Attachment 1 – Answers to Technical Questions - 36C77624Q0292 – Stockton EUL

1. (Page 4 of 4) VA opened the Stockton VA Clinic in April/May 2024. Will VA provide the Section 106 consultation materials for that effort to inform evaluation/consultation for the proposed EUL? Has VA initiated consultation on the Logistics Building (Part 2) or the CLC (Part 3)? Should the contractor assume that analysis and consultation will take into account all phases of development? Alternately, would this proposed EUL be a continuation of consultation on the earlier development?

Answer: VA will initiate consultation for the Stockton EUL separately from other VA development. The contractor will have discussions with VA Personnel who have completed the Section 106 requirements for newly developed VA operated facilities.

2. Can you provide any details concerning the Period of Performance?

Answer: The period of performance is up to 3 years. Construction is estimated to last 18 months.

3. No statement of work is provided for the Phase II ESA work. Can VA please provide the anticipated scope for this task in order to assist our team in most accurately pricing this work?

Answer: Phase II ESA work is optional. The COR will provide the scope of work if a Phase II ESA is needed for the project.

4. No statement of work is provided for the Phase I Archaeology work. Can VA please provide the anticipated scope for this task in order to assist our team in most accurately pricing this work?

Answer: Please see Attachment E in the solicitation for details.

5. Which source selection methodology does the government intend to use to award this project? LPTA, Best Value Tradeoff, etc.

Answer: Best Value Tradeoff.

6. (Task Four / Item Number 0012) - Please provide/define the results/deliverables corresponding to No. 5 – Review facility design and/or construction documents.

Answer: Item 5, “Review facility design and/or construction documents is part of the documents (1-5) that VA will need support with reviewing and providing feedback as well as track and document project milestones and/or critical items. Deliverable 12 is stating that the selected contract support team will provide ongoing support with review of items 1-5 documents as requested by VA for the performance period of the contract.

7. (Task Four / Item Number 0012) Please provide which documents/deliverables, and quantities, that would require 508 Compliance work. As this is a priced/evaluated option, offerors need to understand the full scope of this task to accurately price.

Answer: VA requires any documents that will be made public will need to be 508 Compliant (e.g., NEPA documents). The COR will tell the selected Contractor which documents will need to be 508 Compliant.

8. The type of contract listed states Firm-Fixed Price. This aligns with the Attachment 2 Price Schedule with the unit of measure for each Item Number being JB (Job). However, Item Numbers 0001 – 0011 are deliverable-based services with a clear acceptance and invoicing milestone. Item Number 0012 is for ongoing support. (1) Please confirm invoicing and payment for this will be the total Line Item cost, divided by the number of months in the full PoP. (2) if all other Line Items are complete prior to the end of the PoP, please confirm the contractor would then invoice for the balance of Line Item 0012 costs, as this is firm-fixed price

Answer: The Total Contract Cost will be the total of all Deliverables identified in the Price Schedule. Invoicing will be done upon completion of COR approved Deliverables.

9. Page 2 of Attachment 1 lists tasks may include “credit reports”. Please define under which Item Number this task would fall and provide additional clarification of the scope and frequency/number of “credit reports”.

Answer: As apart of VA’s due diligence, the COR may request the Contractor pull credit reports on the selected Developer, or business entities prior to lease execution.

10. Page 5 discusses incentive/disincentive plans. (1) Please confirm that VA will provide/determine any incentive/disincentive plans, as a component of the Quality Assurance Plan, that is to be provided post-award. If so, and as such, that those plans may result in a modification to the solution/pricing.(2) If VA is requesting that offerors propose its own incentive/disincentive plan, please confirm if this will be a component of the Government’s evaluation and how it will impact both Technical (Factor) and price (how will this impact evaluation of the overall evaluated price, as defined in the solicitation)?

Answer: A simple Quality Assurance Surveillance Plan (QASP) will be provided to track Performance Measures upon contract award.

11. Attachment 1 states that personnel supporting this scope shall be assigned a Position Sensitivity Level of “Limited Risk” and require a NACI background investigation. As this is tied to “employees that require access”, please confirm no support personnel on this contract will require a Background Investigation.

Answer: At the time of contractor selection, VA will determine if a Background Investigation will be required.

12. Attachment 1, Page 5 states that the contractor shall provide a quarterly Program Management Report; however, Attachment A does not list this requirement. Please clarify the requirement.

Answer: The COR will discuss the format for the quarterly Program Management Report at the time of selection.

13. No SOW is provided for the Title Search. Can you please provide a statement of work?

Answer: Please see Attachment B: Sample Title Search and Chain of Title Scope of Work., page 1, A. Scope, and C. Deliverables.

Page 3/8 of the NEPA EA statement of work (Attachment G, page 3, Task 2, paragraph c) in Attachment 3 indicates that the subcontractor is required to develop the EA in accordance with the SOW and VA’s “Instruction to Contractor for Environmental Assessment” document. Our team has performed several NEPA EA’s for VA, and are not familiar with this document. Can you please provide it for scoping purposes?
