Subject: Answers to Questions Asked to Clarify Solicitation — 36C77624R0050
Build Mental Health Outpatient Clinic for Marion VA Medical Center (VAMC) at Marion, IN
Purpose: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is issuing this amendment to answer questions asked by offerors for all potential offerors to witness for the solicitation issued on the project to Build Mental Health Outpatient Clinic at the VAMC in Marion, IN. This memorandum will be structured in a question-answer format.
Q. The solicitation was initially released under NAICS code 541310. We have carefully examined the scope of work outlined in the solicitation and we believe that NAICS code 541330 is more appropriate for this project. This change will contribute to a more accurate representation of the industry sector and will facilitate fair competition among businesses with similar capabiliti?
A. The NAICS code will remain 541310 (Architectural Services) at a size standard of $12.5M.
Q. Please confirm the due date of this effort?
A. The due date for the Phase I SF-330 will be due at 12:00 PM EST on 3/8/2024.
Q. The Professional Qualifications section mentioned we needed to include Physical Security
Specialists (plural). How many are you looking for?
A. Physical Security Design Manual calls for the design team to have a security specialist and a structural blast specialist that both meet the requirements of section 1.5 in the PSDM. This can be either two certified individuals or one individual certified in both disciplines. Provide evidence that the personnel have been certified in the SF-330.
Summary: The above questions were asked by prospective offerors and after consulting with the assigned COR and the provided documents the provided answers were obtained during the allotted time period for technical questions. A record of the e-mails have been kept and filed into the project briefcase.
