Joint Commission eBooks Subscription

FBO Notice: 36C77624Q0295 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based electronic eBook collection. This requirement is for subscriptions from various Publishers that will be made available throughout the VA healthcare system through the Library Network Office to Clinical Staff. This is a one-year subscription.

The Program Contracting Activity Central (PCAC) intends to issue a sole source solicitation to Joint Commission Resources (JCR), 1 Renaissance Boulevard, Oakbrook Terrace, IL 60181. JCR is a global, knowledge-based organization, which disseminates information regarding accreditation, standards development and compliance, best practices, and health care quality improvement and patient safety through a variety of services and products tailored to the needs and expectations of its customers.

The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1000 Employees.

This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

Responses to this notice are due on or before Monday August 12, 2024 at 10:00 a.m. Eastern Time to this procurement’s contract specialist, Byron Pelote, Byron.pelote@va.gov

A.General Information
1.0Introduction

The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based electronic Joint Commission eBook collection. This requirement is for subscriptions that will be made available throughout the VA healthcare system.

2.0 Background:

The Library Network Office (LNO) has collected Medical and Health Sciences ebook publishers’ content for the last eleven years. LNO subscriptions includes peer-reviewed eBooks in many medical specialties. Those eBooks are authored by renowned scientists, researchers, scholars, and professionals. Its eBook content platform allows the user to browse by subject, and to drill down to the eBook and individual title level.

The eBook titles listed in Section B. were selected by VHA clinical staff as critical to providing reference information at the point of care/treatment used by them.

VHA’s goal is to ensure uniform availability to a subscription-based collection of high quality, clinical, full text electronic eBooks across the VHA system to improve clinical decision making at the point of care.

3.0 Scope of Work:

a. The contractor shall provide all sites on the VHA network with access to a single online, web-based subscription to the eBook titles listed in Section B. Authentication shall be through VA gateway IP address validation on an enterprise basis, eliminating the need for users to enter identification. Access must include the Liblynx IPs added to the collection of resources are presented. These eBooks must include VHA IPs and 157.230.189.45 and 162.243.143.27 by the LNO to satisfy access.

b. The contractor shall provide an unrestricted number of simultaneous with immediate access from any web-enabled computer within VA. It is required that all authorized remote users with VPN access have access to the eBooks as well.

c. The contractor shall assure the requirements listed in paragraphs 5, Usability, 6, Currency, and 7, Access, Content, Support, are addressed.

4.0 Performance Period: FY24 Purchase

5.0 Usability: The contractor shall assure that searching and navigating within the system is logical and easy to use. Searching quickly retrieves material of high relevance. Users can search by eBook title, volume, issue, year, and page numbers in addition to text or keyword searches.

7.0 Access, Content, Support:

The contractor shall assure:

a. Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant.

b. Usage statistics at an IP level are available.

c. The product is accessible via a variety of personal mobile devices including Apple and Android devices.

d. Full-text chapters are available in PDF format.
