About this file

This document is a pre-solicitation notice for a Federal Contract Opportunity from the Department of Veterans Affairs (VA) Technology Acquisition Center Austin. The VA is seeking Architect-Engineering (A-E) services for a Facility Condition Assessment (FCA) of the Harry R. Harr US Army Reserve Center in Altoona, PA. The scope includes an independent assessment of the site, utilities, buildings, and building systems, with the results to be used for potential future VA projects at the site. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Interested firms must submit Standard Form 330 (SF330) qualifications packages by September 13, 2024. The award is projected for September 2024 with a 127-calendar-day period of performance. Evaluation criteria include specialized experience, technical competence, professional qualifications, capacity, and past performance. A secondary criterion of geographic proximity may be used as a tiebreaker.

#QuestionAnswer
1This project appears to contain only about 30,000 SF plus the parking lot for the reserve center and the associated acreage for the facility.
It that is the case, then I must ask, why do you need a full team of assessors? We have done hundreds of small assessments such as this with only a seasoned architect and engineer and have drawn on technical specialties as needed through sharing photos and assessment notes. This approach would save the VA substantially. The purpose of the FCA is to assess the location for any forseable VA need in the future. Due to this need, it is necessary to have a team capable of providing as much data as may be required to develop the requirements of future projects.
2We are looking for clarification on this presolicitation notice under Section 1 ‘GENERAL

INFORMATION’. The project is described as an independent assessment of the condition of the site and utilities, buildings and building service systems and subsystems. Also, the project is described as providing complete construction documents, which include working drawings, specifications, reports and construction period services.

Will the process of this project be:

- Team selected does existing conditions assessments of buildings and systems around campus as directed by VA and grades buildings/systems as “A” to “F”

- Team reports findings to VA

- VA selects design projects based on the findings

- Team completes designs to remediate issues found in existing conditions surveys

Or is this purely just a design project or purely just a conditions survey? This requirement is just a conditions survey.
3The SOW states that "Cost Estimator(s) – Shall be a cost estimator with cost estimating experience, with a bachelor’s degree in architecture engineering, or building construction.". From our experience the bachelor's degree requirement is very unusual. We have multiple cost estimators with over 40 years of experience each that are well equipped for this contract. However, with this criterion they would not be able to be submitted as key personnel. Can you please clarify or change this requirement?Cost estimators may have a bachelor's from any field but must demonstrate experience performing cost estimation on construction projects.
