About this file
This document is a Request for Quote (RFQ) Responses document for a VA Medical Gases contract (RFQ 36C77625Q0029 P00001) issued by the Department of Veterans Affairs Technology Acquisition Center Austin for VISN 16. The RFQ includes several key amendments and clarifications, including the addition of VAAR Clauses 852.215-70 and 852.215-71, which provide a tie-breaker mechanism for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) when there are two identically-priced technically acceptable offers. The document outlines evaluation criteria, clarifies ordering requirements, and addresses specific details such as delivery schedules, emergency delivery procedures, and additional audit compensation.
The responses cover various technical and procedural aspects, including confirmation that past performance is not an evaluation factor, EDI remains a secondary ordering option, and invoices will continue to be processed via Tungsten. Notable additions include Line Item Numbers (LINs) for Government Furnished Equipment (GFE) hydrostatic testing and compensation for additional VA-requested audits. The document emphasizes that the winning quoter must comply with applicable laws and regulations at the contract's start, and provides references to specific sections of the Statement of Work (SOW) for detailed requirements.
