About this file

This document is a Statement of Work (SOW) for a Design-Build project to construct a new Chiller Plant at the Clement J Zablocki VA Medical Center in Milwaukee, Wisconsin. The project involves designing and constructing Building 153, a new chiller plant to replace the existing system in Building 109, with the goal of enhancing cooling capabilities for the Main Hospital. The Design-Build contractor will be responsible for comprehensive services including architectural and engineering design, site preparation, demolition of Building 109, utility installations, structural and mechanical construction, and commissioning.

Key project requirements include providing a fully functional chiller plant meeting VA specifications, maintaining campus operations during construction, installing new utilities (water, sewer, electrical, data), implementing site security measures, and ensuring phased construction with minimal disruption. The project timeline spans approximately 730 consecutive days, with multiple design submission milestones (35%, 65%, 95%, and 100% design reviews). The contractor must adhere to VA design guides, current building codes, and safety standards, with specific attention to healthcare-associated Legionella disease prevention and physical security design requirements. The project is managed by the Department of Veterans Affairs Technology Acquisition Center Austin.
