About this file

This Performance Work Statement outlines the VA Veterans Health Administration's requirement for a commercial web-based Evidence-Based Practice (EBP) Platform. The system must provide a unified view of EBP initiatives within the VA, supporting 100-300+ projects annually across 171 VA stations. Key capabilities include executive and project-level dashboards, standardized templates for quality improvement, collaboration features, integrated literature search with full-text retrieval, AI-driven literature appraisal tools, and evidence synthesis reporting.

The contract will be awarded as a firm-fixed-price agreement with a base period plus four option years. The system must be FedRamp certified as Software as a Service (SaaS) with no security risks. Delivery is required within 14 business days of contract award, with performance conducted electronically from the contractor's location. The related pre-solicitation notice indicates this will be a brand-name only procurement for Ovid Synthesis Clinical Evidence Manager by Wolters Kluwer, with responses due by December 10, 2024, at 1:00 PM ET. Interested vendors must provide documentation proving they are authorized providers of the Ovid system.

PERFORMANCE WORK STATEMENT

Evidence-Based Practice Platform

1. Introduction. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Nursing Services (ONS) requires a new commercial off the shelf web-based product that offers a single, cohesive view of Evidence Based Practice (EBP) initiatives within the VA allowing administrators to easily see all the research in one place. This creates transparency and reduces duplication across VHA thus, reducing overlapping costs. We need a product that streamlines literature searches, the appraisal process, implementation, and dissemination.

2. Scope or Purpose. Access to this management tool would expedite developing best practices within the VA and thus provide the best clinical care for Veterans.

3. Task statement. ONS requires a contractor to provide a management tool that streamlines literature searches, tracks the appraisal process, and tracks any projects from implementation through dissemination. ONS estimates a minimum of 100 projects with a potential for 300+ projects per year. The product shall be capable of the following:

Executive and Project Level Dashboards – provide real time visibility into all qualityimprovement, evidence-based practice, and research initiatives.
Standardized Templates – for Quality Improvement (QI), EBP, and research workflowsthat can be configured to reflect organizational best practices.
Collaboration capabilities – ability to allow and encourage team members to holddiscussions within the project template to document and track the evolution of theproject.

Integrated search with full text retrieval - provide an intuitive, clinically oriented search interface with access to the full text of articles within the platform.

Literature appraisal tool - provide configurable Literature appraisal forms with AI- driven features to accelerate data extraction.

Evidence Synthesis and Project Reporting Suite - support an automated assembly of key project outputs including an evidence table and summary of findings.

Archive Work – Work is archived and accessible even after contract completion.

Access to the management tool must be via online access. This can be accomplished by a secure link or username/password. In addition, due to the product being an online tool, the product must have gone through the VA and DOD Software as a Service (SaaS) FedRamp review and been determined to pose no data risk to the government or appropriate security has been installed to alleviate any other risk determination. Verification must be provided with any proposals.
