Subject: Answers to Questions Asked to Clarify Solicitation — 36C77624R0021
Expand Cancer Research Building 42 for Durham VA Medical Center (VAMC) at Durham, NC
Purpose: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is issuing this amendment to answer questions asked by offerors for all potential offerors to witness for the solicitation issued on the project to Expand Cancer Research Building 42 at the VAMC in Durham, NC.
This memorandum will be structured in a question-answer format.
Q. The cover page states the response date is 12:00pm EST March 1, 2024, but on page 9 highlighted in yellow the response date is 12:00pm EST on March 8, 2024. Please clarify which date is the correct date?
A. Due to the late return of answers to technical questions received the Phase I SF-330 due date is now March 11th, 2024 at 12:00 PM EST as stated in this amendment.
Q. While the RFP states that the “building was originally designed to be completed as a 4-story building” it does not address whether the first floor was designed to support future stories which would trigger the requirement to resist progressive collapse, as required by the PSRDM. Adding a second story does not trigger progressive collapse avoidance criteria but adding a third story, as requested by the RFP, would trigger a need to comply with progressive collapse avoidance. If the base building was not constructed to resist progressive collapse of these future stories, significant structural modifications will be required on Level 1, possibly including subgrade foundations?
A. The structural engineer was able to evaluate our structural set and determined that the original engineer did not cite specific progressive collapse criteria as that type of analysis was rare for
2014-2015. We feel confident that a progressive analysis was not done for any additional story as it was not required at the time of the initial contract in 2014. However, the statement that
“significant structural modifications will be required on Level 1, possibly including subgrade foundations” is not necessarily true. We would recommend a progressive collapse analysis of the building be done.
Q. On page 9 of 10, Section 6. SUBMISSION CRITERIA/REQUIREMENTS, bullet 11, you state: "All
Joint Ventures must be CVE verified at time of SF330 and Oral Presentation...." Does this imply that the SDVOSB Firm is required or expected to be in a Joint Venture with the Architect-
Engineer Firm? As an alternative, will it be allowable for the SDVOSB Firm to use a Strategic
Partnership Agreement or a Sub-Contract Agreement with the Architecture - Engineer Firm?
A. If the submission is made as a Joint Venture then one firm must be SDVOSB certified and the JV itself must be CVE verified.
Summary: The above questions were asked by prospective offerors and after consulting with the assigned COR and the provided documents the provided answers were obtained during the allotted time period for technical questions. A record of the e-mails have been kept and filed into the project briefcase.
