DESCRIPTION
INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Consolidate Primary Care Minor Construction – Erie VA Medical Center (VAMC) located at 135 E 38th St. Erie, PA 164504.
PROJECT DESCRIPTION:
The proposed project contemplates a new addition to the first floor of the existing Main Building (Building 1), to be located on the front part of the building (North side), extending the building towards E 38th Street on one side, and towards the West on the other, going all the way to the current entry vestibule. A portion of the existing building, which connects to the proposed expansion, will be remodeled as part of this project. This portion of the existing building to be remodeled, is mainly occupied by the White Clinic, Women’s Health, and Cardiology. The proposed project will add necessary new clinical space, and will also renovate existing clinical space, so that the overall effect will be an expanded Primary Care Clinic, integrated as one continuous, cohesive unit, once the project is complete. In addition to what’s indicated above, the project also includes the construction of a Partial Basement, to house mechanical equipment and utility closets.
The Project also contemplates the reconfiguration of outdoor areas impacted by the building expansion, such as the existing parking lot right in front of the expansion, the vehicular circulation and drop-off area in front of the building, sidewalks, curbs, and green areas, among others.
Phasing is also an important part of the construction and remodeling process, so that overall construction impact can be managed in a logical and practical way. Phasing considerations will have an impact on building construction, renovation, as well as site work.
ADMINISTRATIVE:
The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $40 million. The solicitation is estimated to be issued around late October 2023. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed foe Phases 1A and 1B (expansion) / 90 days for activation of expansion area / 180 days for Phase 2 (renovation). This notice is not a request for competitive offers. The VAAR Magnitude of Construction is expected to be between $10,000,000.00 and $25,000,000.00. All questions must be submitted in writing to the issuing office via email to Emil.Reyes@va.gov. Telephone calls will not be accepted.
