The solicitation is for a contractor to provide due diligence support services to enable the VA to accomplish an EUL project that involves developing 76 units of supportive housing and expanding an existing solar field. The contractor will be responsible for tasks such as onsite construction oversight, surveys, environmental assessments, and Section 106 consultation. The contract is a firm-fixed price with a period of performance of 3 years. The solicitation is using a Best Value source selection process that considers technical approach, past performance, and price. Proposals are due by April 10, 2024 and the VA will award without discussions if possible. Relevant licenses, completed projects, and other past performance information are required as part of the proposal.

Attachment 1 – Answers to Technical Questions - 36C77624Q0145 – Perry Point EUL
1. Can the Government provide the current Scope of Work for the 76 units and solar field expansion? This information is needed to identify the level of effort required to support Task Four: Onsite Construction Oversight. Alternatively, the Government can decide the number of FTE personnel required to support Task Four.
Answer: One FTE should be sufficient to carry out the work under for Task Four. The estimated duration of construction is approximately 18 months.
2. Period of Performance: do the 3 years encompass all tasks under the PWS?
Answer: Yes.
3. If Task Two must be completed prior to construction, what is the estimated duration for the construction of the 76 units and solar field expansion? The Government must establish some baseline construction duration in order for contractors to estimate this level of effort.
Answer: The estimated duration of construction is approximately 18 months.
4. Place of Performance: as it relates to the performance of Task Four, will the general contractor provide a field office for contractor personnel? If not, and if the contractor must provide a field office, please provide a drawing with the space available for an office trailer, showing the connection points for electrical, water, and sewer.
Answer: Yes, the general contractor will have a field office onsite to use.
5. The proposed project appears to be for an EUL, but the maps and the text in Attachment suggest it’s an EUL and possibly also a solar field project. Is the scope for CLIN 0005 just the EUL or just the solar field or both?
Answer: The scope is for both.
6. Can VA please provide a map of the site for the proposed location of the EUL project as well as the size of the parcel?
Answer: The EUL Parcel, known as the Village, is approximately 30 acres. The solar expansion project will take place on approximately 1.76 acres. See attached map.
7. In Attachment A (page 12), the Section 106 report, letters, etc. are due within 15 calendar days of COR request. In Attachment C (page 3), the draft report is due within 30 days of NTP. Which one is the correct due date?
Answer: Letters are due within 15 calendar days; reports are due within 30 calendar days.
8. Does VA need a proposed budget for a Section 106 consultation effort as well or just the report, letters, etc.?
Answer: No, VA does not need a proposed budget for a Section 106 consultation; this work is to be performed by the contractor as part of the contract.
9. Can VA provide the size of the proposed easement in attachment C?
Answer: VA will be providing the easement for the solar field. An ALTA survey of the solar field is what VA is requesting.
10. Page 4 of the solicitation – Past Performance – requires a “summary description of at least three but no more than five prior contracts/orders per team member/subcontractor for projects completed within the last five years . . .” Is VA requesting 3-5 projects per team member, per CLIN, or if a team member can provide 3-5 projects which cover all CLINs for which a team member is proposed, is that sufficient to meet the past performance requirement?
Answer: Per team member.
11. Page 5 of the solicitation – Price – states “The contractor’s quote shall also include their proposed pricing of labor categories, rates, and number of hours by task.” Because this is a firm fixed price bid, can VA provide a reason for requesting this information?
Answer: The VA uses this information in the evaluation of the Technical and Pricing.
12. Additionally, there are often ODC’s and travel costs associated with work in the CLINs requested.
In a firm fixed price bid, this information would typically be included with labor in the total FFP cost. Should these costs be broken out separately in the second pricing volume as well?
Answer: This can be included with labor. See #16 for Travel.
13. Additionally, attachment 2, CLIN 0015 is for travel – fixed cost. Should travel for each CLIN be broken out separately in the second Excel price volume which includes LCAT, hours, and rates, so that VA is aware of the cost of travel for each CLIN, or should travel costs only be included in attachment 2 and all travel costs for all CLINs be aggregated into CLIN 0015 under column O?
Answer: Travel is a fixed cost and no detail or changes to this CLIN are needed.
14. Are contractors permitted to include a cover page, cover letter, and table of contents with Volume I and Volume III for VA’s convenience?
15. There is no statement of work or Table A provided for the ALTA Survey requested for the EUL (CLIN 0009). A price quote cannot be provided without this information. Can you please provide an SOW, Table A, and accompanying map for the EUL project so that a price quote can be provided?
Answer: Please see Attachment E to the solicitation.
16. Can VA confirm that this is the site required to be surveyed for the solar array (CLIN 0008)? The diagram indicates that the boundaries are approximate. Should work be priced based on this diagram or can anything more precise be provided?
Answer: Yes, this is the site to be surveyed for the solar array. Boundary lines are not expected to increase. Please see attached map.
17. Regarding the EUL survey, is there a copy of the existing survey that can be provided for scoping purposes? If not, will a copy of the existing survey be provided so that it can be updated? For scoping purposes, if VA will not provide a copy of the survey, then please provide some type of markup that identifies the boundary.
Answer: The ALTA survey showing Phase I of the solar array without the expansion exists and will be shared after the award.
18. Do projects submitted for past performance have to be 100% complete, or can projects be in progress with substantial (more than 50%) completion?
Answer: Projects must be 100% complete.
19. The solicitation, on page 4 – Past Performance – requires “type of contract” to be submitted with past performance references. Are you referring to FFP, T&M, ect?
20. Which source selection methodology does the government intend to use to award this project?
LPTA, Best Value Tradeoff, etc. . .
Answer: Best Value.
21. Would the VA consider there to be adjoining state (DE, NJ, PA) reciprocity for the Professional Engineering (PE) license for the Onsite Construction Monitor, not just licensed in Maryland?
Answer: No, the license must be in Maryland.
22. Attachments B-F provide a site map with approximate boundaries. Can VA provide a larger map that places the project site within the larger Perry Point VAMC? Please provide the map locations and estimated acreage for both the solar project and the “EUL Site – Village” areas (optional Deliverable #9).
Answer: The EUL Parcel, known as the Village, is approximately 30 acres. The solar expansion project will take place on approximately 1.76 acres. See attached map.
23. Can the VA provide a list of analytes for the Phase II survey that should be considered when costing?
Answer: This will be determined upon completion of the Phase I ESA.
24. What is the compliance trigger for the archeology survey and assessment?
Answer: Through Section 106 consultation.
25. Is this solar development considered an action by the VA?
Answer: The developer will be constructing the field.
26. Is it correct that there is no archaeological fieldwork included in the PWS. That the work will be limited to consideration of archaeological resources via desktop study of records and whatever can be observed from nearby public rights-of-way?
Answer: That is correct. No archaeological fieldwork is included in the PWS.
