DESCRIPTION OF THE SITE
Campus Background
The Togus VAMC is the oldest Veterans’ facility in the country. It has been in operation since 1866 and currently services approximately 40,000 unique Veterans in the state of Maine. The campus contains 67 general medical, surgical, intermediate and mental health beds. Additionally, there is a 100-bed Nursing Home consisting of 50 Skilled and Longer Stay beds and a 50-bed Dementia Unit. The Togus VAMC is also the site of two national cemeteries with 5,373 burial sites and encompasses over 500 acres, including buildings, natural woodlands and wetlands.
The Togus location supports 1,520 VHA employees and 244 VBA on-station employees. Furthermore, via a recent survey, over 60 Veteran employees have expressed interest in childcare services. Additional information about the VA-driven demand for childcare on the VA campus will be provided to the Offeror upon award.
Location of Campus
The Togus VAMC campus is located at 1 VA Center in Augusta, Maine; and is located in Kennebec County, Maine, approximately five miles from the City of Augusta. It is situated along Togus Stream in a rural community that falls within the city limits of Augusta and Chelsea.
EUL Site
VA has identified three (3) vacant underutilized buildings for potential EUL on the east side of the campus on Knox Street adjacent to west Gate Road. Each of the buildings were constructed in 1910. SHPO has provided approval to demolish each building if the Offeror’s development concept considers demolition.
Quarters 32: 1,468 gross square foot, 2-story, vacant building, consists of a 762 sq ft. first floor with a kitchen and pantry, 1 bathroom, and 3 separate office spaces as well as an entrance/vestibule area. The second floor consists of 692 sq. feet with an outside emergency egress, 4 offices, two closets, and a bathroom.

Parking
There is currently no parking on the EUL site. The Offeror must incorporate a plan for the parking spaces.
Utilities
It is the responsibility of the Offeror (i.e., selected Developer) to bring all utility lines and pay for all utilities on the EUL Site.
Access and Road Infrastructure
The EUL Site is located on the interior of the Togus VAMC campus and is accessible only by campus roads.
