Attachment 1 – Answers to Technical Questions - 36C77624Q0229 – Perry Point EUL
1. Computer Aided Design and Drafting (CADD) – what file format would you like this in? Is Revit acceptable?
Answer: CADD files need to be in 2D .dwg files from AutoCAD in the latest format. Drawings also need to be made available in PDF format. Revit is not acceptable.
2. How many individual parcels does the Title work include?
Answer: One large parcel for the solar field. See attachment D (Phase 1 and Phase 2) for more information.
3. Period of Performance: does the 3 years encompass all tasks under the PWS?
Answer: Yes.
The previous version of the solicitation included construction management and oversight tasks.
Since these tasks have been eliminated from the new solicitation, does VA anticipate a shorter duration?
Answer: The period of performance is up to 3 years. Construction is estimated to last 18 months.
Rather, does VA anticipate completing all property studies prior to starting construction?
Answer: Yes, these studies must be completed prior to EUL amendment execution (target: Fall 2024). Construction would begin following EUL amendment execution.
If so, how long does VA anticipate needing to complete all property studies? The anticipated duration of property studies will affect the price/scope of tasks like bi-weekly status calls and monthly checklists required in the PWS for property studies.
Answer: All studies need to be completed prior to amendment execution and construction start.
VA is looking to complete these studies to allow for amendment execution and construction start no later than Fall 2024.
4. In attachment 1, for Task One – Project Management Plan, Task 3 – Technical Support, and Task 4 – Communications, please confirm that the effort for these tasks should only be scoped to include work for the property studies and not construction management.
Answer: Tasks 1 and 3 should be scoped to the property studies and will conclude upon completion of the property studies. Task 4 would continue for the duration of the period of performance, and following EUL amendment execution, consist of preparing minutes of bi-weekly construction meetings. No other construction management tasks are included in the scope.

5. Are contractors permitted to include a cover page, cover letter, and table of contents with Volume I and Volume III for VA’s convenience?
Answer: Yes.
6. Table A appears to be the same for both the EUL site and the solar array. Previously, no topographical work was required at the EUL site. Can VA please confirm whether topographical work is required for both the EUL Site-Village and the Solar Array?
Answer: Yes. If VA requests Optional Deliverable 8 (Draft and Final Updated ALTA Survey – EUL Site Village), the Table A items checked in Attachment E would be required.
7. Is there an existing survey for the EUL Site-Village? The wording states it will be updated, and the tax map shows the boundary in the aerial. To make sure we match the original boundary, we request a copy of this survey.
Answer: Yes, VA can share the ALTA that it has on file.
8. Which source selection methodology does the government intend to use to award this project?
(LPTA, Best Value Tradeoff, etc.)
Answer: This is Best Value Tradeoff. See Evaluation of Offers for detail.
9. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: This is a new contract for new services and no incumbent.
