Attachment 1 – Answers to Technical Questions - 36C77624Q0314 – EUL SPP

1. (B.2 Price / Cost Schedule (page 6 of 60): Is B.2 Price/Cost Schedule required in addition to Attachment 2 – Price Schedule? If so, could B.2 Price/Cost Schedule be revised to match the line items shown in Attachment 2?

Answer: The Price Schedule data in Attachment 2 will used to complete the Schedule in the contract document. Please disregard B.2 Price/Cost Schedule.

2. Type of Contract (page 2 of 13): Please confirm that this is an IDIQ Contract under which future individual Firm Fixed Price task orders will be awarded (rather than a standalone Firm Fixed Price task order). For example, on page 3 of 13, it states (emphasis added): “For each task awarded under this contract, the Contractor shall provide the specific deliverables described in the PWS, within the performance period stated. Specific sub- tasks and associated deliverables will be identified in each task under the contract.” This and similar language elsewhere in the PWS lead us to believe that VA intends to award an IDIQ Contract.

Answer: This is not an IDIQ Contract. This is a Stand-Alone Firm Fixed Price Contract. No Task Orders can be awarded under this Contract.

3. Task Three: Strategic Technical Support for new prospective projects for addition to the Departmental List (page 5 of 13):

a. Subtask c)(1), how will the potential EUL projects be identified?

b. Subtask c)(2), approximately how many mixed-use projects are anticipated for analysis?

Answer: a. Currently, there is no predefined number of projects to be identified.

b. Currently, there is no predefined number of mixed-use projects for analysis.

4. Task Four: The Contractor shall conduct communication activities (page 6 of 13):

Subtask (1), please confirm how many on-site kick-off meetings are expected?

Answer: No more than 12 trips. Please see Attachment 2 – Revised Price Schedule.

5. General: Please confirm that the figures inserted in Column O (Unit Price) should represent the sum of the units requested in Column C (Description), rather than individual unit prices.

Answer: All deliverables and quantities identified in Column C are considered 1 JB for the purpose of the price provided in Column O.

6. Item Numbers 0002, 0003, 0004, 0005, 0006 and 0007: How should the contractor approach pricing property studies for assets that have yet to be identified and for which there is no available information? As VA knows, the cost to perform these studies varies based on the location and asset specifics. For example, the cost to perform:

a. A survey of 2 Quarters buildings is different than a 30-acre parcel with multiple buildings.

b. An appraisal in California is different than the cost to perform an appraisal in Wyoming.

c. An archaeological study in an historic district where there are known artifacts is different than the cost to perform such in an area where there are no known artifacts.

Answer: The project sites have not been identified at this current time. The contractor should consider reasonable pricing for property studies. The Contracting Officer and COR will jointly discuss if a modification is needed to support increased costs.

7. Item Numbers 0002, 0003, 0004, 0005, 0006 and 0007: Please confirm that contractor should provide an estimate for each type of property study requested and that if actual property study costs (quoted by specific specialized subcontractors based on asset characteristics) exceed the initial estimates at the time of VA’s request, that VA will modify the task order accordingly.

Answer: Yes, the contractor should provide an estimate for each type of property study that is requested. The Contracting Officer and COR will jointly discuss if a modification is needed to support increased costs.

8. Travel: Could the Government please add a line for reimbursable travel associated with Item Numbers 0002, 0003, 0004, 0005, 0006 and 0007 (the Optional Property Studies)?

Answer: A Travel line (no more than 12 trips) has been included as Item Number 16. Please use Attachment 2 – Revised Price Schedule for your Solicitation response.
