About this file
This document is a Justification and Approval (J&A) for a sole source award under the Service-Disabled Veteran-Owned Small Business (SDVOSB) program for Program Management Support Services. The Department of Veterans Affairs is seeking to award a contract to VETERANS MANAGEMENT SERVICES, INC. (VMSI), a verified SDVOSB, on a sole source basis. VMSI has been providing these services successfully for the past six years and has demonstrated satisfactory, very good, and exceptional performance. The anticipated contract value, including options, will not exceed $5 million. The contracting officer determined that awarding to VMSI on a sole source basis is in the best interest of the government, as VMSI can provide the required services immediately without a break in service due to their existing VA experience and access. The J&A outlines the market research conducted, the fair and reasonable price determination, and the justification for using other than full and open competition.

Veterans Management Services, Inc, verified SDVOSB company, offers Contractor Personnel that have been through the internal VA background investigations; have current IT access and GFE; and have current and relevant experience with VA acquisition processes, procedures, and regulations. The contracting officer would like to procure the requirement on a sole source basis since the Contractor can provide the services immediately upon award.
Due to the internal VA background investigation process, IT access, and the learning curve required to be comfortable with VA acquisition systems, policies, procedures, and regulations, awarding to VMSI would add an abundance of additional time that the Government cannot afford to be without these vital services.
VMSI, is currently capable of providing these services without a break in service and it meets the requirements of VAAR 819.7003(DEVIATION) and VAAR 819.7008 (DEVIATION), this procurement will be negotiated with VMSI as a sole source award under the SDVOSB program.
