About this file
This document is a Modification to a Presolicitation Notice for a federal contract opportunity for Architect-Engineer (A-E) services at the Northport VA Medical Center. The project involves EHRM Infrastructure Upgrades with an estimated construction cost of $50 million, expected to be awarded in May 2026. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 541330, with a small business size standard of $25.5 million.
The VA is seeking A-E services for design review, pre-bid revisions, solicitation support services, construction period services, and commissioning. The solicitation requires firms to submit Standard Form (SF) 330 Architect-Engineer Qualifications packages by June 17, 2025, at 1:00 PM ET. Evaluation criteria include construction period services experience, specialized technical competence, past performance, professional qualifications, local knowledge, and capacity to complete the work. The contract is anticipated to be awarded by August 2025, with an initial performance period of 125 calendar days for design review and 120 calendar days for solicitation support services.

DESCRIPTION
The purpose of this modification to the presolicitation notice is to provide responses to the technical questions received (see next page).
Responses to Technical Questions 36C77625R0065 Northport EHRM Infrastructure Upgrades CPS
Question 1:
Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
VA Response:
The estimated construction cost is $50,000,000. The construction project is expected to be awarded in May 2026.
Question 2:
Has this original design been stamped by a Professional Engineer?
VA Response:
Yes, but not required. For example, electrical drawings were stamped by a PE registered in California.
Question 3:
Does this project have to follow NY State Board of Professional Engineers Engineering Laws?
VA Response:
No.
Question 4:
Are the laws of professional engineering in the state of New York applicable to this project, in New York? These are the laws that protect the original design of a project to not be altered.
VA Response:
No. The new AE is not liable or responsible for the existing design which is now property of the VA but would only be responsible for items included in the scope of work.
Question 5:
Does the VA have permission from the New York Board of Professional Engineers to alter the design of a project stamped by another licensed engineer?
VA Response:
Since we are a federal entity, the NYS board has no jurisdiction here.
Question 6:
The Project Information section of the Presolicitation Notice states that the period of performance for the design review and pre-bid revisions is 125 calendar days after NOA, with an additional 120 calendar days for solicitation support services. However, the experience the VA is requesting firms to demonstrate under Factor 1 Construction Period Services is geared towards full CPS. Could the VA please clarify whether this contract is for design review and solicitation support services only, or if it will also include CPS for the construction?
VA Response:
This contract will include construction period services in addition to the design review/revisions and solicitation support services. However, CPS will be included as options that will not be exercised until the construction contract is awarded.
Question 7:
What type of design changes does the VA anticipate under this contract – will it just be updating for the latest EHRM Design Alerts or actual re-design of one or more elements?
VA Response:
The intent is not to re-design or to “chase” evolving codes and requirements not specifically mentioned in SOW. What is required is essentially a modification to the existing design; the specifics are called out in the scope of work document. We consider the design as complete but more recent design alerts published since the acceptance of the original design documents (especially DA #14 and #16) have provided flexibility that allow a more right sized economical approach to TR components.
