About this file

This file is a Technical Questions Tracker for a Veterans Health Administration (VHA) Architect-Engineer services solicitation for EHRM Infrastructure Upgrades Design at the Seattle VA Medical Center. The solicitation (Number 36C77625R0043) is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns in the Engineering Services NAICS code, with an anticipated construction magnitude between $20-50 million. Key technical questions addressed include clarifications on professional qualifications (specifically that a plumbing engineer, not just a designer, is required) and an agreement to increase page limitations for proposal submissions to 50 pages.

The procurement seeks a design team to develop complete construction documents, including working drawings, specifications, reports, construction period services, and commissioning. The VA expects to award the contract by August 2025, with a 365-calendar-day performance period for design completion. Evaluation will focus on professional qualifications, specialized experience, technical competence, capacity, past performance, and knowledge of locality, with key positions required including Architect, Electrical Engineer, Mechanical Engineer, Project Manager, and several other specialized roles. Offerors must submit a Standard Form 330 by 1:00 PM ET on April 15, 2025, to Samuel Cornwell and Joseph Rossano, with strict requirements for SDVOSB certification and compliance.

For Factor 1 – Professional Qualifications, will a plumbing designer be acceptable and weighted equally with a plumbing engineer?
No, a plumbing designer is not acceptable. Plumbing Engineer is applicable and meaningful for the project.

Considering the requirement to submit 15 resumes, would it be possible to extend the page limit to allow for more space in Section H? With all sections of the SF330 included, the remaining space for Section H is quite limited, making it difficult to thoroughly include the requested details on experience, capacity, workload, and other key information.
Page limitation has been increased to 50 pages per amendment 0001.

The solicitation requires resumes for 15 key roles thus 15 Section E one-page resumes (15 pages), 5 Section F Project (5 pages), 1 Section G Matrix (1 page), in addition to (1) Cover page, (1) TOC, and Sections ABCD (2 pages) totaling to 25 pages which would only allow 10 additional pages to provide all the Section H narratives including several capacity charts. We therefore request the page limitation be increased to 50 pages, so we are able to properly provide all that is required in Section H.
Page limitation has been increased to 50 pages per amendment 0001.
