling system. Access above the lockdown ceiling system for Locations 31, 32, and 33 shall be coordinated with the Hines Shops.

42 5/22 Will the VA be providing escorts while the Contractor performs work within Mental Health?

No. Refer to the SOW.

43 5/22 When working above ceilings in Mental Health does the VA require a two-man crew from the Contractor at all times (one person on ladder and one on floor managing ladder safety) (Yes or No)?

Yes. Refer to Attachment 9 of the SOW.

44 5/22 If the Contractor needs to install new ceiling access panels in Mental Health, what specific type of access panels (i.e., color, size, style, lockable, or grade) is the VA looking for?

No access panels are anticipated for the work in Mental Health.
